                                     Introduction
                                        ¥ÀjZÀAiÀÄ

Member of Parliament Local Area Development Scheme (MPLADS) allows the
legislators (MPs) get a chance to don the role of executive by choosing and
allocating development works. Each MP is allocated Rs. 5 Crores per annum
currently, while till last year it was Rs. 2 Crores per annum. With such a huge
amount at the disposal of each MP, it is often assumed that it would be used
completely.

Against this backdrop, Public Affairs Centre (PAC) launched a study on MPLADS
to understand and analyse the utilisation pattern among the MPs ( Sabha &
Rajya Sabha) in Karnataka. The present study looked at variations in MPLADS
spending by various criteria, such as backward and forward regions, education
qualifications of MPs, extent of experience of MPs, among other factors.

Many MPs did not bother to utilise the MPLAD fund fully. Some members from
Rajya Sabha did not even initiate spending under MPLADS. Only two MPs from
14thLok Sabha (2004-09) utilised 100 per cent of funds under MPLADS. At a
time when MPs are not even utilising Rs. 2 Crore per annum completely, it is
interesting to note that the same has been increased to Rs. 5 Crore per annum.

Highlights of the Study
CzsÀåAiÀÄ£ÀzÀ ªÀÄÄSÁåA±ÀUÀ¼ÀÄ
     On an average LS MPs (57%) showed better utilisation than RS MPs
         (30%).
     C£ÀÄzÁ£ÀzÀ §¼ÀPÉAiÀÄ ¸ÀgÁ¸Àj ¯ÉPÀÌzÀ°è ¯ÉÆÃPÀ¸À¨sÁ JA¦UÀ¼ÀÄ (57%) gÁdå¸À¨sÁ
         JA¦UÀ½VAvÀ (30%) GvÀÛªÀĪÁVzÁÝgÉ.
     The utilisation seems to be deteriorating from 14th (57%) to 15th (47%)
         among LS MPs
     F §¼ÀPÉAiÀÄ ¥ÀæªÀiÁt 14£Éà (57%) ¯ÉÆÃPÀ¸À¨sÉVAvÀ 15£Éà (47%) ¯ÉÆÃPÀ¸À¨sÁ

     Backward region MPs (47%) from North Karnataka utilised less than
         forward region MPs (63%) from South Karnataka.
     zÀQët PÀ£ÁðlPÀzÀ ªÀÄÄAzÀĪÀjzÀ ¥ÀæzÉñÀUÀ¼À JA¦UÀ½VAvÀ (63%), GvÀÛgÀ PÀ£ÁðlPÀzÀ
         »AzÀĽzÀ ¥ÀæzÉñÀUÀ¼À JA¦UÀ¼ÀÄ (47%) §¼ÀPÉAiÀÄ°è »AzÀĽ¢zÁÝgÉ.
     High utilisation seems to be associated with the less educated MPs.
     C£ÀÄzÁ£ÀzÀ GvÀÛªÀÄ §¼ÀPÉ, ±ÉÊPÀëtÂPÀªÁV PÀrªÉÄ ªÀÄlÖzÀ°ègÀĪÀ JA¦UÀ¼À°è ºÉaÑzÉ.
     On the whole experienced MPs (58%) had fared better than first timers
         (56%) in utilisation of funds.
     MmÁÖgÉAiÀiÁV F §¼ÀPÉAiÀÄ°è ªÉÆzÀ® ¨ÁjUÉ DAiÉÄÌAiÀiÁVgÀĪÀ JA¦UÀ½UÉ(56%)

Each MP is allocated Rs. 5 Crores per annum currently, while till last year it was Rs. 2 Crores per annum. Against this backdrop, Public Affairs Centre (PAC) launched a study on MPLADS to understand and analyse the utilisation pattern among the MPs ( Sabha & Rajya Sabha) in Karnataka. The present study looked at variations in MPLADS spending by various criteria, such as backward and forward regions, education qualifications of MPs, extent of experience of MPs, among other factors. Many MPs did not bother to utilise the MPLAD fund fully. Some members from Rajya Sabha did not even initiate spending under MPLADS. Only two MPs from 14thLok Sabha (2004-09) utilised 100 per cent of funds under MPLADS. Highlights of the Study CzsÀåAiÀÄ£ÀzÀ ªÀÄÄSÁåA±ÀUÀ¼ÀÄ  On an average LS MPs (57%) showed better utilisation than RS MPs (30%).  C£ÀÄzÁ£ÀzÀ §¼ÀPÉAiÀÄ ¸ÀgÁ¸Àj ¯ÉPÀÌzÀ°è ¯ÉÆÃPÀ¸À¨sÁ JA¦UÀ¼ÀÄ (57%) gÁdå¸À¨sÁ JA¦UÀ½VAvÀ (30%) GvÀÛªÀĪÁVzÁÝgÉ.  The utilisation seems to be deteriorating from 14th (57%) to 15th (47%) among LS MPs  F §¼ÀPÉAiÀÄ ¥ÀæªÀiÁt 14£Éà (57%) ¯ÉÆÃPÀ¸À¨sÉVAvÀ 15£Éà (47%) ¯ÉÆÃPÀ¸À¨sÁ CªÀ¢üAiÀÄ ºÉÆðPÉAiÀÄ°è PÀrªÉÄAiÀiÁVzÉ.  Backward region MPs (47%) from North Karnataka utilised less than forward region MPs (63%) from South Karnataka.  zÀQët PÀ£ÁðlPÀzÀ ªÀÄÄAzÀĪÀjzÀ ¥ÀæzÉñÀUÀ¼À JA¦UÀ½VAvÀ (63%), GvÀÛgÀ PÀ£ÁðlPÀzÀ »AzÀĽzÀ ¥ÀæzÉñÀUÀ¼À JA¦UÀ¼ÀÄ (47%) §¼ÀPÉAiÀÄ°è »AzÀĽ¢zÁÝgÉ.  High utilisation seems to be associated with the less educated MPs.  C£ÀÄzÁ£ÀzÀ GvÀÛªÀÄ §¼ÀPÉ, ±ÉÊPÀëtÂPÀªÁV PÀrªÉÄ ªÀÄlÖzÀ°ègÀĪÀ JA¦UÀ¼À°è ºÉaÑzÉ.  On the whole experienced MPs (58%) had fared better than first timers (56%) in utilisation of funds.  MmÁÖgÉAiÀiÁV F §¼ÀPÉAiÀÄ°è ªÉÆzÀ® ¨ÁjUÉ DAiÉÄÌAiÀiÁVgÀĪÀ JA¦UÀ½UÉ(56%) ºÉÆð¹zÀgÉ, C£ÀĨsÀªÀ«gÀĪÀ JA¦UÀ¼ÀÄ(58%) GvÀÛªÀĪÁVzÁÝgÉ. Karnataka share is 5% (Rs. 280 crores).  EzÀgÀ°è 2004-09gÀ £ÀqÀÄªÉ ¯ÉÆÃPÀ¸À¨sÁ JA¦UÀ½UÉ ¤ÃqÀ¯ÁVzÀÝ MlÄÖ C£ÀÄzÁ£À gÀÆ. 5,450 PÉÆÃnUÀ¼ÀÄ.
