Purpose: With digital tools, public spending should become more transparent, evidence-oriented,
optimised, streamlined and integrated with market conditions. This puts e-procurement
at the heart of other changes introduced to public procurement in new (2014) EU
directives.
The workshop is intended to give SPA staff and other participants a good overview as well
as knowledge and understanding of the role and importance of e-procurement in the
context of central purchasing bodies and of the corresponding requirements in the EU
directives, in particular with respect to the use of e-catalogues and e-shopping in public
procurement.
Format: A SIGMA expert from the Federal Procurement Agency of Austria (BBG) will present key
elements of current practice in the field and of the directives and their application. The
systems and approaches used in Austria will be presented so as to illustrate how the
various provisions of the directives can be implemented in practice within a centralised
purchasing body. Each session will have time set aside for questions and answers and for
discussions with the participants.
BBG has e-procurement fully integrated into its strategy and business structure and
represents a leading practice in Europe. BBG offers a full range of e-procurement
solutions – from sourcing up to invoice processing – and will further enhance those
including deeper integration into customer’s processes and systems. Its approaches,
systems and experience will be presented to the participants as a basis for further
discussion and development of e-procurement in Georgia.
