Corporation for Assigned Names and Numbers (ICANN) Public Meeting relevant to a variety of
businesses stakeholders affected by ICANN’s work, presented in business friendly language.

Executive Summary
ICANN55 had a record number of 2,273 attendees, making it the highest-attended ICANN
meeting in the African region. Nearly 1,000 attendees came from within the region, validating
the effectiveness of the ICANN African engagement strategy.
The ICANN meeting was preceded by the Africa Domain Name System (DNS) Forum 2016. This
event, the fourth of its kind, focused on DNS topics specifically affecting the North Africa sub-
region. One of the key recommendations from the event stressed the need to foster closer
partnerships with different industry stakeholders, including financial sector players, to help
them understand the DNS business and how their actions affect the industry.
During ICANN55, the Africa strategy session briefed the community on ICANN's work and
strategy on the continent. The community was encouraged to cooperate with the South African
Communications Forum, the organization commissioned to develop the study of the African
DNS market. The final report presenting the study's findings is expected by June 2016.
Moulay Hafid El Alamy, the Moroccan Minister of Industry, Trade, & New Technologies, and
Azdine El Mountassir Billah, Director General of the National Agency of Telecommunications
Regulation (ANRT) of Morocco, spoke at the ICANN55 Opening Session praising the Internet as a
resource for economic development and discussing their government’s policies to improve the
country’s digital infrastructure. The opening ceremony also included the announcement of the
opening of an ICANN Engagement Center in Nairobi, Kenya.
KEY TAKEAWAYS FROM THE MEETING:
 ICANN55 was the last meeting for outgoing ICANN President and CEO Fadi Chehadé.
In his final address he reflected on his tenure, praised the volunteer
multistakeholder community that works on ICANN policies and stressed the
importance of the ICANN purpose and spirit. Incoming CEO Göran Marby also
addressed the audience at the Marrakech opening ceremony.
 The Marrakech meeting was a historic milestone in the process to transition the
Internet Assigned Names Authority (IANA) functions stewardship to the global
multistakeholder community. The ICANN Board approved the IANA Stewardship
Transition proposal and the Cross Community Working Group on Enhancing ICANN
Accountability (CCWG-Accountability) Work Stream 1 Recommendations and
forwarded them, as a package, to the U.S. National Telecommunication and
Information Administration (NTIA) to review.
 The work of the Universal Acceptance Steering Group (UASG) progresses steadily
with the launch of a quick guide for developers and the announcement of an
upcoming White Paper on the importance and value of Universal acceptance.

IANA Stewardship Transition Discussions
On 10 March 2016, the ICANN Board transmitted the IANA Stewardship Transition Package to
NTIA. Since then, NTIA has been reviewing the proposals to ensure that they meet the criteria of
their 14 March 2014 announcement. This review period is expected to last 90 days, and will be
guided by recommendations from the U.S. Government Accountability Office. In addition, the
U.S. Congress has a strong interest in the proposals; it is expected that they will closely monitor
and review the proposal as a part of NTIA's evaluation. The current contract with ICANN expires
on 30 September 2016, but NTIA has the authority to extend the contract if needed.
While the community was working to finalize the IANA Stewardship Transition Package,
ICANN's implementation team has been diligently preparing for the "implementation phase" of
the IANA Stewardship Transition. Significant preplanning for implementing changes to the Root
Zone Management System, elements proposed in the ICG Proposal, as well as the Post-
Transition IANA and Customer Standing Committee, are underway. These activities will
continue to develop over the coming months and can be followed on the IANA Stewardship
Implementation page.
ICANN's legal team is coordinating with the two external law firms that have provided support
to the CCWG-Accountability and CWG-Stewardship to prepare proposed changes to the ICANN
Bylaws to implement the changes outlined in the IANA Stewardship Transition Package. The
draft Bylaws are out for public comment prior to Board approval, and once adopted, ICANN will
notify NTIA of the adoption. NTIA has stated that the Bylaws must be adopted before NTIA can
issue a report on the transition proposal.

Global Domains Division
The work of the Global Domains Division (GDD) is important to companies – including brands –
that applied for new generic top-level domains (gTLDs) and those considering applying for one
in the future. Companies interested in expanding their online presences by registering names
under new gTLDs will also benefit by following the work of the GDD closely.
GDD is the unit of ICANN that engages the Internet community to implement ICANN policies
through contracts and services, and delivers IANA functions. If you were unable to attend
ICANN55 you can find out more about the recent work of the division in this blog post, or review

New gTLD Program Reviews
The New gTLD Program is enabling the largest ever expansion of the domain name system;
hundreds of new top-level domains have entered into the Internet’s root zone since the first
delegations occurred in October 2013. Comprehensive reviews of the Program have begun and
cover topics such as rights protection, program implementation, security and stability, and
competition, consumer choice & trust. The New gTLD Program Review process depends on
public comment, and a high-level overview session at ICANN55 saw community members
engaging with panelists, asking questions, and sharing their experiences with new gTLDs.

Universal Acceptance
The Universal Acceptance Steering Group (UASG) is a community-based team working to help
coordinate and accelerate acceptance of all domain names in all applications. To achieve
Universal Acceptance and enable the next billion users to come online, Internet applications
and systems must treat all TLDs in a consistent manner, including new gTLDs and
internationalized TLDs. Members of the community joined the UASG to learn more about
Universal Acceptance and how to get involved during an all-day workshop and overview
session at ICANN55.

Tech at ICANN
There were more than 10 sessions of interest to the technical community at ICANN55, including
an all-day Tech Day workshop on the Monday of the meeting.
At ICANN53 in Buenos Aires, ICANN piloted a series of tutorials that explained the technologies
that impact many of the policy and business related discussions that take place during ICANN
meetings. The results of the pilot were very positive and ICANN's Office of the Chief Technology
Officer (CTO) decided to continue this series. Four "How it Works" sessions were scheduled at
ICANN55, which covered topics such as an overview of the World Wide Web Consortium (W3C),
How Internet Networking works, What is the Internet Registry Protocol and How Root Servers
are operated.
Security & Stability Advisory Committee (SSAC)
The SSAC is composed of 30 members appointed by the ICANN Board to advise the ICANN
community and Board on matters relating to the security and integrity of the Internet’s naming
and address allocation systems.
The SSAC held a public session in Marrakech, during which it provided an update on its
activities and publication.
Since ICANN54 the SSAC has published seven different advisories and comments, including an
advisory on the Changing Nature of IPv4 Address [SAC079] recommending the acceleration of
deployment and support of IPv6 for network operators and device manufacturers.

 DNSSEC Sessions at ICANN Meetings.

DNSSEC
Companies can help enhance security of the Internet by deploying Domain Name System
Security Extensions (DNSSEC), because these extensions are more effective when universally
implemented. Registries, registrars, registrants, hosting companies, software developers,
hardware vendors, government, businesses and agencies with an Internet presence, and
Internet technologists and coalitions all have responsibility for the success of this massive
effort.
ICANN55 included a very popular recurring session, DNSSEC for Everybody, which aims to
demystify DNSSEC and show how you can easily and quickly deploy DNSSEC in your business. A
day-long DNSSEC workshop was also organized for registries, registrars and ISPs who are
already engaged in the deployment of DNSSEC to share best practices.
ICANN, along with Root Zone Management Partners Verisign and NTIA, is preparing to “roll,” or
change, the DNSSEC key signing key (KSK). Rolling the KSK means generating a new
cryptographic public and private key pair and distributing the new public component to parties
who operate validating resolvers, including: Internet Service Providers; enterprise network
administrators and other Domain Name System (DNS) resolver operators; DNS resolver
software developers; system integrators; and hardware and software distributors that install or
ship the root's "trust anchor".

Internet Governance Landscape
The Internet Governance public session at ICANN meetings is organized in collaboration
between the ICANN Government Engagement team and the Cross-Constituency Working Group
(CCWG) on Internet Governance.
This session is very important for the ICANN community to share information about important
developments in the Internet governance ecosystem and to discuss how these developments
impact ICANN.
The session focused primarily on the 10-year Review of the World Summit on the Information
Society (WSIS+10) and the issue of Internet fragmentation.
An expert panel discussed the December 2015 high-level meeting of the United Nations General
Assembly on the overall review of the implementation of the outcomes of WSIS and planned for
participation at the WSIS Forum 2016 which was held in Geneva on 2-6 May 2016.

Private Sector Participation Corner
Commercial Stakeholder Group (CSG) Constituencies of the Generic
Names Supporting Organization (GNSO)
The CSG represents the views of business users and connectivity providers, including large and
small business entities, business organizations, Internet connectivity providers, intellectual
property owners and intellectual property organizations; its mission is to ensure ICANN policy
and ICANN contracts are consistent with the development of an Internet that is a safe place for
business-to-business and business-to-consumer transactions and communications to take
place, based on high levels of business, user and consumer confidence. The CSG met amongst
themselves and with the ICANN Board of Directors during ICANN55 to discuss issues that
involve ICANN consensus policies that relate to interoperability, technical reliability and/or
stable operation of the Internet or domain name system.
Commercial and Business Users Constituency (CBUC)
The Commercial and Business Users Constituency (also known as the CBUC, the Business
Constituency, or BC) discussed several policy issues of interest for Internet commercial users,
as well as organizational matters like the review of their charter, the new ICANN meeting
schedule and the GNSO review, as well as the IANA Stewardship transition and Enhancing
ICANN Accountability processes.

Intellectual Property Constituency (IPC)
The IPC session featured presentations from ICANN staff about contractual compliance and
new gTLD program reviews. The group spent time discussing policy issues and reviewing their
positions in the various Working Groups they participate in.

Internet Service Provider & Connectivity Providers Constituency (ISPCP)
The ISPCP meeting included discussions about the IANA Stewardship Transition and the work
of the Universal Acceptance Steering Group. The group also discussed the practical
implications of the new ICANN meeting strategy for ICANN56, which will be the first Policy
Forum focused solely on policy development work.
In order to better understand regional perspectives, the meeting also included a presentation
from the Japan Internet Services Providers, which provided insight on the drivers of Internet
traffic in Asia.

  • 3. I C A N N | ICANN55 BUSINESS DIGEST | MAY 2016 | 2 Executive Summary ICANN55 had a record number of 2,273 attendees, making it the highest-attended ICANN meeting in the African region. Nearly 1,000 attendees came from within the region, validating the effectiveness of the ICANN African engagement strategy. The ICANN meeting was preceded by the Africa Domain Name System (DNS) Forum 2016. This event, the fourth of its kind, focused on DNS topics specifically affecting the North Africa sub- region. One of the key recommendations from the event stressed the need to foster closer partnerships with different industry stakeholders, including financial sector players, to help them understand the DNS business and how their actions affect the industry. During ICANN55, the Africa strategy session briefed the community on ICANN's work and strategy on the continent. The community was encouraged to cooperate with the South African Communications Forum, the organization commissioned to develop the study of the African DNS market. The final report presenting the study's findings is expected by June 2016. Moulay Hafid El Alamy, the Moroccan Minister of Industry, Trade, & New Technologies, and Azdine El Mountassir Billah, Director General of the National Agency of Telecommunications Regulation (ANRT) of Morocco, spoke at the ICANN55 Opening Session praising the Internet as a resource for economic development and discussing their government’s policies to improve the country’s digital infrastructure. The opening ceremony also included the announcement of the opening of an ICANN Engagement Center in Nairobi, Kenya. KEY TAKEAWAYS FROM THE MEETING:  ICANN55 was the last meeting for outgoing ICANN President and CEO Fadi Chehadé. In his final address he reflected on his tenure, praised the volunteer multistakeholder community that works on ICANN policies and stressed the importance of the ICANN purpose and spirit. Incoming CEO Göran Marby also addressed the audience at the Marrakech opening ceremony.  The Marrakech meeting was a historic milestone in the process to transition the Internet Assigned Names Authority (IANA) functions stewardship to the global multistakeholder community. The ICANN Board approved the IANA Stewardship Transition proposal and the Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) Work Stream 1 Recommendations and forwarded them, as a package, to the U.S. National Telecommunication and Information Administration (NTIA) to review.  The work of the Universal Acceptance Steering Group (UASG) progresses steadily with the launch of a quick guide for developers and the announcement of an upcoming White Paper on the importance and value of Universal acceptance.  Participating in ICANN reviews is one of the best ways to stay engaged in the community, learn more about the different kinds of reviews in the sections below.
  • 4. I C A N N | ICANN55 BUSINESS DIGEST | MAY 2016 | 3 IANA Stewardship Transition Discussions On 10 March 2016, the ICANN Board transmitted the IANA Stewardship Transition Package to NTIA. Since then, NTIA has been reviewing the proposals to ensure that they meet the criteria of their 14 March 2014 announcement. This review period is expected to last 90 days, and will be guided by recommendations from the U.S. Government Accountability Office. In addition, the U.S. Congress has a strong interest in the proposals; it is expected that they will closely monitor and review the proposal as a part of NTIA's evaluation. The current contract with ICANN expires on 30 September 2016, but NTIA has the authority to extend the contract if needed. While the community was working to finalize the IANA Stewardship Transition Package, ICANN's implementation team has been diligently preparing for the "implementation phase" of the IANA Stewardship Transition. Significant preplanning for implementing changes to the Root Zone Management System, elements proposed in the ICG Proposal, as well as the Post- Transition IANA and Customer Standing Committee, are underway. These activities will continue to develop over the coming months and can be followed on the IANA Stewardship Implementation page. ICANN's legal team is coordinating with the two external law firms that have provided support to the CCWG-Accountability and CWG-Stewardship to prepare proposed changes to the ICANN Bylaws to implement the changes outlined in the IANA Stewardship Transition Package. The draft Bylaws are out for public comment prior to Board approval, and once adopted, ICANN will notify NTIA of the adoption. NTIA has stated that the Bylaws must be adopted before NTIA can issue a report on the transition proposal. I C A N N | ICANN55 BUSINESS DIGEST | MAY 2016 | 4 Global Domains Division The work of the Global Domains Division (GDD) is important to companies – including brands – that applied for new generic top-level domains (gTLDs) and those considering applying for one in the future. Companies interested in expanding their online presences by registering names under new gTLDs will also benefit by following the work of the GDD closely. GDD is the unit of ICANN that engages the Internet community to implement ICANN policies through contracts and services, and delivers IANA functions. New gTLD Program Reviews The New gTLD Program is enabling the largest ever expansion of the domain name system; hundreds of new top-level domains have entered into the Internet’s root zone since the first delegations occurred in October 2013. Comprehensive reviews of the Program have begun and cover topics such as rights protection, program implementation, security and stability, and competition, consumer choice & trust. The New gTLD Program Review process depends on public comment, and a high-level overview session at ICANN55 saw community members engaging with panelists, asking questions, and sharing their experiences with new gTLDs. To achieve Universal Acceptance and enable the next billion users to come online, Internet applications and systems must treat all TLDs in a consistent manner, including new gTLDs and internationalized TLDs. Members of the community joined the UASG to learn more about Universal Acceptance and how to get involved during an all-day workshop and overview session at ICANN55. I C A N N | ICANN55 BUSINESS DIGEST | MAY 2016 | 5 Tech at ICANN There were more than 10 sessions of interest to the technical community at ICANN55, including an all-day Tech Day workshop on the Monday of the meeting. At ICANN53 in Buenos Aires, ICANN piloted a series of tutorials that explained the technologies that impact many of the policy and business related discussions that take place during ICANN meetings. The results of the pilot were very positive and ICANN's Office of the Chief Technology Officer (CTO) decided to continue this series. Four "How it Works" sessions were scheduled at ICANN55, which covered topics such as an overview of the World Wide Web Consortium (W3C), How Internet Networking works, What is the Internet Registry Protocol and How Root Servers are operated. Security & Stability Advisory Committee (SSAC) The SSAC is composed of 30 members appointed by the ICANN Board to advise the ICANN community and Board on matters relating to the security and integrity of the Internet’s naming and address allocation systems. The SSAC held a public session in Marrakech, during which it provided an update on its activities and publication. Since ICANN54 the SSAC has published seven different advisories and comments, including an advisory on the Changing Nature of IPv4 Address [SAC079] recommending the acceleration of deployment and support of IPv6 for network operators and device manufacturers. I C A N N | ICANN55 BUSINESS DIGEST | MAY 2016 | 6 DNSSEC Companies can help enhance security of the Internet by deploying Domain Name System Security Extensions (DNSSEC), because these extensions are more effective when universally implemented. Registries, registrars, registrants, hosting companies, software developers, hardware vendors, government, businesses and agencies with an Internet presence, and Internet technologists and coalitions all have responsibility for the success of this massive effort. ICANN55 included a very popular recurring session, DNSSEC for Everybody, which aims to demystify DNSSEC and show how you can easily and quickly deploy DNSSEC in your business. A day-long DNSSEC workshop was also organized for registries, registrars and ISPs who are already engaged in the deployment of DNSSEC to share best practices. ICANN, along with Root Zone Management Partners Verisign and NTIA, is preparing to “roll,” or change, the DNSSEC key signing key (KSK). Rolling the KSK means generating a new cryptographic public and private key pair and distributing the new public component to parties who operate validating resolvers, including: Internet Service Providers; enterprise network administrators and other Domain Name System (DNS) resolver operators; DNS resolver software developers; system integrators; and hardware and software distributors that install or ship the root's "trust anchor". I C A N N | ICANN55 BUSINESS DIGEST | MAY 2016 | 7 Internet Governance Landscape The Internet Governance public session at ICANN meetings is organized in collaboration between the ICANN Government Engagement team and the Cross-Constituency Working Group (CCWG) on Internet Governance. This session is very important for the ICANN community to share information about important developments in the Internet governance ecosystem and to discuss how these developments impact ICANN. The session focused primarily on the 10-year Review of the World Summit on the Information Society (WSIS+10) and the issue of Internet fragmentation. I C A N N | ICANN55 BUSINESS DIGEST | MAY 2016 | 8 Private Sector Participation Corner Commercial Stakeholder Group (CSG) Constituencies of the Generic Names Supporting Organization (GNSO) The CSG represents the views of business users and connectivity providers, including large and small business entities, business organizations, Internet connectivity providers, intellectual property owners and intellectual property organizations; its mission is to ensure ICANN policy and ICANN contracts are consistent with the development of an Internet that is a safe place for business-to-business and business-to-consumer transactions and communications to take place, based on high levels of business, user and consumer confidence. The CSG met amongst themselves and with the ICANN Board of Directors during ICANN55 to discuss issues that involve ICANN consensus policies that relate to interoperability, technical reliability and/or stable operation of the Internet or domain name system. Commercial and Business Users Constituency (CBUC) The Commercial and Business Users Constituency (also known as the CBUC, the Business Constituency, or BC) discussed several policy issues of interest for Internet commercial users, as well as organizational matters like the review of their charter, the new ICANN meeting schedule and the GNSO review, as well as the IANA Stewardship transition and Enhancing ICANN Accountability processes. The group spent time discussing policy issues and reviewing their positions in the various Working Groups they participate in. The group also discussed the practical implications of the new ICANN meeting strategy for ICANN56, which will be the first Policy Forum focused solely on policy development work. In order to better understand regional perspectives, the meeting also included a presentation from the Japan Internet Services Providers, which provided insight on the drivers of Internet traffic in Asia.
