The document discusses leadership skills and provides examples from a police situation during Hurricane Gaston in 2004. It describes how the hurricane dropped 10-14 inches of rain in central Virginia, causing major flooding and over $130 million in damages. During the storm, the police responded to over 900 emergency calls and performed numerous rescues, but unfortunately 9 deaths occurred from the flooding. The document then highlights the leadership of police sergeant David A. Stone, who swam through floodwaters to rescue a woman trapped in a car, earning him the Virginia Medal of Valor.
2. What is Leadership? “ If you can keep your wits about you while all others are losing theirs. . . . The world will be yours and everything in it, what's more, you'll be a man, my son.” Rudyard Kipling (1907, from the poem “If”)
3. Why was I asked here tonight? “ Could you give examples of Leadership skills that turned a chaotic police situation into a successful outcome. Goal is to highlight basic leadership skills that can be taught, learned, and used by a scout. “
16. Communication “ Communication is a skill that you can learn. It's like riding a bicycle or typing. If you're willing to work at it, you can rapidly improve the quality of every part of your life.” Brian Tracy
17. Collaboration Lord Robert Baden-Powell, Was an English war hero and ex-Lt General. When he decided to retire from the Army he started scouting on the advice of King Edward VII . In order to promote teamwork, he placed the boys into patrols, with the small teams led by older, more experience boys. Every meeting the troop or patrols would have some type of activity that the scouts had to work together to accomplish. This tradition continues today.

Leadership is many things….planning, motivating, focus, etc., however in police work we use the litmus test from a quote by a famous English Rudyard Kipling.

Quick commercial about the Chesterfield County Police Dept
When I was your age, I watched a show call Adam-12 , where two police officers were always shown going lights and siren from emergency calls such as robberies, assaults, accidents, etc. This is a big part of being a police officer, but its much more. Patrol or Uniformed officers (first responders).
Police officers have many specialty fields, such as K9 officers, SWAT, mangers, motorcycle officers, aviation officers, bike officers, detectives, emergency mangers mentors to youth and school resource officers, but usually officers on the street..patrol or uniform officers.
Usually they’re the ones who are first on scene when there’s trouble.
Many different merit badges directly or indirectly teach a scout how to communicate, such as public speaking, communication (eagle required), American business, citizenship badges, journalism, salesmanship and scholarship. These and 110 other merit badges give your scouts a wide range of experience and skill. Communication is only one of those skills.
Virginia medal of Valor - David A. Stone of the Chesterfield County Police Department. Stone swam through swirling floodwaters and rescued a woman trapped in a car during Tropical Storm Gaston on Aug. 30, 2004. Stone swam with a life jacket to a nearly submerged car. He smashed a window with a baton, then freed the woman. As he fitted her with his life jacket, the car was swept away by floodwaters. Stone swam toward a tree line, towing the woman. Master Officer Richard A. Holmes and Officer James Anderson, who had positioned themselves at a treetop closest to the two, cast a line to Stone and helped get him and the woman to safety. Holmes and Anderson were awarded the Meritorious Service Medal
