議長はタイマーを任命し、タイマーは時間がきたら起立し拍手する。
（発言者は、発言を止めなければならない）
議論は一つのアジェンダにつき10分に限定する。
議長は公平性が担保できるならば延長できる。
議員は一つの案件(question)につき1分を超えて話してはならない。
公平性が担保されるのならば議長は延長できる。
この制限は“Point of order”と“Appeal”には適用されない。

10. 忘れてはならない基礎知識
無味乾燥な事柄も、自分の動議の運命がかかっている場合は非常に重要。
基礎知識 日本語訳 説明 戦略
Quorum 定足数 正会員の過半数 過半数を下回ると自分の提出したい動議
が審議されない。まずい！
Constitution クラブ憲章 「パーラメンタリープロシジャー」 「七面倒くさい」PPに対して文句が出た
を使う根拠となっている。 場合の反論として有効。
By-laws 細則 クラブ独自の「議事運営法」が決め 「七面倒くさい」PPに対して文句が出た
られていなければ、Robert’s Rules of 場合の反論として有効。
Orderが使われる。
Standing 定款 クラブ例会の日時、場所など。TMで
Rules はBy-Lawsに規定
Main Motion 主動議 議員から提出される正式な提案。長 審議中の案件がある際に、別の会員が主

11. 基本的な動議と採決
自分が議員Aならば、全体の流れを意識しつつ、
自分の動議と理由の説明をしっかり言えるようになればよい。

議員A I move that we consider Ms. XXXXX for membership. 文型は丸暗記。
議員B I second the motion. Secondがないと、動議は無効。
議長 It is moved and SECONDED that we consider Ms. XXXX for 審議前に、議長が動議を繰り返
membership. Any discussion? し、Secondがあった事を宣言。
議員A 発議の理由を説明 要領よく説明。
