1.1 Agenda overview

2.1 Mr. Genest presented the work already completed, under way and planned until January 2017. A
paper copy of the presentation was given to all committee members and a PDF version was posted

2.2 Follow-up of interventions by the City of Brossard
Pavement conditions of the detour of the La Riveraine bike path: The City of Brossard’s
technical services conducted an on-site inspection following comments made by cyclists who use
the bike path. Signage and markings in certain areas have been improved and citizen comments
have been sent to the Traffic Committee for review.
The subject of extending the permanent anti-noise wall in the Voltaire sector near Highway
132 East is currently under discussion with the IC. In the Turenne sector, since the noise is
associated with traffic on Highway 132, the City of Brossard invites citizens to submit a request to
urban planning services, which will follow up with the MTQ as needed.

3.1 Concerns about the cohabitation
of homes/parks and worksite
accesses-Details regarding the
new worksite exit: follow-up on
noise, environmental control, dust
management, the presence of a
demarcation between the park
and the exit, drainage and water
flow.
We plan to install a physical barrier and appropriate signage to
isolate the worksite exit. In regard to noise levels, SSL has an
obligation to adhere to 75 decibels during the day and 65/67
decibels at night. We plan to meet these criteria. Spraying will
be done to meet the air quality criteria. In regard to pavement,
the slope will be widened and reinforced and we are waiting for
a certificate of authorization from the Ministère du
Développement Durable, Environnement et Lutte contre les
changements climatiques (MDDELCC), which requires
compliance with certain criteria in regard to drainage and water
flow, under the responsibility of SSL (authorization has now
been obtained). Some areas will require digging, while others
will require the installation of a membrane and widening with
SSL

granular material. SSL will not encroach on the park’s property.
3.2 Reason for postponing the
installation of the anti-noise wall
intended to protect Voltaire
residents from noise and dust,
which is very abundant in the
sector.
Several factors have led us to revise the desired time line for
the installation of the walls to 2017, including current
discussions about the exact locations of the walls, discussions
with the City of Brossard about extending the walls, design
issues and purchase of materials.

3.5 Covering the east abutment On the east abutment, we plan to make a wall-structure with
landscaping. A report will be presented at an upcoming
committee meeting on landscaping.

notice to cyclists
Mr. Fillion believes that cyclists should be notified about the
detour via several platforms. Mr. Genest specified that Vélo-
Québec shows disruptions caused by the project on its
interactive map, and the information is posted on the SSL
website.

3.7 Details on requests from citizens
concerning anti-noise walls: who
should make the request?
For Voltaire Street, citizens are not to make requests. The City,
IC and SSL are discussing this topic.
4.0 Presentation on follow-up by Infrastructure Canada

5.1 Decision of December 1,
2018, on the public transit
corridor on the new
bridge/Creation of a
Citizens’ Committee for the
REM
When the contract was issued, IC asked for a hybrid centre deck for
buses that could eventually be converted for light rail transit. During
construction of the light rail corridor, buses were to use the shoulder
lanes in both directions as dedicated corridors. Since the train will be
ready sooner than planned, IC, SSL and CDPQ Infra are looking at
how the work could be carried out differently. This changes the
situation somewhat for SSL, although several factors remain
unchanged: bearing capacity, width, vibrations, etc.
Mr. Jarry asked that the CDPQ Infra website be checked to see if a
Citizens’ Committee will be created and to obtain more information
on the subject.
6.0 Question period for the public
6.1 Paving the new worksite exit SSL will make a gravel exit for the worksite and will ensure that
appropriate dust control measures are put in place. If standard
requirements for dust and noise are not met, SSL will consider

other measures.
6.2 Date of the decision to create
a new worksite exit and
receipt of notice to citizens
(September 19, 2016)
Since last winter, SSL noted that the worksite exit was problematic
and has been looking at different solutions. In April, a decision was
made to move ahead with a new design for the worksite exit and an
additional parking lot. Since then, we have begun applying for
permits from the MTQ and the MDDELCC. We obtained
authorization from the MTQ and are waiting for authorization from
the MDDELCC (authorization now obtained).
6.3 The type of fence,
considering that some yards
do not have fences and
taking into account the impact
this new worksite exit will
have on residents: visual,
noise, soil, cohabitation with
park, etc.
SSL plans to erect a conventional fence to restrict access to the
worksite by the public. However, SSL duly notes the comment
concerning the visual impact and will look into the possibility of
adding a visual screen.
In regard to noise levels, we intend to meet daytime and nighttime
criteria. As for dust, we will be more careful following the well-
known situation in Brossard; we will increase surveillance.

6.4 Issue of placing the new exit
via the Gravel parking lot
The dealership was asking an exorbitant cost for placing the exit on
its property.
Our mobility experts analyzed different options and determined that
the best location for the worksite exit is located behind the Turenne
sector.
If adjustments in regard to dust and noise are necessary, they will
be made.
IC is aware of SSL complaints and is ensuring follow-up.

6.5 Presence of a flagman at
truck exits
A mandatory stop will be set up for vehicles exiting the worksite,
with priority given to local traffic.
6.6 Importance of providing clear
on-site information to cyclists,
lack of signage, unsafe stops,
more markings
Vélo-Québec provides an interactive map.
SSL, Brossard and Vélo-Québec had a meeting to improve the
situation, and improvements were made based on suggestions
from Vélo-Québec.
SSL encourages citizens to give notification if more signs or
specific improvements are needed. An effective method for doing
so is to take a picture of the problematic area.
7.0 Next meeting
7.1 The next meeting will take place on January 25, 2017, in Brossard.
Participants will be informed of the exact location by email one
week before the meeting. This meeting will be open to the general
public and to media.
