I. PURPOSE
To establish a uniform procedure for the usage, security and maintenance of the Graveyard
Services Officer (GSO) cellular telephone.
II. POLICY
The GSO will carry with them the assigned cell phone while in performance of their duties.

VII. PROCEDURE
A. General Information
1. The primary function of the cell phone is to provide the GSO better access to
pending calls for service and to enable him/her to provide a faster response time
to the public. It will provide an additional and faster coordination tool for the
officer/supervision within this agency, as well as when working with other

agencies. The phone may also be utilized by the Watch Commander for any
incident deemed necessary.
2. The cell phone, when properly charged, allows for approximately one and a half
hours of continuous talking time or approximately 36 hours of standby time
prior to the battery needing to be recharged. The cell phone has the ability to
work anywhere within Orange County, but will fail to provide service when in a
“dead area.”
3. A quick reference guide for the understanding and usage of the cell phone has
been created and will be kept in the dispatch office.
B. Maintenance and Distribution
1. The cell phone and auto charger will be kept locked in the supply room across
from the Lieutenants office when not being used. The cell phone will be picked
up by the GSO at the beginning of the GSO’s shift and returned to the supply
room by the GSO at the end of his/her shift. The Watch Commander on duty
will distribute the auto-charger, as he/she deems necessary. Any deviation from
this will be at the discretion of the Watch Commander.
2. It will be the responsibility of the AM Watch Commander to ensure that the cell
phone is accounted for at the beginning of his/her shift, as well as ensuring that
it is secured and plugged into the charger in the supply room.
C. Emergency Situation
When an incident occurs, which requires the use of the cell phone; it will be retrieved
from the supply room by the Watch Commander or his/her designee. Returning the cell
phone to the supply room after the emergency/incident will be the responsibility of the
Watch Commander on duty.
D. Usage and Damage to Cell Phone
1. The use of the cell phone shall conform to OCCR P&P II.c.vii, Wireless
Communication Devices. Cell phone use shall be limited to work related issues
and is not to be used for personal calls. In accordance with traffic laws the cell
phone is not to be utilized while driving.

2. Any malfunction, damage or loss of the cell phone is to be reported immediately
to the Watch Commander.
