The Hebrew City Manifesto

Introduction
The “Hebrew City” Party was established by South Tel Aviv resident May Golan who emerged as the
leading social activist, voice, and symbol of hope for the people who are forced to fight daily injustices
on their impoverished streets, and who demand social equality and the return of Hebrew character to
all of Tel Aviv.
Our South Tel Aviv community has unfairly endured years of severe neglect and deprivation in
education, infrastructure, and social decay with the most unsafe streets in Israel. With dangers of
violence at every turn, our daily life has become so impossible, that we, the Jewish residents of South
Tel Aviv – young and old – demand the return of our basic human rights to live without fear, in safety
and security.
Removing Illegal Infiltrators South of Tel Aviv
In recent years our neighborhoods have been flooded with (tens of thousands of) illegal infiltrators from
(the Muslim countries) of Eritrea and Sudan (who regard Israel as an enemy state). These infiltrators are
allowed to live above the law, have no official status, and do as they please with no questions asked.
They open illegal businesses, threaten passersby, and have imposed tyrannical terror upon inhabitants
of South Tel Aviv who live in continuous fear and face brutal daily crimes. This situation cannot continue
and we demand that the local Tel Aviv Council and Israeli Government take full responsibility for the
illegal infiltrators and find a solution to move them out of our South Tel Aviv community immediately!
Animal Welfare in South Tel Aviv
For years, animal abuses have been carried out by the foreign population and illegal infiltrators in the
neighborhoods of South Tel Aviv. The illegal slaughtering of animals such as cows, sheep, goats, ducks,
and peacocks in residential buildings, courtyards and public gardens. We say - No More! Animals have
rights and such cruelty cannot continue! We demand the banning of illegal slaughtering, and for tough
new laws and controls to be imposed against unlawful animal abuse that continues unabated in the
deserted streets by the foreign population.
Women's Rights in South Tel Aviv
For many years, disadvantaged women in South Tel Aviv find themselves the focus of sexual abuse both verbal and physical. Prostitutes, drug addicts, and homeless women find themselves living with
fear of severe abuse and cruelty by the population of illegal infiltrators, criminals, pimps and drug
dealers - all without the help of law enforcement as a sad reflection of acceptance and ignorance within
Israeli society. The women of Filipino and Nepalese nationality fear to lift their heads up when they walk
down the South Tel Aviv streets because of both the sexual abuse dangers, and the greater fear of
complaining to authorities after such an attack. This shameful situation and gross neglect of denying
basic rights of women in South Tel Aviv cannot go unchecked! We demand tougher punishments for
criminals and rigid proper enforcement of the laws by all responsible authorities and agencies.

Neglected Infrastructure
South Tel Aviv infrastructure is the most neglected in the City, and Israel in general. From the stench of
human excrement and overflowing broken open sewers, to inappropriately narrow sidewalks. Some
streets don’t even have a sidewalk on main roads – an obvious danger especially to our children, the
disabled and pensioners. In addition to this danger, gas tanks are left exposed everywhere and illegally
and unsafely connected by illegal residents – to whom the law does not apply.
Education and Social Life
There is a total absence of social infrastructure, framework, or sanctuary of normal existence in South
Tel Aviv - neither for parents, our children, our youth, pensioners or the disabled – regular Citizens of
Israel. We cannot even sit in the park for fear of violence attack, robbery, and human excrement. We do
not even dare dream about a Community Center for the elderly. Our children don’t receive a decent
level of education because our teachers time is spent teaching in several different languages. After
school they have to rush home before it gets dark for fear of violence and sexual attacks. There is no
local authority budget to provide urban framework for after school activities, particularly problematic
during the long Summer break. Compare this to parents and children of illegal immigrants who receive
many free council funded options..
Injustice and inequality against tax paying lower income families of our South Tel Aviv Community Citizens of Israel – must not continue! Our residents who cannot afford the luxury of private education
or activities for their families watch as illegal infiltrators receive many options of social assistance and
council funded projects for their families. We demand equality for our families!
Environment
We were recently informed by the Ministry of Health that an outbreak of TB and HIV in epidemic
proportions, existed in South Tel Aviv – not the Central, North or West Tel Aviv neighborhoods – just
South Tel Aviv! The Ministry said that the diseases spread from other countries in the South, but
stopped short of saying that it was brought to South Tel Aviv by the illegal infiltrators who entered the
country via the Southern border. Even to walk and breathe the air in South Tel Aviv has become a real
danger! Who takes responsibility for our health if not the State?
For those of us who side inside the safety of our homes, we have to withstand heart pounding deafening
noises from the many illegal nightclubs - owned by illegal immigrants in South Tel Aviv – that the Tel
Aviv municipality and the Ministry of Environment cannot shut down because of loopholes in the law,
exploited by the team of leftist funded lawyers. We demand an end to this unacceptable situation that is
not allowed anywhere else in Tel Aviv or indeed anywhere else in the State of Israel – except South Tel
Aviv!

Urban Renewal
Our people have existed (we don’t call it living) for many years in South Tel Aviv neighborhoods, in
residential buildings, whose construction is so dilapidated - many with rotten foundations - that if they
existed anywhere else in Tel Aviv or Israel they would be condemned and destroyed. The quality of “life”
of many residents is below the poverty line, and in some cases not even uninhabitable.
Urban renewal is something that should have occurred in South Tel Aviv many years ago! The safety of
our residents in their homes is not guaranteed in any natural disaster such as an earthquake, or storm
like it would be in other neighborhoods in Tel Aviv or the Country! It is unacceptable and we demand
urgent attention to urban renewal for the safety of our people!

Our South Tel Aviv community has unfairly endured years of severe neglect and deprivation in education, infrastructure, and social decay with the most unsafe streets in Israel. With dangers of violence at every turn, our daily life has become so impossible, that we, the Jewish residents of South Tel Aviv – young and old – demand the return of our basic human rights to live without fear, in safety and security.
