4. Ongoing activities (selection)
 Three public inquiries related to public procurement and
innovation:
• Ministry of Enterprise, Energy and Communications:
Public procurement for innovation, completed in 2010.
• Ministry of Health and Social Affairs: Organisation of
state support for public procurement, due in March
2012.
• Ministry of Health and Social Affairs: The Public
Procurement Committee, evaluates procurement rules
from an economic and social policy perspective
including innovation, due in mid 2012.
 Council for renewal and innovation in public administration,
Ministry of Health

5. Ongoing activities (selection)
 The Swedish Environmental Management Council,
SEMCo, provide support for environmental and other
sustainable procurements.
 Catalytic procurement, the Swedish Energy Agency
 Several regional and local initiatives, for example Region
Skåne (innovation procurement council, pilots forthcoming)
and the City of Västerås (participation in consortia for 7th
framework international PCP project)
 Network for public innovation procurement learning and
information (mainly regions)
 VINNOVA – public innovation procurement programme, call
for pre-commercial procurement, May 2011.

In the Government's Budget Bill this year, VINNOVA was granted 24
million in 2012 to work on public innovation procurement.
Object: to build and operate a competency and support initiative for
public innovation procurement.

7. The new funds
 Competence and support initiative for public innovation
procurement, aimed at contracting authorities and innovative
companies.
 The initiative will include (at first):
 Concepts for procurement of innovation (e.g. pre-commercial
procurement), including grants
 Templates, guidelines and help desk function, including legal
sounding board
 Information efforts (website, tours, lectures, printed materials,
etc.)
 Education
 Networking and buyer´s groups
 Collaboration with other agencies and organisations, both
nationally and internationally
