In recent decades, young adults have encountered increasing difficulty in entering the workforce both in Israel and abroad. The issue is more severe for young adults with disabilities and/or low-level education. This report from the Myers-JDC-Brookdale Institute presents – for the first time in Israel – comprehensive, up-to-date information on the characteristics of young adults with disabilities, the extent of their integration into work and studies, their difficulties, the various systems they rely on, and their needs for assistance. The study aims to raise awareness of their needs and to provide a basis for planning policy and programs that ease their transition to adult life. Understanding adolescent vulnerabilities in LMICs through an intersectional lens: launch of a new European Journal of Development Research Special Issue Background and objectives This event will showcase a new EJDR special issue that explores adolescent experiences across diverse LMICs, including conflict-affected contexts, drawing on unique mixed-methods data from the GAGE longitudinal study. It will highlight why an intersectional approach is critical to capture adolescents’ diverse and dynamic capabilities, and what the policy and programming implications are to ensure no adolescent is left behind.

Green Templeton College, University of Oxford, 2016: Emerging market populations have never been younger and may never be larger. Over one billion young people (aged between 10 and 24) live in Brazil, China, India, Indonesia, Mexico, Russia, South Africa, Turkey and smaller emerging markets. India has over 700 million and China more than 500 million people under 30. This offers huge potential to harness their energy and creativity by engaging them in productive activities. Participants in the symposium on Young People and the Future of Emerging Markets concluded that governments’ failure to understand the mind sets of young people, master intergenerational communications and take measures to preserve the planet for future generations is extremely short sighted. The Emerging Markets Symposium brought together over 50 international experts and graduate students from 20 emerging market and high income countries. Hosted by Green Templeton College on 7-10 January, the symposium was designed to ensure its conclusions were grounded in the insights and priorities of young people.

Adolescence is a period of rapid physiological, biological and psychological change. This transitional period has long-term impacts on an individual’s future health, well-being, and productivity, meaning that investments in adolescence now can pay a "triple dividend” in the future. Social Policy Specialist, Tia Palermo, explores a life cycle approach to social protection, focusing on the crucial second decade of life. This was presented the International Labour Organisation's Social Security Academy, held in September 2018.

The world is ageing rapidly. Globally, there are already more older people than children under the age of five. By 2030 older people will outnumber those aged 10. Despite this, current data systems are not fit for purpose in today's ageing world. Data on older women and men is often not collected. When it does exist, it is not fully analysed, reported or used, leading to older people being neglected in policies and development interventions. HelpAge International held a unique side event at the Cartagena Data Festival on 20 April 2015 - the only one to focus on the emerging issue of ageing. Our panel reviewed the progress and challenges of making data on older age more visible, with a view to highlighting gaps and good practice, including making national and global data more accessible. Background: Under 5 children mortality is a significant public health issue in West Africa, where poverty is prevalent. Poverty is a complex and multifaceted issue that affects various aspects of life, including health outcomes. The impact of poverty on under 5 children mortality has been extensively studied in West Africa, and this review aims to provide a comprehensive understanding of the findings of these studies. Methods: This review is aqualitative Narrative review in which systematic review procedures were employed to search, select, and extract data from overviews that meet eligibility criteria for this study. The search yielded a total of 1,245 articles; published between 2005 and 2023 in West Africa, including Nigeria, Ghana, Mali, and Senegal. 78 articles were selected for full-text review, out of which 30 met the inclusion criteria and included in the final analysis. The studies used different study designs, including crosssectional, cohort, and case-control studies. The sample sizes ranged from 100 to 10,000 participants. Results: The findings of the studies showed that poverty has a significant impact on under 5 children mortality in West Africa. Children from poor households were more likely to die before their fifth birthday compared to children from wealthier households. Poverty also affected the health outcomes of mothers, which in turn affected the health outcomes of their children. The studies identified various factors that contribute to the impact of poverty on under 5 mortality, including malnutrition, lack of access to healthcare, poor sanitation, and inadequate housing. The studies also highlighted the role of community-level factors, such as social support and community participation, in mitigating the impact of poverty on under 5 mortality. Conclusion: Poverty affects various aspects of life, including access to healthcare, nutrition, and basic amenities, which in turn affects the health outcomes of children. Community-based interventions that address the underlying causes of poverty and improve access to healthcare and basic amenities should be strengthened, designed better and implemented in collaboration with stakeholders to ensure their effectiveness and sustainability. Further research is needed to identify effective interventions that can improve health outcomes in impoverished communities.

Living for at least five decades may come with different coping issues ranging from health to finance and having sustainable environment. Alleviating these challenges to enhance successful ageing in a nation with constantly increasing population of older adults require a level of literacy that goes beyond the ability to read, write and compute numerically. Therefore, this study investigated the functional literacy needs of older adults based on the perspective of older adults in Edo and Ondo States, Nigeria. The study employed survey research design using simple random sampling and inclusion criteria to select 200 adults who are 55 years and above as participants. A 26-item close-ended questionnaire was used to collect data for the four research questions raised for the study. The research questions were answered descriptively. Findings revealed among others that health, environmental and financial literacies are important for successful ageing. It was therefore recommended among others that adult education programme contents should be designed to enhance health, environmental and finance issues for successful ageing which will rub off on the nation.

Education is the most important vehicle for social, economic and political transformation. Unfortunately, globally numerous Physically Challenged Persons (PCPs) and particularly Children with Disabilities (CWDs) do not get adequate opportunity of education because of social neglect, and absence of support systems in the home and inadequacy of sufficient facilities particularly in schools. The situation is worst for low-income countries compare to high-income countries. In India, as for all children, education is vital for CWDs in itself but also instrumental for participating in employment and other areas of social activity. However, educational outcomes for children and adults with disabilities remain poor in both rural and urban India. The circumstance is more vulnerable for girl children with disability. The situation is started to change. The NSSO data shows some improvement in literacy level. The MHRD has introduced various programmes to provide educational opportunities to PCPs in an inclusive environment and emphasize on the requirement of appropriate vocational training skills to make them self reliant and productive members of the society. But, the coverage under the scheme has remained limited. Eventually, CWDs should have equal access to quality education, because this is key to human capital formation and their participation in social and economic life. This paper investigates the economic outcomes of education for wage earners in Pakistan and India. This is done by analysing the relationship between schooling, cognitive skills and ability on the one hand, and economic activity, occupation, sectoral choice and earnings, on the other. In the economics of education literature for South Asia, an important question remains largely unaddressed: what does the coefficient on ‘schooling’ in conventional earnings function estimates measure? While human capital theory holds that the economic return to an extra year of schooling measures productivity gains acquired through additional schooling, the credentialist view argues that it represents a return to acquired qualifications and credentials while a third, the signalling hypothesis, suggests that is captures a return to native ability. This paper seeks to adjudicate between these theories using data from unique and comparable surveys of more than 1000 households each in Pakistan and India, collected in 2007-08. The paper also examines the shape of the education-earnings relationship as a way of testing the poverty reducing potential of education in South Asia.

Adulthood is usually defined in terms of a series of markers: leaving school, starting a first job, leaving the parental home, forming a first union, marrying and having a first child, becoming a citizen. Such approaches draw on the idea that young people make one transition to what is locally agreed to be a clearly defined status—a destination at which one ‘arrives’. But globally, there is recognition that many of these markers are reversible and impermanent, so that there is no simple and clear notion of ‘youth’ in contrast to adulthood, and no notion of ‘arrival’ at a singular adulthood. Rather there are ‘fragile and reversible transitions’, negotiations and controls, and boundaries to cross before young men and women can take control of their lives as adults. Nevertheless, youth policy remains strongly influenced by the idea of linear transition, and the associated metaphor of individualised ‘pathways’ from school to work and adulthood. In this paper we draw on data on social and human outcomes of schooling, collected under the aegis of the RECOUP programme of research, to consider the evidence on how schooling affects the nature of young men and women’s chances of gaining, for example: livelihood and enterprise; self- protection, security and equality; and agency, resilience and autonomy as adults in the RECOUP partner countries, and the implications for education and youth policy.

One of the main outcomes of female schooling is supposed to be dramatic improvements in reproductive indicators, such as women’s access to health and family planning services, maternal morbidity and mortality, and indicators of infant and child health. Pakistan is a country where such beneficial outcomes are sorely needed: gross enrolment of girls in secondary schooling is only about 26%, the maternal mortality ratio is 320, and under-5 mortality rates are 90 for boys and 100 for girls. In these circumstances, it is imperative to understand better exactly how schooling contributes to the improvements in reproductive health, and what else might make a difference. In this paper we draw on quantitative and qualitative data collected by the RECOUP programme of research to address these questions.

Poverty has halved in Ghana over the period from 1991 to 2005. We use the household surveys to investigate possible mechanisms which led to this outcome. In particular how was it linked to the creation of jobs and skills? While in the 1990s the pattern of a growth in urban sector self-employment is clear this process was reversed in the period to 2005. By 2005/06 it had fallen to 18.6 per cent of the working age population, substantially lower than the level of the early 1990s. The fall in urban self-employment was matched by a rise in wage employment in small firms which doubled as a percentage of the workforce from 3.4 to 6.7 per cent. Over the whole period from 1991/92 to 2005/06 the most striking change in the labour force was the rise in employment in small firms, from 225,000 to 886,000. Quite contrary to the perception that wage jobs are not being created they have been expanding far faster than the growth of the labour force. We also find that over the period from 1998/99 to 2005/06 real incomes rose by in excess of 50 per cent and that this rise was fastest in the lowest paying occupation. There was some shift from lower to higher paying occupations but it would appear that the income rises, which underlie the fall in poverty, were uniformly high across all sectors and particularly benefited the unskilled. We compare how skills acquired in technical education and through apprenticeship training have impacted on the types of jobs and their earnings and thus on their role in reducing poverty.
