1.Introduction
1.1. The Pre-school LearningAlliance is
committedtoprovidingclear
informationaboutchargesmade to
learners. Itisalso inthe bestinterests
of theirsponsorswhere anemployer
or otherorganisationisproviding
financial supporttothem. Prompt
notificationof feesandcharges,as
well asthe arrangementsforpayment
will be made.
1.2. Learnershave the ultimate
responsibility forthe paymentof their
fees, evenwherethey have been
awarded a grant, bursaryor 24+
learningloan.
1.3. Defaults onpaymentsare treated
seriously.Theywill leadto the
appropriate sanctions beingtaken
againstthe learner.
2. Feesand loans
2.1. The Alliance feespolicyisreviewed
annually.Tuitionfeesare liableto
change overtime. The Alliance aimsto
give at leastthree monthsnotice of
changesthoughthismay notalways
be possible orpracticable.
2.2. Tuitionfeesandfee policy will be sent
to all learnersaspart of enrolment
and will be availableonthe Alliance
website ande-portfoliosystem.
2.3. Feesbecome due atthe start date of
the course unlessalternativepayment
arrangementshave beenmade.See
Instalmentpayments.
2.4. Some learnersmaybe entitledtofull
or partial fee remissionprovidedthey
meetthe eligibilitycriterialaiddown
by the SkillsFundingAgency or
EducationFundingAgency.Evidence
of eligibilitywillbe requiredtoensure
learners meetthese criteria.Learners
will be advisedof these arrangements
as part of the enrolmentprocess.
2.5. StudentFinance Englandprovide
loansto eligible learnersaged24and
overfor qualification, educationand
trainingat Level 3 and4. Learnersare
providedwithinformationabouthow
to applyas part of the enrolment
process.
2.6. The Alliance reserves the rightto
correct any clerical details or
omissions.
2.7. The Alliance accepts noresponsibility
for anylossor damage, including
withoutlimitation, director
consequential lossordamage orany
lossor damages whatsoeverarising
fromthe termsandconditions and
learnerfee policy of paymentsand
refunds.
2.8. Payment by instalment
The followingare noteligibletopay
by instalments.A learnerwho:
2.8.1.has an IndividualVoluntary
Arrangement(IVA),orisinthe
processof settingone up.
2.8.2.doesnothave a UK bank
account, or hasno otherbona
fide accessto fundheldina UK
bankaccount e.g.through
anotherfamilymember
2.8.3.has defaultedoninstalment
/paymentarrangementsina
previousyear.

2.9. The Alliance seekstoofferthe facility
of instalmentpaymentarrangements
whereverpossible,butreservesthe
rightto refuse.
2.10.A learneroremployermaypayin
instalmentsif:
2.10.1. She or he ispaying theirown
fees,orthe part of the fee not
coveredbybursary.
2.10.2. She or he wishes toapply for
a studentloanfora smaller
figure thanthe total fee
payable.Thismeansthatshe or
he couldpay the tuitionfee
partlyby a loanfrom Student
Finance Englandandpartly by
payingagreedinstalmentswhile
studying.
2.10.3. the outstandingfeesare in
excessof £100.
2.11.Learners/employersmustagree to
abide bythe termsand conditions.
2.12.Learnerswill be sent aninvoice
detailinginstalmentsdatesand
paymentmethodsonce the course
has started.Instalmentsmustbe paid
inmonthlyinstalments.The number
of instalmentswillbe agreedatthe
beginningof the paymentperiod.
2.13.Termsand conditions.Paymentby
instalmentissubjecttothe following
termsand conditions:
2.13.1. Learnerswhowithdrawfrom
theirprogramme remainliable
for full course fees.
2.13.2. Pre-school LearningAlliance
chargesan administrationfee of
£10 forinstalment
arrangements.
2.13.3. Instalmentarrangementsare
not available foroverseas
learners,sponsorsoremployers,
or learnerswithoutaUK bank
account.
2.13.4. Fee paymentsmustarrive at
the destinationaddressorbank
account bythe due date,or next
workingday.
2.13.5. Feeschargedwill normallybe
for one academicyearonly.For
the majorityof courseslasting
more than 1 year,feeswill be
chargedat the start of each
year.
2.13.6. Where Pre-school Learning
Alliance doesnotreceivea
payment,the full balance of fees
becomesdue forimmediate
payment.
2.13.7. Anylearnerexperiencing
difficultymakingapayment
mustimmediatelycontactthe
Pre-school LearningAlliance
TrainingCentre on 01732

2.13.8. Pre-school LearningAlliance
reservesthe righttowithhold
applicationforcertificationfor
learnerswithanoutstanding
balance of unpaidfees.
2.13.9. If the Pre-school Learning
Alliance doesnotreceive
instalmentpaymentfromthe
learneronmore than one
occasion,the learnermaybe
askedto leave theirprogramme
but will remainliable for
paymentof any outstanding
fees.
2.13.10. Pre-school Learning
Alliance ispreparedtotake
actionwhere necessarythrough
the CountyCourt,to recover
debtsfromlearnerswhodonot
adhere topayment
arrangementsand/orfail to

respondtocorrespondence
fromTrainingAdministration
Manager. Thiscouldresultina
CountyCourtJudgementagainst
the learner.NB:all CountyCourt
costs will be addedtothe
balance due fromthe learner.
3. Fee administration
3.1. Anylearnerwitha change of address
mustnotifythe TrainingCentre
immediately.
3.2. Learnersshouldensure thattheir
applications withthe StudentFinance
England, a bursaryor grant provideris
complete onor before enrolment.
They remainliable asnotedabove
3.3. Defaults ordelay inlearnerfeesbeing
received mayresultinappropriate
sanctions beingtakenagainstthe
learner.
3.4. Where a learnerhasoptedfor an
instalmentplanthatincorporates the
use of a loanand such fundingis
found notto be available tothemfor
whateverreasonthenthe learneris
immediately liableforthe full fee.The
learnermaychoose an alternative
methodof payment,including
instalments.
4. Withdrawal from study
4.1. Learnerswishingtowithdraw from
studybefore completion mustinform
the Alliance,unless they have been
withdrawn forreasons of disciplinary
or academicfailure.Forthe purposes
of tuitionfee liability, only the
TrainingCentre has beennotified will
the withdrawal be processed and
recorded.The lastdate of attendance
will be recordedasthe withdrawal
date. In the case of withdrawal for
disciplinary oracademicfailurethe
date will be whenthe decision was
taken.
4.2. Where a learnerwitha studentloan
withdraws fromtheirprogramme part
way through the course,forwhatever
reason,StudentFinance Englandwill
cease payingfundstothe Alliance for
that learner.If suchlearnerisalso
payingthroughinstalmentsthe
Alliance will adjustthe liability forthe
remainingtuitionprorata.
4.3. Where a learnerhasfundedheror his
learningfromthemselves,(fullyorin
part),and thenwithdraws,a refund
will be payable,calculatedprorata
accordingto the withdrawal date and
the proportionof the durationof the
course on whichhe or she has been
enrolled.
4.4. UK money launderinglaws require
that any paymentmade toand
confirmed bythe Alliance will only
everbe refunded tothe person
makingthe original paymentinsource
country of the payment.
4.5. The Alliance acceptsnoresponsibility
for anymiscommunication thatmay
arise where an applicantor
learner’scontactdetailsare
inaccurate or where suchdetailsare
out of date. It is the responsibility of
the applicant/learner,andthe
parent/guardian where an
applicant/learnerisunderthe age of
18 years, to provide andconfirm
correct contact details for
communicationpurposes.
