STARBIOS 2
Structural Transformation to Attain Responsible BioSciences
| Breaking Walls, changing structures
Coordinator: University of Rome Tor Vergata (Department of Biology –
Prof. Vittorio Colizzi)
Status of the project: 6° month of activity
General aim: Advancement of the RRI in BIOSCIENCES
By promoting 6 Action Plans (APs) oriented to attain a RRI
structural change in research institutions from Europe (Italy, United
Kingdom, Poland, Slovenia, Bulgaria, Germany) and 3 further APs in
non-European entities (USA, Brazil and South Africa)
Develop a learning process
Develop a sustainable model for RRI in Biosceinces

STARBIOS 2
Structural Transformation to Attain Responsible BioSciences
| Breaking Walls, changing structures
More in general, STARBIOS 2 is oriented to cope with one of the
main risk, for European research:
its inadequate connection with society…
…promoting its increasing alignment, in terms of both process and
outcomes, with the needs and values of European society
This entails an increasing involvement of stakeholders at any
level of the research and innovation process

STARBIOS 2
STRUCTURAL TRANSFORMATION TO ATTAIN RESPONSIBLE
BIOSCIENCES
| Breaking Walls, changing structures
Structural Change as a big issue which regards many areas of
contemporary society
Just for example:
Energy transition
Digital transition
Institutional transition
And also (our problem of today ….)
Transition towards RRI in research institutes

RRI Tools Final Conference, 21-22 November 2016, Brussels
At the core of the panel there is the question of how to turn a
policy (i.e., a set of resources, ideas and political will) into a
social action (i.e., a set of actions at the individual and collective
level, largely shared and supported by leaders, staff and
stakeholders) able to permanently change research institutions
RRI action plans (APs) or similar approaches can be understood
as the “mediator” between policy and social action producing
change
STARBIOS 2
APPROACH TO STRUCTURAL CHANGE/1
| Breaking Walls, changing structures
6. |
RRI Tools Final Conference, 21-22 November 2016, Brussels
FOUR MAIN CHARACTERISTICS OF STRUCTURAL CHANGE:
I.Irreversibility cannot be reversed
II.Comprehensiveness no mere change of the organisation rule
III.Inclusiveness involvement of all players and stakeholders
IV.Context specific cannot be the same everywhere

APPROACH TO STRUCTURAL CHANGE/2

RRI Tools Final Conference, 21-22 November 2016, Brussels
When we think to a structure to change, we mean different kind of
structure
Some examples of change taken from the APs just delivered:
OPEN SCIENCE Establishment of Plant biotechnology information centre
(Agrobioinstitute, Sofia, Bulgaria) - Structure affected: a new unit/body
GENDER Make transparent gender biases and inequalities as support to
carriers (Tor Vergata University, Rome, Italy) - Structure affected: new
procedure
RRI Negotiation and implementation of a common-shared RRI Mission
Statement at Faculty level (University of Bremen, Bremen, Germany) - Structure
affected: organisational culture

Have these changes been evaluated in the long term? What are
the results of such evaluation?
STARBIOS 2 will deal with the issue of the long term evaluation at least
by three different mechanisms:
I.Putting sustainability in the AP Projects design. Each action plan has been
conceived taking into account sustainability since the design phase
II.Sustainability Plan. At the end of the Project all the APs are requested to
draft a Sustainability Plan with the aim of making the Project results
sustainable and durable beyond the Project lifespan
III. External evaluation. One partner of the consortium, not involved in the
APs, will evaluate the results of the APs in the long term.
