We believe that people shouldn’t have to drive anywhere if
they can avoid it, so that we would like to see new facilities,
such as local shops, community spaces, health center at the
site - people will be able to walk or cycle from home if they
want to. We also believe that the English countryside needs
new communities such as this to bring new jobs, skills and
training - as well as up to date and modern new homes and
facilities - to rural communities. We would like to keep as
many of the employment uses at the site as we can to give
the vibrancy and interest that is missing from so many
housing estates.
We work with communities and stakeholders to create
shared visions for new developments and we employ the
best and most skilled advisors and consultants that we can.
John Thompson and Partners (JTP) are multi-award winning
UK leaders in participatory design and community planning
and SLR Consulting are a rising star with a huge number of
in-house specialists and consultants. We bring with us a very
significant network of contacts and trusted colleagues at all
levels including Good Homes Alliance members and this
includes people such as Joseph Rowntree, Peabody Trust,
Kevin McCloud’s housing company HAB, Homes and
Communities Agency (HCA), Town and Country Planning
Association (TCPA), The Land Trust, University College
London (UCL) - so the very best as partners, friends and
colleagues.

Our ambition for Badshot Garden
Village is to create a mixed use,
sustainable and rural based
community, using a design approach
called ‘contemporary vernacular’ -
so that it fits in with what’s already
here as well as providing new homes,
community facilities and workspaces
that are attractive and well designed,
very energy efficient, well built,
and both respectful of the past and
focused on the future.
We want this new community to be one which further
respects and mirrors what so many of the land owners who
are part of the consortium have done over many years -
started businesses here, built their own homes, raised
families and put down roots. In other words, we want the
heart of this community to stay as one which is
fundamentally entrepreneurial - so that people can be
offered a range of new home and business options. Outright
new home purchase, custom build, or self build, co-housing
or rent - we want to give choice and to empower. For
business, we will offer small starter units, and flexible term;
more choice and more empowerment.
BADSHOT GARDEN VILLAGE - AN ENTREPRENEURIAL RURAL COMMUNITY
COMMUNITY PLANNING
OUR APPROACH
We approach all our projects
through a process of
understanding, engaging, and
creating, which together we call
‘Collaborative Placemaking’.
This means putting people at the
heart of the creative process,
unearthing the real needs of
a community, empowering
stakeholders, creating goodwill,
inspiring community spirit and
building consensus. Far from
imposing ready-made off-the-
shelf solutions, we build a vision
together. This leads to places
that are vibrant, valued and
sustainable from the outset.
COLLABORATIVE
PLACEMAKING
PROCESS:
UNDERSTANDING
Understanding the DNA of a place is fundamental to
successful placemaking. We don’t stop until we get under
the skin of a place and identify what makes it special.
ENGAGING
Engaging stakeholders and clients encourages
understanding, creates shared ownership, and allows the
construction of a collective vision.
CREATING
Creating begins with the visioning process and ends with
physical interventions. Along the way there are many
issues to resolve and many actions to co-ordinate.
BADSHOT GARDEN VILLAGE - AN ENTREPRENEURIAL RURAL COMMUNITY
Collaborative Placemaking
puts people at the heart of the
creative process, unearths the
real needs of a community,
empowers stakeholders, creates
goodwill, inspires community
spirit and builds consensus.
Far from imposing ready-made
off the shelf solutions, we build a
vision together.
Community planning events are intensive and aim to create a
shared vision for a project in a matter of days, regardless of the
size, nature or complexity of the area in question.
Our clients have benefited in a number of ways from bringing
together all stakeholders at an early stage to plan for change.
These include:
• Maximising development potential through consultative
rather than confrontational processes.
• Avoiding long delays at planning approval stage by addressing
community concerns early in the design process.
• Resolving conflicts where parties have become deadlocked.
• Creating the framework for success in community
	 funding bids.
We propose to develop the masterplan for Badshot Garden
Village using a four stage process.

BADSHOT GARDEN VILLAGE - AN ENTREPRENEURIAL RURAL COMMUNITY
THE VISION
MASTERPLAN
MIXED USE
VILLAGE CENTRE
BADSHOT GARDEN VILLAGE - AN ENTREPRENEURIAL RURAL COMMUNITY
Badshot Garden Village
will be home to an
entrepreneurial rural
community.
HOUSING
There will be a range of types of homes
to suit different lifestyles and income
groups including small, medium and
large family houses, bungalows and low
rise apartments. A number of plots will
be available for people who want to
build their own homes. There will also
be a percentage of affordable housing.
EMPLOYMENT
There will be new accommodation
suitable for small businesses. Existing
businesses will be encouraged to remain
in the area where these are compatible
with residential development.
VILLAGE CENTRE
At the heart of the Garden Village there
will be a cluster of mixed uses which
could include a convenience shop, a
community hub with a doctor’s surgery
and meeting space, a café and a
children’s nursery as well as existing
businesses. The cluster of listed
buildings will give the centre a distinctive
character.
SUSTAINABLE DESIGN AND
CONSTRUCTION
Buildings will be designed to minimise
the use of energy and materials from
non-renewable sources and to reduce
carbon emissions.
OPEN SPACE
Residential and employment areas will
be set within a network of open spaces.
These will include a variety of amenity
spaces for new residents including play
areas and informal natural green space.
Allotments and orchards will be
provided to encourage local food
production.
There will also be footpaths linking
green spaces within the village to
adjacent areas including a new SANG
(suitable area of natural green-space). A
SANG will be needed to mitigate the
potential impact of new residents on
wildlife and ecology within the Thames
Basin Heath (which is a designated
Special Protected Area). The size of
SANG required will depend on the
number and type of new homes
proposed.
ACCESS AND MOVEMENT
Vehicular access to the site will be from
St Georges Road. The existing lane
from Badshot Lea Road will continue to
serve Kiln House Studios, Badshot Farm
and other existing properties to the
north, however with the exception of
emergency access it will not serve the
rest of the new village. The Garden
Village will be planned around a network
of safe and convenient pedestrian and
cycle paths to encourage people to walk
and cycle to local destinations rather
than using the car.
COMMUNITY DEVELOPMENT TRUST
A Community Development Trust will
maintain most of the public open space
and manage the community facilities.
The Trust may also own and manage
some affordable housing and fund a local
bus service.

THE TEAM
THE DEVELOPMENT PROMOTER
The promoter team comprises Bob
Robinson, a developer and civil
engineer, and Pete Halsall, a developer
and environmental engineer.
Bob is the owner and MD of Rowen Properties (London)
Ltd., the development promoter and funder of the project.
He has focussed this company in Central London and the
South of England and has completed a number of strategic
planning projects and luxury apartments. He has a particular
expertise in conversion of grade II listed properties.
Bob has considerable experience in construction and
property development having been involved with and leading
large scale projects in the Middle East such as, 750 luxury
villas, a new bank HQ, a hospital and a mosque. In England,
prior to going out to work in the Middle East, he has worked
on a variety of construction projects including large scale
civil engineering and construction projects. Bob completed
a luxury housing land promotion project in Hawley,
successfully gaining planning consent in a challenging area
(winning on appeal) and selling the site to Prowting Homes
for development. For many years Bob was a Member of the
Chartered Institution of Civil Engineers.
Pete has been described by Building magazine as ‘Britain’s
most committed green builder’, and is a visionary sustainable
developer who also runs the Good Homes Alliance, a multi-
disciplinary collaborative network of sustainable housing
developers and housing specialists. As former MD and
co-founder of BioRegional Quintain he was responsible for
zero carbon developments in Brighton, Middlesbrough and
London. He also has a construction background having built
a range of projects in London and the South East including
residential, school and industrial schemes. Pete is a member
of the Lafarge Tarmac sustainability panel, a Fellow of the
Leeds Sustainability Institute, a member of the National
Energy Foundation advisory council and a consultant to the
Technology Strategy Board (now Innovate UK).

ARCHITECTS
John Thompson & Partners is an
award winning placemaking practice
of urbanists and architects, with
extensive experience of delivering
successful projects for both public
and private sectors.
We are passionate about good
buildings and the spaces in between.
But we know that unless they
answer the real needs of those who
use them every day, they become
inert, unloved and engage no one.
It is only when buildings and spaces
respond to people’s needs that they
can truly be called a place.
And this is what we really care
about creating – great places.
We have a high success rate for
securing planning approvals. Recent
outline planning approvals include the
5, 750 home new Garden Suburb at
Chilmington Green, Ashford and the
325 home new village at Chaul End
near Luton.
We use participatory techniques pioneered and honed over
two decades to build collaborative visions for our projects
with the very people who will go on to use them.
We undertake placemaking projects at every scale, from
cities and towns, to neighbourhoods, streets, and the
design of individual buildings.
Our unique approach has also received high praise: John
Thompson & Partners is the only architecture practice
in the UK to have won eight Building for Life Awards,
the national benchmark for well-designed homes and
neighbourhoods.

THE TEAM - SLR
PLANNERS & TECHNICAL ADVISORS
SLR Consulting (SLR) is a
multi-disciplinary, planning and
environmental consultancy celebrating
its 20th anniversary in 2014.
With over 350 UK staff, SLR’s project
teams provide innovative solutions for
the development of sites, delivering
master plans underpinned by robust
environmental assessment and
produced by our ‘in house designers’.
SLR designs spaces to live, work
and play, providing sustainable
development options, incorporating
landscaping enhancements and
biodiversity benefits.
Our work has been recognised having
been shortlisted by our clients for
the Environmental Consultancy of
the Year at the Sustainability Leaders
Awards 2014 and by the Royal Town
Planning Institute for specific projects
in 2013 and 2014.
SLR’s ecologists and landscape designers work closely
together to develop and present designs to the regulators
and Natural England, the crossover and understanding of
both disciplines being essential to a successful SANG design
and delivery.
SLR was advising residential developers on this matter
when the policies evolved and we have worked closely with
Natural England’s experts to deliver a ‘bespoke’ SANG
where the usual prescriptive rules of design and provision
have been modified to meet a site’s individual needs.
We have found and successfully advised on solutions to
mitigate the impacts of increased recreation pressures on
the Thames Basin Heaths SPA, Cannock Chase SAC, South
Pennine Moors SPA, Dorset Heathlands SPA/SAC and the
Poole Harbour SPA/SAC.

The existing lane from Badshot Lea Road will continue to serve Kiln House Studios, Badshot Farm and other existing properties to the north, however with the exception of emergency access it will not serve the rest of the new village. The Garden Village will be planned around a network of safe and convenient pedestrian and cycle paths to encourage people to walk and cycle to local destinations rather than using the car. COMMUNITY DEVELOPMENT TRUST A Community Development Trust will maintain most of the public open space and manage the community facilities. The Trust may also own and manage some affordable housing and fund a local bus service. BADSHOT GARDEN VILLAGE - AN ENTREPRENEURIAL RURAL COMMUNITY THE TEAM - JTP ARCHITECTS John Thompson & Partners is an award winning placemaking practice of urbanists and architects, with extensive experience of delivering successful projects for both public and private sectors. We are passionate about good buildings and the spaces in between. But we know that unless they answer the real needs of those who use them every day, they become inert, unloved and engage no one. It is only when buildings and spaces respond to people’s needs that they can truly be called a place. And this is what we really care about creating – great places. We have a high success rate for securing planning approvals. Recent outline planning approvals include the 5, 750 home new Garden Suburb at Chilmington Green, Ashford and the 325 home new village at Chaul End near Luton. We use participatory techniques pioneered and honed over two decades to build collaborative visions for our projects with the very people who will go on to use them. We undertake placemaking projects at every scale, from cities and towns, to neighbourhoods, streets, and the design of individual buildings. Our unique approach has also received high praise: John Thompson & Partners is the only architecture practice in the UK to have won eight Building for Life Awards, the national benchmark for well-designed homes and neighbourhoods. BADSHOT GARDEN VILLAGE - AN ENTREPRENEURIAL RURAL COMMUNITY THE TEAM - SLR PLANNERS & TECHNICAL ADVISORS SLR Consulting (SLR) is a multi-disciplinary, planning and environmental consultancy celebrating its 20th anniversary in 2014. With over 350 UK staff, SLR’s project teams provide innovative solutions for the development of sites, delivering master plans underpinned by robust environmental assessment and produced by our ‘in house designers’. SLR designs spaces to live, work and play, providing sustainable development options, incorporating landscaping enhancements and biodiversity benefits. Our work has been recognised having been shortlisted by our clients for the Environmental Consultancy of the Year at the Sustainability Leaders Awards 2014 and by the Royal Town Planning Institute for specific projects in 2013 and 2014. SLR’s ecologists and landscape designers work closely together to develop and present designs to the regulators and Natural England, the crossover and understanding of both disciplines being essential to a successful SANG design and delivery. SLR was advising residential developers on this matter when the policies evolved and we have worked closely with Natural England’s experts to deliver a ‘bespoke’ SANG where the usual prescriptive rules of design and provision have been modified to meet a site’s individual needs. We have found and successfully advised on solutions to mitigate the impacts of increased recreation pressures on the Thames Basin Heaths SPA, Cannock Chase SAC, South Pennine Moors SPA, Dorset Heathlands SPA/SAC and the Poole Harbour SPA/SAC.
