2. The joint stock company “R&D Center for Power Engineering” was created on July 17 , 2006 by the merging of the institutes – “VNIIE”, JSC; “ROSEP”, JSC; “SRC VVA”, JSC and “SibNIIE”, JSC . The creation of “R&D Center” aimed to increase the effectiveness and to improve the management of the scientifically-designed complex of the electric-power profile of the above-mentioned institutions. Since October 18, 2007 the company is a 100% subsidiary company of the joint stock company “FGC UES” . Since June, 2009 the “R&D Center” possesses 99 ,99% shares of the “Dalenergosetproject” JSC .

After the creation of “RAO UES of Russia”, JSC worked in this structure, firstly in the position of Head of the Department, later – in the position of Vice-President on economics and finances. After the creation of Federal Grid Company (FGC UES) in 2003 he changed the employer and started to work in the FGC UES in the position of Deputy Chairman. Before starting the work in the “R&D Center” in February 2010 he had worked in “FGC UES”, JSC and “SO UES”, JSC. Yuri Shakaryan Deputy Director General – Research Supervisor Graduated from Yerevan Polytechnic Institute. Doctor of Technical Sciences, Professor, member of the Russian Academy of Electrotechnical Sciences, member of the American Institute of Electrical and Electronics Engineers. In 1961 he began his work in the VNIIE, since 1987 – in the position of Deputy Director General of the VNIIE. Since 2006 he has been working as Research Supervisor of the “R&D Center” and as the Chairman of STC (Scientific and Technical Council) of the “R&D Center for Power Engineering”, JSC. Yuri Morzhin Director of Information-Control Systems and System Modeling Graduated from Moscow Power Engineering Institute. Doctor of Technical Sciences. Since 1973 he had worked in the VNIIE. Since 1968 – in the position of Deputy Research Director of the VNIIE. From June to May 2006 – in the position of Chief Executive Officer of the VNIIE. Since 2006 he has been working in the management of the “R&D Center for Power Engineering”, JSC.

Since October 1972 he had worked in the “All-Russian Research Institute for Cable Industry”. Since 2010 he has been working in the “R&D Center for Power Engineering”, JSC. Valery Vorotnitskij Chief of the Energy Efficiency Center Graduated from Belarusian Polytechnic Institute (Minsk). Doctor of Technical Sciences, Professor, corresponding member of the Russian Academy of Electrotechnical Sciences . Since 1967 he had worked in the VNIIE. Since May 2006 he has been working in the “R&D Center for Power Engineering”, JSC. Valery Kochkin Chief of the Center of electrical network reliability and modes of operation Graduated from Moscow Power Engineering Institute. Doctor of Technical Sciences, full member of the Russian Academy of Electrotechnical Science. Since 1987 had worked in the VNIIE. Since 2006 he has been working in the “R&D Center for Power Engineering”, JSC.

In the “R&D Center” researches are conducted on a regular basis, along side with the measures to ensure the reliability, stability and endurance of power systems, regional integrations and UPS of Russia. The company implements projects of complex research on development, modernization and extension of main and distributive grids of the UPS of Russia. The ideology of the power system management in the new conditions is developing and implementing. The company executes works on inspection and diagnosis of electric machines, on balancing of losses in the networks, on creation and adjustment of climatic maps and complex of studies on research and development of the electric drives controlled by the rotational speed for the TPP auxiliaries. 13. Since 1993 the “R&D Center” has been accredited by the Government standard for the competency and independence, and since 1999 it is been accredited as a Certification Laboratory. It is possible to carry out the switching tests, endurance tests by the short circuit of the equipment of all voltage classes and logging measured values over the entire range within the limits of the error, acceptable by the government standards. During the work in the area of certification more than 540 certificates by the mandatory certification and 422 – by the voluntary certification have been issued for more than 50 types of equipment.

The “R&D Center” carries out the complex design of transmission lines 04-220 kV;of transformer substations 220 kV and below with open, enclosed and unitized switchgears; of consumer transformer substations 10 / 0 , 4 kV; of transmission lines 10 and 0,4 kV with self-supporting, covered and protected wires and with overhead cables; the design of main current networks and substations with voltage under 500kV inclusive; and carries out geotechnical and topological explorations. .

The Scientific and Technical Council (STC) operates in the “R&D Center”, the main goal of which is to estimate the significance of the research studies and projects completed, to elaborate recommendations on research results application and to favour the sector of technical policy realization. The company has obtained a license for five years for the graduate work in two field oriented specialties and has recreated the doctoral dissertation council . 05 . 14 . 02 — “Power plants and electric power systems” 05 . 09 . 01 — “Electromechanics and electrical machines” Within the frameworks of the research and development area the Company files patents, licenses and know-how, which add to company's intangible assets more than 250 million rubles annually. The “R&D Center” collaborates actively with the institutes of Russian Academy of Sciences and co-operates with the International Council on Large Electric Systems (CIGRE).

The design of supports` constructions and of their foundations, the construction of trial designs, the tests and the review of steel multi-poles single circuit and double circuit, intermediate, anchor and end supports for the 220 kV OL for the Extreme North, for regions with heavy climate. The design of the automatic control system of the 220-750 kV OL insulation state on the basis of the registration of the noise from corona discharges. A unique high-voltage unit is situated in the Novosibirsk branch of the “R&D Center”. It allows possible to make studies and engineer works to develop new constructions of transmission lines of all voltage classes right up to 1200 kV. The Center also allows to make researches aiming to determine the residual resources of the OL steel-aluminium conductors and ropes with the service life over 30 years.

In the “ R &D Center” with the support of RAO “UES of Russia”, JSC, “FGC UES”, JSC and the Ministry of Education and Science the world’s first Test Field for the elements of networks under load, which use high-temperature superconductor technologies (HTS) was created . Engineering capabilities of the Test Field make it possible to carry out : - Tests of HTS devices with heat inflow under 3 , 5 kW in conditions of combined synchronous influence of the rated voltage and of the current (under load). - Tests of superconducting cables, Fault Current Limiters (FCL) , HTS transformers and other HTS devices with the power under 120 MVA. In the first half of 2009 the tests of the HTS 30 meters long cable and of the superconducting FCL were carried out. In the second half of 2009 the tests of the HTS 200 meters long cable were carried out.

AS-turbogenerators, engineered with the participation of “R&D Center for Power Engineering” JSC’s specialists, are used in the followings units of the Russian Energy Complex: ASTG -110 mgW T 3 FA was put into operation in 2003 at the TPP -22 of “Mosenergo”, JSC. ASTG -160 mgW T 3 FA -110-2 U 3 , included in the unit №3 of the CCP -450 T TPP -27 of “Mosenergo”, JSC, started in 2007. CHPP -21 of “Mosenergo”, JSC - ASTG 160 mgW, included in the unit of the CCP № 11 – was put into operation in 2008.
22. T he System of collective display of information was put into commercial operation in “Bashkirenergo”, JSC with the participation of “R&D Center” . The developing of the operational information collective display and analysis system lasted 7 month. The system has been made with the design tools of the complex CASCAD - NT and allows to extend the functional capabilities of the complex by means of operational staff and advanced users. The complex of the programs of operational information display and analysis on the personal (monitors) and on the collective (videowalls) means was implemented in « Bashkirenergo » , JSC. The complex is supplemented with the current conditions tracking programs, the programs of its stability control in respect to the criterion N-1 and operations staff informational support programs. Within the framework of the project two videowalls were constructed together with « Polimedia » , JSC: a smaller one - 3х2 cubes for the trainer room and a bigger one - 8х4 cubes for the control room. The following data is displayed on the big screen: the EPS structure chart with the possibility of opening of 62 substations or the total diagram of connections for executing the topological analysis of the network. The videowall control system in the RDU of “Bashkirenergo” allows to display on-line the current values of the telemetries and telesignals, stored in the OIK SK. The information is regularly updated on the control panel, which makes it possible to minimize temporary delays in its displaying and to reduce calculating costs.
23. In accordance with the target programme of “FGS UES”, the “R&D Center” carries out the design of new types of supports on the basis of 35-500 kV multi-sided rakes. The following support types have been developed in “R&D Center for Power Engineering”, JSC : - Steel multi-sided single circuit and double circuit intermediate supports for 220 kV OL : PM 220-1 , PM 220-2 , PM 220-3 , PM 220-5 - Single circuit anchor-angular steel multi-poles supports for 220 kV OL: UM 220-1 , KM 220-1 , AM 220-1 , UM 220-3 - Single circuit and double circuit anchor-angular steel multi-poles supports for 330 kV OL ( is done by “NorthWest R&D Center”, JSC ) : MU 330-1 , MU 330-2 , MU 330-3 , MU 330-4 , MU 330-5 , MU 330-6 - Multi-sided supports for 220 kV OL for heavy loading areas: AM 220 - 4 , KM 220 - 4 , PM 220 - 7 , PM 220 - 8 The realization of the design documentation on the above-listed support types is carried out on the basis of the license contract.
