The aim of this High-Level Capacity Building Seminar is have an international exchange of information on inclusive entrepreneurship actions across the European Union and on how the European Union Structural Funds can be used to support actions that combine entrepreneurship promotion and social inclusion.

2. • EGF – European Globalisation Adjustment Fund - established by the European
Parliament and the Council in 2006 / operational since 2007 / renewed in 2013 for
the period 2014 to 2020 – Regulation (EC) 1309/2013
• Objective: To help workers losing their jobs due to the impact of globalisation or
the global financial and economic crisis to find new jobs as soon as possible
• Who can apply? The Member
State
• What can the application be for ? Active LM policy measures
• How much can the EGF pay? 60 % of the total cost

3. • Who pays the rest? ? The MS, the region, the local authorities, private funds
• Implementation period? 24 months from application date
• Conditions: - at least 500 redundancies over a 4-month period (including suppliers
and customers affected), or at least 500 redundancies over a 9 month period,
particularly in small and medium-sized enterprises (SMEs), in a NACE 2 division
(sectoral definition) in one region or two contiguous regions at NUTS II level
(regional definition)
• By way of derogation and for a limited period only ( 31 December 2017) young
people who are neither in employment, nor in education or training (NEETs) can be
conditionally eligible to participate in EGF funded measures

4. • 132 applications received (2007 to date)
• from 20 Member States
• concerning 36 sectors (most common : automotive, textiles,
machinery and equipment, printing industry)
• some 112 000 redundant workers targeted
• some EUR 559 million requested
• most applications from Spain (21), Netherlands (17) and Italy (13)
• EGF Contact Persons in all Member States
• evaluation for 2007-2013 to be presented at the end of this year

5. EGF in 2014 ( cut-off date 19 September )
•16 applications received
•from 9 Member States
•concerning 16 different sectors
•some 11200 workers targeted
•2493 NEETs targeted in 6 applications ( GR, IT, IE )
•some 58 MEUR requested
•measures to support entrepreneurship – in 13 of the applications
•no specific breakdown for the NEETs

6. Eligible measures:
-tailor-made training and retraining, including information and
communication technology skills and certification of acquired
experience, job-search assistance, occupational guidance,
advisory services, mentoring, outplacement assistance,
entrepreneurship promotion, aid for self-employment, business
start-ups and employee take-overs, and co-operation activities;
-special time-limited measures, such as job-search allowances,
employers' recruitment incentives, mobility allowances,
subsistence or training allowances

7. • The costs of the measures under point (b) may not exceed 35 %
of the total costs for the coordinated package of personalised
services listed in this paragraph.
• The cost of investments for self-employment, business start-ups
and employee take-overs may not exceed EUR 15 000.
• The design of the coordinated package of personalised services
should anticipate future labour market perspectives and required
skills. The coordinated package should be compatible with the
shift towards a resource-efficient and sustainable economy.
