authorities of the Employment
Service and the Prison and
Probation Service in Sweden

2. General information about the
cooperation
• National Agreement since 2008
• National management group for cooperation since 2008
• Employment officers at each prison (51) and probation office (34).
In 2013 the Public Employment Service reserved the equivalent of
100 full time employment officers for the cooperation = 120
persons
• 43 Vocational training courses at 35 of the 51 prisons as well as
preparatory courses in all the prisons (1-5 weeks)
• 25 Krami units in 21 cities
• Written guiding instructions to the staff in both authorities on how to
cooperate with the prisons and in the probation service.

3. Krami
• Krami is a cooperation, that started in the city of Malmö 1980,
between the Employment service, the Probation service and
the municipality ( social services).
• At least one employee from each organisation work together
in a joint locality in each of the cities involved.
• The main goals for Krami is to find, obtain and keep a job. To
live a life without crimes and to become self supporting.
• Krami works from a pedagogical method called the
Consequence pedagogy. The method is invented by Jens
Bay, Denmark in the middle of the 70’s.
• In Stockholm, Göteborg, Malmö and Uppsala there are
separate Krami for women.

5. Results from Krami survey
• A Krami survey was made in 2002 and an other one in
2012
• Results from the 2012 survey;
- It is 1,43 times more likely to receive employment
taking part in Krami, compared to the control group
- it is 1.32 time less probable to relapse in crime
The findings in the survey of 2002 came more or less to
the same conclusions. In 2002 they also made a socio
economic study and found out the every crown put in
gave 17 back.
