12. Management and Controls Implemented
over the Past 5 Years to Curtail Overtime
•Cooperation with the Municipal Court for scheduling officers according to their work shift.
•Assigning a Court Liaison Officer to the Municipal Court which has streamlined and expedited court proceedings.
•Utilization of a Class II Officer in the court, year-around, versus a full-time officer.
•Limited the amount of time off per Patrol Squad to two officers. Limited time off on large holiday weekend.
•Reassigning officers from Special Units to the Patrol Division when long term shortages occur.
•Reassigning officers from Special Units from their normal work shifts to help during special events.
•Expanded the use and duration of Seasonal Officers in the shoulder seasons.
•No longer require officers to be held over for reports.
•Each Patrol Squad designates two early-in officers 1 hour prior to their work shift. Allows early-in officers to handle calls for service
at the end of a shift.
•After hours, all re-call for duty requests for the on-call Duty Detective are now screened and prioritized by the Detective Sergeant to
determine if a recall is necessary. Also, reduced the Detective Bureau by two Detectives.
•Increased the hourly rate of Part-time Dispatchers to make last minute fill-in shifts more attractive.
•Constantly evaluating our large scale events (NIV, July 4th, Block Parties, Easter Egg Hunt, 1st Night, etc.) and adjusting our
manpower accordingly.
•Re-evaluated the minimum staffing and became flexible with the use of Special Unit officers before re-calling an off-duty officer. Also
look at it on a case by case scenario.
