1. Rui Hassenkam Serzedelo has in 2004 and 2005 worked with an evaluation
for a large cultural exchange programme between the Nordic countries and
the countries in Western Balkan. The programme was initiated by the Nordic
Council of Ministers – the Ministers for culture in Denmark, Finland, Iceland,
Norway and Sweden. The programme was carried out in 2003- 2005 and
consisted of some 35 projects which were carried out in both regions.
The main goal of the evaluation was not to collect material on audience
attendance, media coverage and budget. In this programme which involved
young professionals from 10 countries the Nordic Council of Ministers was
more interested in looking at how the processes from planning to
implementation had worked, because the programme was not a donor –
recipient project, but a project aimed at building networks for future
collaboration.
Rui Hassenkam Serzedelo focused on three programmes, the ones for
literature, music and visual arts. He had an ongoing dialogue with the project
managers, had interviews and gathered material from the participants during
the process and at the end compared the expectations raised in the
beginning with the outputs and expected outcomes. During the process Rui
Hassenkam Serzedelo attended several workshops and presentations both in
the Nordic countries and in the Western Balkan countries.
The Nordic Council of Ministers is very pleased with the evaluation because it
gives a lot of information and recommendations about how processes and
multilateral cultural projects can be developed in the future.
