1. Recognizing
Domestic Violence Awareness Month
Whereas, 1 in every 4 women will experience domestic violence during her lifetime, we
recognize that it is important to provide services, support and advocacy for the
victims of domestic violence; and
Whereas, each year in the month of October, we take time to recognize that domestic violence
has a devastating impact on people of every race and of all ages with approximately
15.5 million children exposed to domestic violence every year; and
Whereas, the problem of domestic violence is not confined to any group or groups of people,
but crosses all economic, racial, gender, educational, religious, and societal barriers,
and is sustained by societal indifference; and
Whereas, the crime of domestic violence violates an individual’s privacy, dignity, security, and
humanity due to the systematic use of physical, emotional, sexual, psychological, and
economic control and or abuse; and
Whereas, services such as the Albany County Crime Victim and Sexual Violence Center,
which began in 1974, provides crisis counseling to rape victims over a 24
hour hotline, and continues to provide advocacy and support for victims who
need help to find the compassion, comfort, and healing they need so that they
can escape the cycle of abuse; and
Whereas, during the month of October, we pledge to recommit the resources of Albany County
to help break the cycle of violence and foster healthy relationships, by encouraging
domestic violence victims and their families to seek assistance from appropriate
services and organizations; and therefore I do hereby,
Proclaim, that we honor the month of October as
Domestic Violence Awareness Month
and call on all residents to join me in recognizing October as Domestic Violence
Awareness Month.

2. Honoring
The HoffmanFamily
For 62 years of family entertainment
Whereas, Hoffman’s Playland in Latham has been providing families of Albany County and the
Greater Capital Region since their opening in 1952; and
Whereas, the Hoffman family started Hoffman’s Playland with 2 rides and live ponies and over the
years has expanded tremendously, now holding 19 rides, a multitude of food vendors and
arcade games; and
Whereas, there has never been an admission charge at the playland for entertainment that has
brought smiles to children’s faces and created lasting memories for families for
generations; and
Whereas, visiting Hoffman’s Playland has become a tradition for families and been a venue that has
hosted 500 birthday parties a year; and
Whereas, David Hoffman took over operation of the playland from his father in 1974 and then met
his future wife, Ruth, cleaning tables at the snack bar on the property; and
Whereas, a special thank you needs to be extended to Ruth and David Hoffman who dedicated their
lives to what has become an institution in Albany County and who have worked with local
leaders and the community to find a way to keep the rides and the spirit of Hoffman’s
Playland alive; therefore I do hereby

3. Honoring
Judy Felsten
In honor of her retirement
Whereas, Albany County government deems it necessary to highlight the accomplishments
and bestow honor on county citizens who are committed to excellence and
consistently strive to improve our community; and
Whereas, Judy Felsten is one of those people, as she has devoted 20 years of service as
Director of the RCS Community Library; and
Whereas, under Judy’s leadership, she has seen through the chartering of the library where
she was able to help RCS library become a school district library in order to
receive higher state funding for books, resources and programs the library
provides; and
Whereas, she propelled the startup of Romp and Read, Fun Fair and Acoustic Doorways;
and
Whereas, since Judy has helped to make the RCS library a more important resource for the
community; now therefore I do hereby

Trustco Bank
On its 112 years of banking
Whereas, Trustco Bank is being recognized for providing 112 years of successful service to
customers since the establishment of the bank on June 9, 1902; and
Whereas, Trustco Bank began with only 11 employees and has since expanded to 134 branches since
then yet it still provides the feeling of “Your Hometown Bank;” and
Whereas, banking and legal trading magazines such as Bank Magazine and American Bar
Association Journal have named Trustco bank as one of the top banks in America; and
Whereas, Trustco Bank is also involved in the community and the bettering of the environment by
sponsoring an Albany-Troy-Schenectady minor league baseball team which goes by the
name the Tri-City Valley Cats and being at the forefront with green initiatives by offering
online banking, promotions and marketing; and
Whereas, Trustco Bank is one of the United States’ leading commercial banks due to its success,
what sets this particular bank apart is its efforts to make customers feel like Trustco Bank
is their friendly neighborhood bank with more than a century of personable service and
