1. We believe that people shouldn’t have to drive anywhere if
they can avoid it, so that we would like to see new facilities,
such as local shops, community spaces, health center at the
site - people will be able to walk or cycle from home if they
want to. We also believe that the English countryside needs
new communities such as this to bring new jobs, skills and
training - as well as up to date and modern new homes and
facilities - to rural communities. We would like to keep as
many of the employment uses at the site as we can to give
the vibrancy and interest that is missing from so many
housing estates.
We work with communities and stakeholders to create
shared visions for new developments and we employ the
best and most skilled advisors and consultants that we can.

Our ambition for Badshot Garden
Village is to create a mixed use,
sustainable and rural based
community, using a design approach
called ‘contemporary vernacular’ -
so that it fits in with what’s already
here as well as providing new homes,
community facilities and workspaces
that are attractive and well designed,
very energy efficient, well built,
and both respectful of the past and
focused on the future.
We want this new community to be one which further
respects and mirrors what so many of the land owners who
are part of the consortium have done over many years -
started businesses here, built their own homes, raised
families and put down roots. In other words, we want the
heart of this community to stay as one which is
fundamentally entrepreneurial - so that people can be
offered a range of new home and business options. Outright
new home purchase, custom build, or self build, co-housing
or rent - we want to give choice and to empower. For
business, we will offer small starter units, and flexible term;
more choice and more empowerment.

Badshot Garden Village
will be home to an
entrepreneurial rural
community.
HOUSING
There will be a range of types of homes
to suit different lifestyles and income
groups including small, medium and
large family houses, bungalows and low
rise apartments. A number of plots will
be available for people who want to
build their own homes. There will also
be a percentage of affordable housing.
EMPLOYMENT
There will be new accommodation
suitable for small businesses. Existing
businesses will be encouraged to remain
in the area where these are compatible
with residential development.
VILLAGE CENTRE
At the heart of the Garden Village there
will be a cluster of mixed uses which
could include a convenience shop, a
community hub with a doctor’s surgery
and meeting space, a café and a
children’s nursery as well as existing
businesses. The cluster of listed
buildings will give the centre a distinctive
character.
SUSTAINABLE DESIGN AND
CONSTRUCTION
Buildings will be designed to minimise
the use of energy and materials from
non-renewable sources and to reduce
carbon emissions.
OPEN SPACE
Residential and employment areas will
be set within a network of open spaces.
These will include a variety of amenity
spaces for new residents including play
areas and informal natural green space.
Allotments and orchards will be
provided to encourage local food
production.
There will also be footpaths linking
green spaces within the village to
adjacent areas including a new SANG
(suitable area of natural green-space). A
SANG will be needed to mitigate the
potential impact of new residents on
wildlife and ecology within the Thames
Basin Heath (which is a designated
Special Protected Area). The size of
SANG required will depend on the
number and type of new homes
proposed.
ACCESS AND MOVEMENT
Vehicular access to the site will be from
St Georges Road. The existing lane
from Badshot Lea Road will continue to
serve Kiln House Studios, Badshot Farm
and other existing properties to the
north, however with the exception of
emergency access it will not serve the
rest of the new village. The Garden
Village will be planned around a network
of safe and convenient pedestrian and
cycle paths to encourage people to walk
and cycle to local destinations rather
than using the car.
COMMUNITY DEVELOPMENT TRUST
A Community Development Trust will
maintain most of the public open space
and manage the community facilities.
The Trust may also own and manage
some affordable housing and fund a local
bus service.

THE TEAM
THE DEVELOPMENT PROMOTER
The promoter team comprises Bob
Robinson, a developer and civil
engineer, and Pete Halsall, a developer
and environmental engineer.
Bob is the owner and MD of Rowen Properties (London)
Ltd., the development promoter and funder of the project.
He has focussed this company in Central London and the
South of England and has completed a number of strategic
planning projects and luxury apartments. He has a particular
expertise in conversion of grade II listed properties.
Bob has considerable experience in construction and
property development having been involved with and leading
large scale projects in the Middle East such as, 750 luxury
villas, a new bank HQ, a hospital and a mosque. In England,
prior to going out to work in the Middle East, he has worked
on a variety of construction projects including large scale
civil engineering and construction projects. Bob completed
a luxury housing land promotion project in Hawley,
successfully gaining planning consent in a challenging area
(winning on appeal) and selling the site to Prowting Homes
for development. For many years Bob was a Member of the
Chartered Institution of Civil Engineers.
Pete has been described by Building magazine as ‘Britain’s
most committed green builder’, and is a visionary sustainable
developer who also runs the Good Homes Alliance, a multi-
disciplinary collaborative network of sustainable housing
developers and housing specialists. As former MD and
co-founder of BioRegional Quintain he was responsible for
zero carbon developments in Brighton, Middlesbrough and
London. He also has a construction background having built
a range of projects in London and the South East including
residential, school and industrial schemes. Pete is a member
of the Lafarge Tarmac sustainability panel, a Fellow of the
Leeds Sustainability Institute, a member of the National
Energy Foundation advisory council and a consultant to the
Technology Strategy Board (now Innovate UK).
