Transforming Bunker Custody Transfer
in the new era of Mass Flow Metering
The Maritime and Port Authority of Singapore (MPA) was established on 2 February 1996 with
the mission to develop Singapore as a premier global hub port and international maritime centre
(IMC), and to advance and safeguard Singapore’s strategic maritime interests. MPA is the driving
force behind Singapore’s port and maritime development, taking on the roles of Port Authority,
Port Regulator, Port Planner, IMC Champion, and National Maritime Representative. MPA partners
the industry and other agencies to enhance safety, security and environmental protection in our port waters,
facilitate port operations and growth, expand the cluster of maritime ancillary services, and promote maritime
R&D and manpower development.
IBC Asia is part of the Informa Group, the largest publicly-owned organiser of conferences,
exhibitions, and training courses in the world, with an output of over 12,000 events annually.
Informa publishes over 2,500 subscription-based information services including academic
journals, real-time news and structured databases of commercial intelligence. Informa’s book
business has more than 55,000 academic and business titles in print.

As the marine fuel industry continues to evolve to meet regulatory requirements, new challenges are emerging,
resulting in the need for new strategies to be developed, be it for compliance, operational efficiency or managing
operational costs. Given the multitude developments in the industry, staying ahead of the game is crucial for all
stakeholders in the industry. With bunker fuel prices continuing to remain high, shipowners are looking closely
for ways to improve fuel efficiency. The impending global cap on sulphur limits that is targeted to be imposed
in 2020 will have a direct impact on shipowners and everyone involved in the bunker supply chain. As a result,
alternative fuel options such as LNG bunkers and scrubber technology are being further explored and developed.
In this regard, the 18th Singapore International Bunkering Conference and Exhibition (SIBCON) provides a
platform for all in the bunkering industry to deliberate on these evolving issues, and above all, it gives a
direction on the future of the bunkering industry. SIBCON 2014 promises to bring you exclusive speakers,
interactive dialogues and vast networking opportunities, which are unique to the largest bunkering event at the
world’s top bunkering port.
As part of the SIBCON activities, the use of the Mass Flow Meter for bunker custody transfer will be discussed in
depth as part of the pre-conference symposium on 14 October 2014. For the first time, SIBCON participants will
also have the opportunity to visit Singapore’s first LNG terminal. This will be in addition to the opportunity to
observe Singapore’s strategy on preventing and managing oil spills, during the Joint Oil Spill Exercise.
I invite you to come with your teams and be part of the most influential event in the global bunkering calendar.
The success of SIBCON has been well documented and I am confident that with your continued support
and participation, SIBCON 2014 will be another successful run. So register early and feel free to visit www.
sibconsingapore.com for regular updates on the programme, speakers and many more.
See you at SIBCON 2014!
Yours sincerely,
Dr Parry Oei
Chairman, SIBCON 2014 Steering Committee

Given the multitude developments in the industry, staying ahead of the game is crucial for all stakeholders in the industry. With bunker fuel prices continuing to remain high, shipowners are looking closely for ways to improve fuel efficiency. The impending global cap on sulphur limits that is targeted to be imposed in 2020 will have a direct impact on shipowners and everyone involved in the bunker supply chain. As a result, alternative fuel options such as LNG bunkers and scrubber technology are being further explored and developed. In this regard, the 18th Singapore International Bunkering Conference and Exhibition (SIBCON) provides a platform for all in the bunkering industry to deliberate on these evolving issues, and above all, it gives a direction on the future of the bunkering industry. SIBCON 2014 promises to bring you exclusive speakers, interactive dialogues and vast networking opportunities, which are unique to the largest bunkering event at the world’s top bunkering port. As part of the SIBCON activities, the use of the Mass Flow Meter for bunker custody transfer will be discussed in depth as part of the pre-conference symposium on 14 October 2014. For the first time, SIBCON participants will also have the opportunity to visit Singapore’s first LNG terminal. This will be in addition to the opportunity to observe Singapore’s strategy on preventing and managing oil spills, during the Joint Oil Spill Exercise. I invite you to come with your teams and be part of the most influential event in the global bunkering calendar. The success of SIBCON has been well documented and I am confident that with your continued support and participation, SIBCON 2014 will be another successful run. So register early and feel free to visit www. sibconsingapore.com for regular updates on the programme, speakers and many more. See you at SIBCON 2014! Yours sincerely, Dr Parry Oei Chairman, SIBCON 2014 Steering Committee Director (Port Services) and Chief Hydrographer Maritime and Port Authority of Singapore DON’T MISS OUT! Learn about new market developments, and exchange insights with fellow industry practitioners in Singapore, home of the world’s top bunkering port.
