Terrorism is considered the cruelest of crimes according to Dr. Shaikh Tanveer Ahmed. While Nelson Mandela found that 50 years of non-violence did little to advance rights in South Africa, terrorism kills mostly innocent civilians rather than suspected criminals. There is no universally agreed upon definition of terrorism, but it can be described as creating a state of intense fear and insecurity through violence targeting civilians.
