WinS Policy and Strategy
• Child Gender and Differently abled friendly
framework under School Sector Reform Plan
(SSRP) (2009-2015) has aimed at a more focused
intervention in the schools.
• Major policy development in supporting WASH
sector - National Sanitation and Hygiene Master
Plan (SHMP) which was adopted in 2011. The
SHMP has a strong foundation for promoting
children’s rights in a multi-sectorial Sanitation
Social Movement and increasing the likelihood of
achieving the national target of Universal
Sanitation (WASH) access by 2017.
• MDG Acceleration Framework on Sanitation
(MAF) by the National Planning Commission has
declared that ‘there shall be no schools without a
toilet’ by 2017.

• National EMIS (Educational Management Information
System) in the Department of Education has developed
hardware WASH school indicators that were introduced to
collect data from all 75 districts

Progress

implement the Three Star Approach,

and hardware/software aspects are already prepared and

other training for engineers, sub engineers, school teachers, SMC,
PTA and Child Clubs,

Group Hand Washing in Schools:
Results
• 300 child clubs were established in 12 districts to support hand washing with soap in
schools, MHM was mainstreamed during the trainings. As a result, 90,000 children
benefited from permanent hand washing stations and tippy taps to practice hand
washing with soap (2011-2013).
• 510 schools (153,000 children) were identified. Activities are ongoing by child clubs
focused on intensive daily group hand washing with soap in schools. MHM and
hygiene promotion mainstreamed during the trainings (2014-2016) covering 16
districts of Nepal.
• WASH in Schools and Mid Day Meal Programme are being implemented in 50
schools as a model in Bajhang district. The program proposal is based on the Three
Star Approach that integrates group hand washing with soap before eating, teeth
brushing, and bi-annual deworming. 480 schools are currently in the process of
assessment using the Three Star Approach.

focusing on schools

Evidence Generation:
WinS Bottleneck analysis (Case Study)
• 79% of school children reported to have toilets in their homes
• Only 17% of toilets observed met National CGD friendly standards
• The average ratio for school toilets was one urinal for 120 school children
across both genders
• 23% of surveyed schools do not have water in the school catchment area
and therefore cannot practice hand washing after using the toilet
• 39% schools did not have soap available near the hand washing stations
• Only 57%, of the schools surveyed had a separate budget for the operation
and maintenance of their WASH infrastructure
• Only 19% of children observed used soap while washing their hands
• The percentage of girls using soap for hand washing is 8% higher than
boys
• Only 28% of the schools surveyed had any sort of incinerator available for
menstruating girls
