– Wider consultation process with civil societies, NGOs,

• Legal Basis for Rationalizing Water Use
– Approval of water code to allow State to intervene and
rationalize water use in times of scarcity / drought.
– Establish regulations / guidelines for water rationalization,
i.e. differentiation between essential and non-essential
water uses and triggers for restrictions in use.
– Constitute National Higher Water Council to oversee
rationalization activities.
