2. TAKK-SAMM INT’L Ltd. (TSIL) is a Liberian owned Independent Petroleum, General
Cargo, and Marine Inspection Company, operating in Liberia since 2009 meeting our
clients’ needs and keeping up with international best practices and standard of inspection
procedures.

Our Chief Inspector Mr. Samuel k. Swaray have the required skills, knowledge and

Liberia; International and Local Marine& General Cargoand Petroleum companies such
as Lloyd’s Agency, LPRC, REO INT’L-LLOYD’s Agency Liberia, TOAL Liberia,
Kailando Petroleum, etc.
As a result of our reputation over the years, we have,and continue to provide efficient
inspection services for and on behalf of the following local and international institutions:
UNMIL, GMT Shipping, SWAT, WFP, NECO TRANS, Liberty Airline, UMARCO
Shipping Line, Global Survey Service, Camer Shipping Lines, Blue Cross Insurance,

Also, we operate at various Sea Ports in Liberia namely; Free Port of Monrovia (APM
Terminals), Buchannan Port, Sinoe Port, and Port of Maryland.
OUR SERVICES
 Petroleum Inspection:
1. Load Port and Discharge Port Inspection:
We carry out Inspection of petroleum products at load port and discharge port. We do the
following inspections upon vessels arrival at the Liberian Petroleum Refinery Company’s
(LPRC) Jetty, and Free Port of Monrovia to safeguard our client interests;
 -Inspection of vessels’ Ullage to determine quantity on arrival using the American
Petroleum Institute (API) standardized procedure

3.  Calculation of Ullage result
 Calculation of Bunker on arrival and post discharge
 Inspections of vessels’ tanks after discharge (empty tanks inspections)
 Gauging of all storage tanks on shore before and after discharge for Out Turn
reporting purposes
 Preparation and timely submission of final out turn reports for clients use
We also supply bunker fuel for vessels, tank maintenance and tank cleaning services as well
as tanks calibration
2. Collateral Management (CMA) Service for and on behalf of Banks or Suppliers:
We provide quality and efficient CMA services to safe guard the interest of Banking
Institutions and or Suppliers that we represent by ensuring the following:
 Monitoring of releases from Banking Institutions and or Suppliers
 Monitoring of stock balances at the LPRC storage facility
 Daily, Weekly, and Monthlyupdate Reports reflecting loading and balances
 Submission of monthly report signed by LPRS and TSIL
 Warehouse Monitoring of general cargo to safe guard our clients’ interests

 Marine&General Cargo Inspection
Services;
 Condition Survey: Our surveyors are trained and experienced in carrying out condition
survey using standardized reporting formats for clarity and precision in our reports.
 Bunker Survey: We do Bunker Surveys for Delivery and Re-delivery for vessel / ship
purposes and also for Loss Control in supervision of loading/discharging of vessels.
 On-hire / Off-hire: We also specialized in on–hire/off-hire survey which include detailed
description of vessel cargo/space deck areas and the structural conditions of Vessels;

4. Vessel hatch cover inspection, cargo holds/space, cleanliness, bunkers on board, listing of
vessels statutory certificates, portable securing equipment etc.
 Draft Survey: We also specialize in draft survey to determine the weight of the materials
being loaded to, or discharged from, a transportation vessel
Additional services include; survey and or Audit of Warehouses; Loading and Stowage
Supervision; Draught Surveys; Superintending discharge of alleged damaged Cargoes;
Segregation and quantifying of alleged damaged Commodities; Assessing probable cause of
alleged damage; Photographs; Reports; Witness of Destruction; Weighing; Tallying; Sampling;
Daily Shift Reports; Hold / Container Seal Inspections; Pre-Shipment Inspections; Various
Laboratory assay by own or sub-contracted Laboratories; Lashing Surveys; Technical
Inspections; Supervision of Temperature Condition; as well as Inspection for Customs purposes
Cargoes include; Coal, Coke, Ores and Bauxites, Minerals, Grain, Sugar, Rice and Peas, Bagged
Goods, Cement, Oils, Liquid Bulk, Reefer Fruits and Vegetables, Containerized Commodities,
Machinery, Trucks / Chassis and Cars, as well as OOG Project Cargoes / Equipment.
