Este documento lista países que han reformado sus sistemas de pensiones basados en la capitalización individual, indicando el tipo de sistema adoptado y el año de inicio. La mayoría adoptó un sistema único obligatorio (Chile, Perú, etc.), mientras que otros optaron por sistemas mixtos que combinan capitalización individual y reparto (Uruguay, Bulgaria). Las reformas se han implementado principalmente en América Latina y Europa desde inicios de los 80, expandiéndose a Asia y África en los últimos años.

(3) Sistema Mixto en Competencia / Mixed in Competition System : El régimen de capitalización individual y el de reparto compiten. Los
trabajadores (tanto los que estaban afiliados al momento de la reforma como los nuevos entrantes al mercado laboral) están obligados a elegir
uno de estos regímenes. La cotización del trabajador es destinada íntegramente al régimen elegido / The individually funded and PAYGO
systems compete. The worker s (those who were members at the time of the reform as well as new members entering the labor market) are
obligated to choose one of these syst ems. The worker's contribution is fully paid into the chosen system.
(1) Sistema Único / Single System : En la mayoría de los casos la afiliación al sistema es de carácter obligatorio para los trabajadores
dependientes. México se diferencia porque su administración es múltiple (privada, pública, cooperativas, etc.) y, durante el período de transición,
el beneficio puede ser no definido o definido, ya que los trabajadores que al momento de la reforma estaban afiliados al sistema de reparto
pueden escoger, al momento del retiro, entre la suma acumulada en su cuenta individual o la pensión calculada de acuerdo con las normas del
sistema público anterior. En estos países, los afiliados al antiguo sistema han tenido varias opciones: en Chile gozaron de un plazo para decidir
entre quedarse o cambiarse; en El Salvador sólo un grupo etario intermedio tiene la misma opción (los viejos deben quedarse mientras que los
jóvenes deben cambiarse); y en Bolivia y México todos los afiliados al sistema antiguo deben, obligatoriamente, pasarse al nuevo / In the
majority of cases, membership of the system is mandatory. Mexico is the exception because its administration is multiple (private, public,
cooperatives etc.) and during the transition period the benefit can be defined or undefined, since workers who were members of the PAYGO
system at the time of the reform can choose between the sum accumulated in their individual account at the time they retire and the pension
calculated according to the rules of the former public system. In these countries, members of the former system have had several options: in
Chile they had a time frame for deciding whether to stay or to switch over to the new system; in El Salvador only an intermediate age group has
the same options (the elderly must remain, whereas the youngsters must switch over), and in Bolivia and Mexico all members of the former
system must mandatorily switch over to the new system.
(2) Sistema Mixto Integrado / Mixed Integrated System : Coexiste el régimen de capitalización individual y el de reparto. La cotización como
porcentaje de la remuneración del trabajador se distribuye entre ambos regímenes. La afiliación a uno de los dos regímenes es obligatoria de
acuerdo a la edad y al nivel de ingresos (Uruguay), por edad (Bulgaria y Polonia) y por tipo de trabajo (Bulgaria). The individually funded and
PAYGO systems coexist. T he contri bution as a percentage of the worker's salary is split between both systems. Membership of one of the
two systems is mandatory, depending not only at the age but also at the level of income (Uruguay), on age (Bulgaria and Poland) or on the
type of work (Bulgaria).

(a) Uruguay: La Ley que estableció el sistema mixto es del 3/09/95 pero el inicio de operaciones del sistema fue el 01/04/96 / The Law that
established the Mixed System was approved on 09/03/95, but the starting of the system operations was in 04/01/96.
(c) En el Reino Unido, la Ley de Pensiones 2008 (Pensions Act 2008) legisló sobre la introducción de la Cuenta Personal (Personal Account) en
el año 2012, con el fin de incrementar la cobertura de las pensiones privadas. Según la Ley, desde el 2012, todo empleador deberá ofrecer un
esquema de pensión ocupacional de contribuciones definidas (con afiliación automática) y que cumpla con los estándares requeridos por la
normativa, para los trabajadores que: (i) aun no estén afiliados a un esquema ocupacional; (ii) tengan al menos 22 años de edad; (iii) no hayan
alcanzado la edad de pensión estatal; y (iv) tengan unos ingresos anuales superiores a GBP 7.475 (aprox. USD 11.660). Las empresas más
grandes deberán comenzar primero, desde el 1 de octubre de 2012, y las restantes lo harán desde el 2013 en adelante. Dentro de los
esquemas de pensión ocupacionales elegibles se encuentra el Fondo Nacional de Ahorro en el Empleo (National Employment Savings Trust
(NEST)), el cual ofrecerá acumular las contribuciones (financiadas de manera tripartita entre el empleador, el trabajador y el Estado) en una
cuenta individual, que será administrada por la Corporación NEST / In the UK, the Pensions Act 2008 legislated for the introduction of Personal
Accounts in 2012, in order to increase the private pension coverage. Under the Act, from 2012, every employer should provide a qualified
Defined Contribution occupational pension scheme (with automatic enrollment) meeting the standards required by the regulations, for workers
who: (i) are not already in an occupational pension scheme, (ii) are at least 22 years old (iii) have not yet reached the State Pension Age, and
(iv) have annual earnings exceeding GBP 7,475 (approx. USD 11,660). Larger companies should start first from October 1, 2012, and the rest
will make it from 2013 onwards. Within the eligible occupational pension schemes is the National Savings Employment Trust (NEST), which will
offer to accumulate contributions (funded on a tripartite basis between employer, worker and State) in an individual account to be administered
by the NEST Corporation.
(d) En Ucrania y Malawi se desconoce cuál es la fecha de implementación de la reforma / In Ukraine and Malawi the implementation date of
the reform is unknown.
(b) En República Checa la reforma fue aprobada el 13 de julio de 2011 por la Cámara de Diputados, todavía deber ser aprobada por el
Parlamento y firmada por el Presidente de la República. La fecha de implementación probable de la reforma es a contar de enero de 2013 / In
Czech Republic the reform was approved by the Chamber of Deputies on July 13, 2011, and still must be approved by the Parliament and
signed by the President of the Republic. If enacted by the Parliament and the President, the new pension’s law could be implemented as early
as January 2013.
