History

HOTEL and RESTAURANT INDUSTRY BOARD (HRIB)
 • Established June 1980 by the National Manpower and
   Youth Council (NMYC).
 • Registered with the Securities and Exchange
   Commission (SEC) on January 5, 1981 as a non stock,
   non-profit technical foundation
 • Tripartite body composed of representatives from the
   government, private and labor sectors
 • Aims to provide manpower development within the hotel
   and restaurant industry.
History
TOURISM INDUSTRY BOARD FOUNDATION,
INC. (TIBFI)

HRIB renamed to TIBFI in 1991
 To expand its coverage/membership to all sectors

of the tourism industry.
Conversion approved by the SEC on March 25,

1992.
Objectives

• To ensure an adequate supply of trained workers
  within the tourism industry at the right time and at
  the right quantity


•                     To facilitate the skills
                      training/job placement cycle
• To match the skills of labor force with the
  manpower requirement of the tourism industry
Corporate Philosophy


• Industrial training and manpower development
  should be industry-led as they are the direct
  beneficiaries of training and manpower
  development

• Government shall serve as catalyst support in
  putting force together to fast-track manpower
  development and initializing skills training in
  communities/associations through the provision
  of incentives

RESEARCH   Assesses manpower supply/demand
           situations, identifies training and
           development problems and evaluates and
           accredits trainors and existing training
           programs/centers

TRAINING   Designs/upgrades and implements training
           programs and establishes manpower
           pooling/placement services

• Organized the 1st Tourism Human Resources Congress held
  on 17-18 June 2004 which was attended by 218 participants
• Participated in the Common ASEAN Tourism Curriculum
  (CATC) Workshops

• Participated in the Tourism Jobs Fair organized by the
  Tourism Promotions Board
• Conducted “Curriculum Development Workshops”
  sponsored by TESDA and DTI

HR Congress Objectives
   To provide an over-view of the latest global trends in the
    tourism industry, and its implications in human resource
    recruitment and training;

   To provide updates on the implementation of the ASEAN
    Mutual Recognition Arrangement (MRA) for tourism
    professionals;

   To assess the current status of various educational programs
    related to tourism and hospitality, such as competency-based
    education, ladderization program and the new basic
    education program (K+12) and discuss its implications on
    Philippine tourism;

   To recognize the issues and concerns that affect
    the tourism and hospitality industry together with
    the     education    sector,      and      provide
    recommendations or possible course of action;

   To provide all stakeholders with vital information,
    both local and regional, which are deemed as
    necessary inputs for strategic resource planning in
    the tourism and hospitality industry.

History HOTEL and RESTAURANT INDUSTRY BOARD (HRIB) • Established June 1980 by the National Manpower and Youth Council (NMYC). • Registered with the Securities and Exchange Commission (SEC) on January 5, 1981 as a non stock, non-profit technical foundation • Tripartite body composed of representatives from the government, private and labor sectors • Aims to provide manpower development within the hotel and restaurant industry.
  • 3. History TOURISM INDUSTRY BOARD FOUNDATION, INC. (TIBFI) HRIB renamed to TIBFI in 1991  To expand its coverage/membership to all sectors of the tourism industry. Conversion approved by the SEC on March 25, 1992.
  • 4. Objectives • To ensure an adequate supply of trained workers within the tourism industry at the right time and at the right quantity • To facilitate the skills training/job placement cycle • To match the skills of labor force with the manpower requirement of the tourism industry
  • 5. Corporate Philosophy • Industrial training and manpower development should be industry-led as they are the direct beneficiaries of training and manpower development • Government shall serve as catalyst support in putting force together to fast-track manpower development and initializing skills training in communities/associations through the provision of incentives
  • 6. Development Operation RESEARCH Assesses manpower supply/demand situations, identifies training and development problems and evaluates and accredits trainors and existing training programs/centers TRAINING Designs/upgrades and implements training programs and establishes manpower pooling/placement services

Development Operation PUBLICATION Publishes and disseminates information on training and manpower development TRADE STANDARDS Identifies, develops, promotes and TRADE TESTS implements the use or acceptance of AND TRAINING trade standards, trade tests and STANDARDS training standards DEVELOPMENT

Milestones/Accomplishment s • Organized the 1st Tourism Human Resources Congress held on 17-18 June 2004 which was attended by 218 participants • Participated in the Common ASEAN Tourism Curriculum (CATC) Workshops • Participated in the Tourism Jobs Fair organized by the Tourism Promotions Board • Conducted “Curriculum Development Workshops” sponsored by TESDA and DTI

Milestones/Accomplishment s • Served as resource person for DOT and TESDA on Philippine Competency Standards • Participated in the APEC Skills Standard Concept and System • Developed Training Regulations (TRs)with TESDA on Housekeeping, Front Office Operations, Bartending, Waitering, Commercial Cooking, etc. • Participated in the National Workshop on ASEAN Toolbox Development of a Priority Tourism Labor Division Project on June 13, 2012 @ Diamond Hotel Philippines
  • 14. Projects/Activities  2nd Tourism Human Resource Development Congress to be held on October 2, 2012 @ Inter-Continental Hotel with a theme “Building Tourism Human Capital for Global Competitiveness” Organized by TIBFI and DOT
  • 15. HR Congress Objectives  To provide an over-view of the latest global trends in the tourism industry, and its implications in human resource recruitment and training;  To provide updates on the implementation of the ASEAN Mutual Recognition Arrangement (MRA) for tourism professionals;  To assess the current status of various educational programs related to tourism and hospitality, such as competency-based education, ladderization program and the new basic education program (K+12) and discuss its implications on Philippine tourism;

HR Congress Objectives  To recognize the issues and concerns that affect the tourism and hospitality industry together with the education sector, and provide recommendations or possible course of action;  To provide all stakeholders with vital information, both local and regional, which are deemed as necessary inputs for strategic resource planning in the tourism and hospitality industry.

Target Participants 300 expected participants from the following:  Government Agencies  Tourism Associations  Academe  Labor Sector  Human Resource Directors/Managers of various tourism sub sectors/industries  Tourism Training Institutions  Public Organizations and other entities involved in Human Resource Development for tourism and hospitality industry

  1. The HOTEL and RESTAURANT INDUSTRY BOARD (HRIB) was established in June 1980 by the National Manpower and Youth Council (NMYC) in accordance with Article 50 of the New Labor Code. The board was subsequently registered with the Securities and Exchange Commission (SEC) on January 5, 1981 as a non stock, non-profit technical foundation. It is a tripartite boy composed of representatives from the government, private and labor sectors which aims to provide manpower development within the hotel and restaurant industry.
  2. In 1991, the Board of Trustees under HRIBFI Resolution No. 001-91 agreed to rename HRIB as the TOURISM INDUSTRY BOARD FOUNDATION, INC. to be able to expand its coverage/membership to all sectors of the tourism industry. The conversion was finally approved by the SEC on March 25, 1992.
