What is the difference between County and SANDAG? I’m not sure. Maybe SANDAG works on particular projects, or is more planning oriented. Or:
San Diego County government is more related to the state, and state-mandated programs
SANDAG is more related to its member cities – locally controlled
MTS or MTDB – paid for by federal, state and local funds
