Complaint of the requesting organisation: Business information companies and lawyers use citizen registration data to obtain information on people who have moved. Up until July 2008 both business information companies and lawyers have been able to obtain the data. Now the data is no longer being made available to business information companies but is still available to lawyers. It is not yet clear why there has been such a change in data policy. Note, too that the cities of Bochum and Gelsenkirchen generate yearly revenues of €220,000 and €170,000 respectively from the sale of citizen registration data.
