The New “Umbrella” MEAT Criterion
Abnormally Low Tenders
Division into Lots
Purpose:
To present and discuss tender evaluation methodologies in light of the new EU Directives on public
procurement. In particular, the focus will be placed on the new “umbrella” award criterion most
economically advantageous tender (MEAT) - lowest price, lowest cost and cost/quality ratio provisions
and how those should be interpreted, transposed and applied in practice. Other important aspects of the
tender evaluation process, such as determining abnormally low tenders and how to award lots under the
new rules, will be discussed.
The objective is to get a better understanding of the rationale behind the new MEAT criterion and other
new elements introduced with the new Directives as well as to explore ways of increasing the use of
cost/quality factors in public tenders among contracting entities in Croatia.
Format of the Workshop:
The focus will be on dialogue and discussions in an informal manner and short presentations by the
SIGMA experts.
