Establishing a culture of innovation that has permanence, is institutionalized, and directly improves mission delivery is paramount. Open Government initiatives are only part of what is required to achieve an innovative agency culture.

6. DOT’s Transparency Efforts drive towards an innovation vision… DOT’s mission can be furthered through the strategic release and visualization of high-value data. Several Open Government related initiatives are creating the infrastructure for an innovative transportation ecosystem that leverages data-driven decision making and includes our stakeholders, experts and the public. Government can create new spaces where ideas can collide, ecosystems can form, and innovation can be nurtured. It can do this in benevolent fashion, such as with prizes and competitions. It can do this with open data either actively (Community Health Data Initiative) or passively (simply releasing data on data.gov). It can use these tools internally (IdeaHub, etc.) as well as externally (Unemployment Insurance reforms) to improve data quality, drive better data-driven decision making in formulating policy, achieve program performance targets, and ultimately deliver improved outcomes.
Its important for Open Government advocates at Agencies to be in partnership with individuals that are furthering the other Innovation Agenda items. Innovation leaders must work together to move the entire Agency towards a culture of innovation. Many Agencies have taken significant steps towards creating an innovative culture with efforts that might be unknown in the Open Gov context.
Rulemaking: The DOT’s flagship initiative, the Regulation Room, has completed one public comment period on a proposed rule (texting ban) and is currently receiving comments on a second (consumer aviation protection). This initiative explores how we can encourage more effective participation in the rulemaking process. Data Release and Visualization: We have established guidelines for prioritizing and inventorying DOT’s datasets. We are on track to release a list of high-value datasets to the public by September 30, 2010, as outlined in our version 1.2 of the plan. We are also well underway with our VisualDOT initiative—having demonstrated the tool in July 2010 at an industry conference. Public Comment: For the first time, the DOT provided an on-line capability for the public to comment on and discuss the DOT Strategic Plan. In the past, comments were submitted via email. The comment period ended June 15, 2010. Ideation: DOT launched the IdeaHub program on August 3, 2010. IdeaHub is an online community that enables DOT employees to build and develop ideas in a collaborative environment. Employees are empowered to rate, improve, and discuss innovative ideas for programs, processes, and technologies. Updating Policy: DOT has issued its web policy, is in the process of issuing its first social media policy, and is begining work on a data release (a.k.a. structure information transparency) policy soon. Prizes and Competitions : DOT, Seventeen, and AAA are challenging teens to create a catchy anti-distracted driving video to promote safe driving and Seventeen's National Two-Second Turnoff Day, scheduled for September 17. The video with the most votes will be featured at the Distracted Driving Summit on September 21, as well as Seventeen.com, AAAexchange.com, and Distraction.gov. The winner will also receive a $2,000 cash prize sponsored by AAA and Discover.

FAA Design Competition for Universities: In partnership with several aviation associations and councils, the FAA sponsors a national Design Competition that engages university students in addressing issues related to airports. This competition was done as a necessary expense in furtherance of the FAA’s aviation education mission. The competition challenges individuals and teams of undergraduate and graduate students and faculty advisors to consider innovative approaches to improving the management, safety, capacity, and efficiency of the nation’s airports. 2010 is the fourth year of the competition. Cash incentives are awarded to the first, second, and third place teams in all major competition categories. Two representatives from the first-place team are also invited to accept their award and present their design at the FAA Headquarters in Washington, DC. RITA Clarus Research Challenge: In March 2010, RITA kicked off a research competition to solicit innovative ideas for using the Clarus weather information system to improve roadway safety during severe weather. Launched in 2004 by the FHWA’s Road Weather Management Program and the Intelligent Transportation Systems (ITS) Joint Program Office, Clarus provides a comprehensive picture of the weather along the nation’s roads that is available to any user, at anytime, anywhere in the U.S. The Department will sponsor up to seven innovative ideas, and intends to provide up to $80,000 per award in an open competition. This contest is designed to help improve road safety through new utilization of Clarus’ unparalleled, live weather data in furtherance of the DOT’s mission to serve the U.S. by ensuring a fast, safe, efficient, accessible and convenient transportation system.
Don’t limit yourself to thinking about data inventories, open data, and social media strategies. If your leadership doesn’t see the value in specific initiatives you’ve been trying to drive at your Agency, try to broaden the conversation to one of innovation. Identify other innovation leaders in you agency and work with them towards common goals. Identify initiatives that might be ready to transition from experiments to programs that are woven into the fabric of how you do business.
