Synopsis
The workshop will focus on Singapore as a demonstrator for advanced modeling-based
approaches to urban planning and design interventions. Two integrated modeling frameworks
will be presented:
 The Integrated Resource Model, prepared by the Imperial College of London (ICL) and
the Institute for Integrated Economic Research (IIER) jointly for the Ecological
Sequestration Trust in collaboration with the, aiming to generate a generic set of close
loop development concepts, to provide modeling tools for an integrated resource flow
and to design demonstration projects, which will enable a greener and more resilient
future.
 The Urban Prototyping Model, developed by the School of Design & Environment (SDE)
in collaboration with the School of Computing (SOC) of the National University of
Singapore (NUS), with the aim to establish a collaborative platform for urban planning
and design optimisation by the application of advanced virtual prototyping and
simulation technologies, and for smart urban management by the application of
advanced informatics and analytics technologies.
The workshop will discuss the synergies between these two approaches and will explore the
possibilities to establish Singapore as an international hub for modeling-based ecologically
responsible innovations in urban livability.

International Speakers
Lui Pao Chuen is Chief Scientific Advisor at the Ministry of Foreign Affairs and Advisor with the National
Research Foundation as well as Consultant to the Ministry of Defence (MINDEF).
Prof Lui is an Adjunct Professor of the Faculty of Engineering in NUS since 1990 and recently the College
of Engineering in NTU since 2007. His is the Chief Scientific Advisor of the Ministry of Foreign Affairs
since 2004 and the Advisor of National Research Foundation since it started in 2006. He was elected to
the Academic Council of INCOSE (International Council on Systems Engineering in 2007. He was recently
also appointed Senior Advisor on Systems and Technology to the President in NTU and a Special Advisor
to the Office of the President in NUS in 2007. He was appointed as Adviser to the President, Stevens
Institute and Innovation and Technology Advisor, JTC Corporation in 2008.
Professor Lui was recipient of a number of awards in the public service sector. He received the SAF Good
Service Medal in 1975, The Public Administration Silver Medal (Silver) in 1979, The Public Administration
Gold Medal in 1992 and the Long Service Award in 1997 for his 30 years service in Singapore. Professor
Lui was appointed The Commander of the Royal Order of the Polar Star in Sweden in 1994. He was also
appointed Senior Fellow in 2000 and was awarded the Distinguished Alumni Award in 2002 by the US
Naval Postgraduate School. He was also inducted into the Naval Postgraduate School Hall of Fame. Prof
Lui received a Teaching Excellence Award by Faculty of Engineering in NUS. He also received the
Distinguished Science Alumni Award and Outstanding Service Award in 2005 and 2007 respectively from
NUS. In 2008 he was elected to be an Honorary Fellow of the Institution by the Institution of Engineers,
Singapore.
Professor Lui Pao Chuen was appointed to the newly created post of Chief Defence Scientist, Ministry of
Defence (MINDEF) in 1986. He retired in 2008 after serving 41 years in MINDEF and 22 years of service
in the appointment as Chief Defence Scientist. In 2002 he was awarded the National Science and
Technology Medal. The citation read "For his outstanding leadership in the buildup of science and
technology capability for the nation and its exploitation for major systems of national impact”.

Heng Chye Kiang is the Dean, School of Design (SDE) and Environment at the National University of
Singapore. In 2009 he set up at SDE the Centre for Sustainable Asian Cities of which he is currently the
advisor. He studied architecture at the Ecole Spéciale d’Architecture, and urban design at the Ecole
Nationale des Travaux Publics de I’Etat. He did his PhD at the University of California at Berkeley.
Professor Heng has been a visiting scholar at the Tsinghua University and the Kyoto University. He was
also Visiting Professor at Hanyang University (Korea) and Keo University (Japan) and the Huaying Visiting
Professor at the Southeast University in Nanjing. He has served as a jury member in a number of
international design competitions and on several editorial boards of international journals. He is a Board
member of Singapore’s Jurong Town Corporation and Centre for Livable Cities. Prof Heng’s research
covers areas of sustainable cities, urban design, heritage and history of Chinese cities. He publishes
widely in these areas and was awarded the NUS Outstanding Researcher Award in 1997. His most recent
book is On Asian Streets and Public Space published by the NUS Press. His book Cities of Aristocrats and
Bureaucrats is being used as the textbook in leading universities in the US and UK. In 2006, China’s
Architecture and Building Press published his digital reconstruction of Chang’an during the Tang period,
both in the form of a book and interactive software package. The software is currently a permanent
exhibit at the Xi’an City Museum.
Peter Head is a champion for developing global practice that demonstrates that the way we invest
public and private money in the built environment could be made very much more effective if the public
and private sector adopted sustainable development principles. He is a civil and structural engineer who
has become a recognised world leader in major bridges (he received an OBE for successfully delivering
the Second Severn Crossing as Government Agent), advanced composite technology and now in
sustainable development in cities and regions. He has won many awards for his work including the
Award of Merit of IABSE, the Royal Academy of Engineering’s Silver Medal and the Prince Philip Award
for Polymers in the Service of Mankind. In April 2011 he left Arup to set up The Ecological Sequestration
Trust, a Charity which is bringing together the world’s top scientists, engineers , economists, financiers
and other specialists to quickly plan, design and implement regional scale demonstration projects ,in the
world’s fastest growing economies, using low carbon urban-rural development models which are
energy, water and food secure. The Charity will make its model tools available in open source and will
work to educate and disseminate findings. In 2012, Peter was named as one of the top 15
environmental leaders by Building Design ahead of Eco-Build 2012.

Rembrandt Koppelaar has been a Research Associate at the Swiss Institute for Integrated Economic
Research (IIER) since 2010, where he works on modeling of resource availability and economic systems.
Previously, he was President of the Association for the Study of Peak Oil & Gas Netherlands, a non-profit
dedicated to raise awareness about the increasing cost of crude oil and energy. In this position from
2006 until 2010 he gave numerous presentations on fossil fuel availability, and wrote a well received
book “De Permanente Oliecrisis” discussing the end of cheap oil and its consequences - Dutch language,
Nieuw Amsterdam publishers, 2008. He has been a contributor to The Oil Drum - www.theoildrum.com -
one of the largest energy blogs on the internet from 2006 to present, and as of 2011 a board member of
the related Institute for the study of Energy and our Future (ISEOF). Rembrandt holds an MSc in
environmental and resource economics, and BSc in economics, from Wageningen University in the
Netherlands. There he studied the economics of recycling and availability of phosphorus, next to
relations between the physical conditions of minerals deposits and the energy costs of their extraction.
Richard Hoo graduated with a Bachelor of Science (Building) from National University of Singapore. He
also holds a Master in Public Administration degree from Harvard University. Richard Hoo started his
career with the Urban Redevelopment Authority (URA) in 1993 and was involved in implementation of
development plans for various commercial, residential and industrial projects through the Singapore
Government Land Sale Programme. He was seconded to the Ministry of National Development (MND),
as Assistant Director, Strategic Planning Division in 1999 where he was involved in land use policy
development and review and subsequently appointed as Deputy Director (Strategic Planning) in 2002.
Upon his return to URA, Richard took on various appointments in the Land Administration Division (from
2003) and Physical Planning Division (from 2006) where he was involved in URA’s land sale operations
and regulation of housing developers as well as in the review of the Singapore Master Plan and Concept
Plan. Within the Physical Planning Division, Richard leads his team in handling matters related to
optimising land use and enhancing Singapore’s living environment. He is currently Group Director
(Strategic Planning) of the Physical Planning Group and oversees URA’s strategic land use planning,
research and policy work.

Jürgen Rosemann is, since 2010, visiting professor at the School of Design and Environment, National
University of Singapore and emeritus professor at Delft University of Technology. Besides, he is
chairman of the International Forum on Urbanism (IFoU). From 1982 he held a professorship at the
faculty of Architecture, DUT. In this framework he was dean of the faculty, director of the RIW research
institute, head of the department of Housing and Urban Renewal, founding member of the Netherlands
Graduate School for Housing and Urban Research (NETHUR), member of the board of governors of OTB-
Research Institute for Housing, Urban and Mobility Studies, member of the educational board of the
European Postgraduate Master in Urbanism (EMU) and chair Urban Renewal and Management.
Between 2000 and 2010 he also was chairman of the board of governors, later board of supervisors, of
the Berlage Institute in Rotterdam. His publications have appeared in the fields of globalization, urban
transformation, renewal and management, housing and sustainable urban development.
Wong Nyuk Hien is Professor and Programme Director of B.Sc (Project and Facilities Management) in
the Department of Building, National University of Singapore. He is also the Research Thrust Leader for
Planning and Design, NUS-JTC Industrial Infrastructure Innovation Centre and the Research Project
Leader, Centre for Sustainable Asian Cities (CSAC), School of Design and Environment. He has been the
Principal Investigator for a number of research projects funded by the various Singapore government
agencies to study the Urban Heat Island effect in Singapore and to explore the various mitigation
measures such as the effective utilization of urban greenery and cool roof materials. He has conducted a
number of studies to produce the urban climatic maps for the various developments in Singapore. He
has also been researching on thermal comfort specifically for naturally ventilated environment in the
tropics and has developed various thermal comfort prediction models for indoor and semi outdoor
environment. Prof. Wong was one of the Principal Investigators for the Zero Energy Building Project
commissioned by Building and Construction Authority of Singapore and has been engaged as member of
the advisory boards to the various government agencies in Singapore. Prof. Wong has written 6 books
and published more than 200 international referred journal and conference papers in these related
fields.

Huang Yi Chun is Assistant Professor Huang Yi Chun at the Department of Architecture at the School of
Design and Environment (SDE) of the National University of Singapore (NUS). Huang Yi Chun teaches
architecture design, environmental systems, and design simulation. He is engaged in performance
simulation and design support tools research, and recently developed an automatic carbon calculator by
automating lighting and energy simulations. Current research efforts include the development of an
integrated simulation tool for unified urban information modeling. He is a research thrust leader
(Systems Integration and Optimization) in the NUS-JTC Industrial Infrastructure Innovation Center, and is
leading the NUS entry in the 2013 China Solar Decathlon competition. He is also a green building and
lighting consultant.
Patrick Janssen is currently Assistant Professor at the Department of Architecture at the National
University of Singapore (NUS). His research and teaching focuses on performance driven iterative digital
design approaches. Dr. Janssen completed his Diploma at the Architectural Association (AA), Masters in
Cognitive Science and Intelligent Computing at the University of Westminster, and PhD in Evolutionary
Design at Hong Kong Polytechnic University. During his years at the AA and later while working in
practice, he explored the potential of advanced digital techniques in architectural design. He further
developed this direction of research while completing a Masters and a PhD, both focusing on the
application of evolutionary optimization techniques for design exploration.
Rudi Stouffs is Visiting Associate Professor at the Department of Architecture, from Delft University of
Technology in the Netherlands. He teaches design studio and design computation. His research
concentrates on design representations and information management, with a focus on shape
computation and interoperability. At the Delft University of Technology, he led the Computation and
Performance Research Group and coordinates the Joint International MSc program in "Computational
Design and Fabrication Technologies in Architecture" in collaboration with Middle East Technical
University.

Project Urban Prototyping - Workshop VI Integrated Urban and Resource Modeling for Sustainable Liveability May 2012 Page 1 PROJECT URBAN PROTOTYPING International Workshop IV Urban Prototyping organised by the School of Design & Environment, National University of Singapore in collaboration with the Ecological Sequestration Trust: International Workshop Integrated Resource and Urban Modeling for Sustainable Liveability Date: Wednesday 2 May 2012 Venue: National University Singapore (NUS), School of Design and Environment (SDE), Seminar Room at the Centre for Sustainable Asian Cities (CSAC) - SDE 1 / 4th floor Time: 09:30-18:00 Synopsis The workshop will focus on Singapore as a demonstrator for advanced modeling-based approaches to urban planning and design interventions. Two integrated modeling frameworks will be presented:  The Integrated Resource Model, prepared by the Imperial College of London (ICL) and the Institute for Integrated Economic Research (IIER) jointly for the Ecological Sequestration Trust in collaboration with the, aiming to generate a generic set of close loop development concepts, to provide modeling tools for an integrated resource flow and to design demonstration projects, which will enable a greener and more resilient future.  The Urban Prototyping Model, developed by the School of Design & Environment (SDE) in collaboration with the School of Computing (SOC) of the National University of Singapore (NUS), with the aim to establish a collaborative platform for urban planning and design optimisation by the application of advanced virtual prototyping and simulation technologies, and for smart urban management by the application of advanced informatics and analytics technologies. The workshop will discuss the synergies between these two approaches and will explore the possibilities to establish Singapore as an international hub for modeling-based ecologically responsible innovations in urban livability.

Project Urban Prototyping - Workshop VI Integrated Urban and Resource Modeling for Sustainable Liveability May 2012 Page 3 PROJECT URBAN PROTOTYPING International Workshop IV Integrated Resource and Urban Modeling for Sustainable Liveability International Speakers Lui Pao Chuen is Chief Scientific Advisor at the Ministry of Foreign Affairs and Advisor with the National Research Foundation as well as Consultant to the Ministry of Defence (MINDEF). Prof Lui is an Adjunct Professor of the Faculty of Engineering in NUS since 1990 and recently the College of Engineering in NTU since 2007. His is the Chief Scientific Advisor of the Ministry of Foreign Affairs since 2004 and the Advisor of National Research Foundation since it started in 2006. He was elected to the Academic Council of INCOSE (International Council on Systems Engineering in 2007. He was recently also appointed Senior Advisor on Systems and Technology to the President in NTU and a Special Advisor to the Office of the President in NUS in 2007. He was appointed as Adviser to the President, Stevens Institute and Innovation and Technology Advisor, JTC Corporation in 2008. Professor Lui was recipient of a number of awards in the public service sector. He received the SAF Good Service Medal in 1975, The Public Administration Silver Medal (Silver) in 1979, The Public Administration Gold Medal in 1992 and the Long Service Award in 1997 for his 30 years service in Singapore. Professor Lui was appointed The Commander of the Royal Order of the Polar Star in Sweden in 1994. He was also appointed Senior Fellow in 2000 and was awarded the Distinguished Alumni Award in 2002 by the US Naval Postgraduate School. He was also inducted into the Naval Postgraduate School Hall of Fame. Prof Lui received a Teaching Excellence Award by Faculty of Engineering in NUS. He also received the Distinguished Science Alumni Award and Outstanding Service Award in 2005 and 2007 respectively from NUS. In 2008 he was elected to be an Honorary Fellow of the Institution by the Institution of Engineers, Singapore. Professor Lui Pao Chuen was appointed to the newly created post of Chief Defence Scientist, Ministry of Defence (MINDEF) in 1986. He retired in 2008 after serving 41 years in MINDEF and 22 years of service in the appointment as Chief Defence Scientist. In 2002 he was awarded the National Science and Technology Medal. The citation read "For his outstanding leadership in the buildup of science and technology capability for the nation and its exploitation for major systems of national impact”.

Project Urban Prototyping - Workshop VI Integrated Urban and Resource Modeling for Sustainable Liveability May 2012 Page 4 Heng Chye Kiang is the Dean, School of Design (SDE) and Environment at the National University of Singapore. In 2009 he set up at SDE the Centre for Sustainable Asian Cities of which he is currently the advisor. He studied architecture at the Ecole Spéciale d’Architecture, and urban design at the Ecole Nationale des Travaux Publics de I’Etat. He did his PhD at the University of California at Berkeley. Professor Heng has been a visiting scholar at the Tsinghua University and the Kyoto University. He was also Visiting Professor at Hanyang University (Korea) and Keo University (Japan) and the Huaying Visiting Professor at the Southeast University in Nanjing. He has served as a jury member in a number of international design competitions and on several editorial boards of international journals. He is a Board member of Singapore’s Jurong Town Corporation and Centre for Livable Cities. Prof Heng’s research covers areas of sustainable cities, urban design, heritage and history of Chinese cities. He publishes widely in these areas and was awarded the NUS Outstanding Researcher Award in 1997. His most recent book is On Asian Streets and Public Space published by the NUS Press. His book Cities of Aristocrats and Bureaucrats is being used as the textbook in leading universities in the US and UK. In 2006, China’s Architecture and Building Press published his digital reconstruction of Chang’an during the Tang period, both in the form of a book and interactive software package. The software is currently a permanent exhibit at the Xi’an City Museum. Peter Head is a champion for developing global practice that demonstrates that the way we invest public and private money in the built environment could be made very much more effective if the public and private sector adopted sustainable development principles. He is a civil and structural engineer who has become a recognised world leader in major bridges (he received an OBE for successfully delivering the Second Severn Crossing as Government Agent), advanced composite technology and now in sustainable development in cities and regions. He has won many awards for his work including the Award of Merit of IABSE, the Royal Academy of Engineering’s Silver Medal and the Prince Philip Award for Polymers in the Service of Mankind. In April 2011 he left Arup to set up The Ecological Sequestration Trust, a Charity which is bringing together the world’s top scientists, engineers , economists, financiers and other specialists to quickly plan, design and implement regional scale demonstration projects ,in the world’s fastest growing economies, using low carbon urban-rural development models which are energy, water and food secure. The Charity will make its model tools available in open source and will work to educate and disseminate findings. In 2012, Peter was named as one of the top 15 environmental leaders by Building Design ahead of Eco-Build 2012.

Project Urban Prototyping - Workshop VI Integrated Urban and Resource Modeling for Sustainable Liveability May 2012 Page 5 Rembrandt Koppelaar has been a Research Associate at the Swiss Institute for Integrated Economic Research (IIER) since 2010, where he works on modeling of resource availability and economic systems. Previously, he was President of the Association for the Study of Peak Oil & Gas Netherlands, a non-profit dedicated to raise awareness about the increasing cost of crude oil and energy. In this position from 2006 until 2010 he gave numerous presentations on fossil fuel availability, and wrote a well received book “De Permanente Oliecrisis” discussing the end of cheap oil and its consequences - Dutch language, Nieuw Amsterdam publishers, 2008. He has been a contributor to The Oil Drum - www.theoildrum.com - one of the largest energy blogs on the internet from 2006 to present, and as of 2011 a board member of the related Institute for the study of Energy and our Future (ISEOF). Rembrandt holds an MSc in environmental and resource economics, and BSc in economics, from Wageningen University in the Netherlands. There he studied the economics of recycling and availability of phosphorus, next to relations between the physical conditions of minerals deposits and the energy costs of their extraction. Richard Hoo graduated with a Bachelor of Science (Building) from National University of Singapore. He also holds a Master in Public Administration degree from Harvard University. Richard Hoo started his career with the Urban Redevelopment Authority (URA) in 1993 and was involved in implementation of development plans for various commercial, residential and industrial projects through the Singapore Government Land Sale Programme. He was seconded to the Ministry of National Development (MND), as Assistant Director, Strategic Planning Division in 1999 where he was involved in land use policy development and review and subsequently appointed as Deputy Director (Strategic Planning) in 2002. Upon his return to URA, Richard took on various appointments in the Land Administration Division (from 2003) and Physical Planning Division (from 2006) where he was involved in URA’s land sale operations and regulation of housing developers as well as in the review of the Singapore Master Plan and Concept Plan. Within the Physical Planning Division, Richard leads his team in handling matters related to optimising land use and enhancing Singapore’s living environment. He is currently Group Director (Strategic Planning) of the Physical Planning Group and oversees URA’s strategic land use planning, research and policy work.

Project Urban Prototyping - Workshop VI Integrated Urban and Resource Modeling for Sustainable Liveability May 2012 Page 6 Jürgen Rosemann is, since 2010, visiting professor at the School of Design and Environment, National University of Singapore and emeritus professor at Delft University of Technology. Besides, he is chairman of the International Forum on Urbanism (IFoU). From 1982 he held a professorship at the faculty of Architecture, DUT. In this framework he was dean of the faculty, director of the RIW research institute, head of the department of Housing and Urban Renewal, founding member of the Netherlands Graduate School for Housing and Urban Research (NETHUR), member of the board of governors of OTB- Research Institute for Housing, Urban and Mobility Studies, member of the educational board of the European Postgraduate Master in Urbanism (EMU) and chair Urban Renewal and Management. Between 2000 and 2010 he also was chairman of the board of governors, later board of supervisors, of the Berlage Institute in Rotterdam. His publications have appeared in the fields of globalization, urban transformation, renewal and management, housing and sustainable urban development. Wong Nyuk Hien is Professor and Programme Director of B.Sc (Project and Facilities Management) in the Department of Building, National University of Singapore. He is also the Research Thrust Leader for Planning and Design, NUS-JTC Industrial Infrastructure Innovation Centre and the Research Project Leader, Centre for Sustainable Asian Cities (CSAC), School of Design and Environment. He has been the Principal Investigator for a number of research projects funded by the various Singapore government agencies to study the Urban Heat Island effect in Singapore and to explore the various mitigation measures such as the effective utilization of urban greenery and cool roof materials. He has conducted a number of studies to produce the urban climatic maps for the various developments in Singapore. He has also been researching on thermal comfort specifically for naturally ventilated environment in the tropics and has developed various thermal comfort prediction models for indoor and semi outdoor environment. Prof. Wong was one of the Principal Investigators for the Zero Energy Building Project commissioned by Building and Construction Authority of Singapore and has been engaged as member of the advisory boards to the various government agencies in Singapore. Prof. Wong has written 6 books and published more than 200 international referred journal and conference papers in these related fields.

Project Urban Prototyping - Workshop VI Integrated Urban and Resource Modeling for Sustainable Liveability May 2012 Page 7 Huang Yi Chun is Assistant Professor Huang Yi Chun at the Department of Architecture at the School of Design and Environment (SDE) of the National University of Singapore (NUS). Huang Yi Chun teaches architecture design, environmental systems, and design simulation. He is engaged in performance simulation and design support tools research, and recently developed an automatic carbon calculator by automating lighting and energy simulations. Current research efforts include the development of an integrated simulation tool for unified urban information modeling. He is a research thrust leader (Systems Integration and Optimization) in the NUS-JTC Industrial Infrastructure Innovation Center, and is leading the NUS entry in the 2013 China Solar Decathlon competition. He is also a green building and lighting consultant. Patrick Janssen is currently Assistant Professor at the Department of Architecture at the National University of Singapore (NUS). His research and teaching focuses on performance driven iterative digital design approaches. Dr. Janssen completed his Diploma at the Architectural Association (AA), Masters in Cognitive Science and Intelligent Computing at the University of Westminster, and PhD in Evolutionary Design at Hong Kong Polytechnic University. During his years at the AA and later while working in practice, he explored the potential of advanced digital techniques in architectural design. He further developed this direction of research while completing a Masters and a PhD, both focusing on the application of evolutionary optimization techniques for design exploration. Rudi Stouffs is Visiting Associate Professor at the Department of Architecture, from Delft University of Technology in the Netherlands. He teaches design studio and design computation. His research concentrates on design representations and information management, with a focus on shape computation and interoperability. At the Delft University of Technology, he led the Computation and Performance Research Group and coordinates the Joint International MSc program in "Computational Design and Fabrication Technologies in Architecture" in collaboration with Middle East Technical University.
