Conference 2015
Satellites – a launchpad for growth and productivity
With a revenue of £11bn, the UK space industry has been growing consistently at a
compound rate of 8.6% since 2008. Industry and Government ambition is to grow the
size of the industry to £40bn by 2030 representing a 10% share of the global market.
This ambitious target is rooted in the multitude of innovative developments in satellite
technology coming down the line - from the use of higher (millimeter wave) frequencies
and the associated bandwidths and speeds delivered to the exciting combinations of
applications in satellite-based communications, navigation and imaging.
Our conference, being delivered in conjunction with UKSpace is aimed at exploring how
these innovations are finding applications not only in the ‘traditional’ sectors of
broadcasting, communications navigation, earth observation and defense, but across the
wider economy from transport to healthcare. As UK’s trade association for the digital
industries, we not only have active industrial communities in the satellite sector but also
across the wider digital economy. We are ideally placed to stimulate the necessary
interactions between sectors that will deliver growth and productivity both for the
satellite industry and wider technology sectors.

Speaker Biographies
Julian David, CEO, techUK
Julian has spent over 30 years in the technology industry mostly working for IBM in various
roles including Vice President for Small and Medium Business in UK, Ireland, Netherlands
and Africa and then for five years as Vice President for Public Sector in UK, Ireland and
South Africa.
After leaving IBM Julian worked as a consultant with companies large and small in the
technology industry and then focused on helping SMEs establish successful operations in
the UK primarily in the areas of local government and health.
Julian leads techUKs 60 strong team in representing more than 800 member companies,
including multi-nationals and more than 500 SMEs to ensure that the digital tech industry
is at the heart of a modern society and economy in Britain.
Julian is also the Vice President of the National Trade Associations at Digital Europe the
association for digital technology companies in Europe and represents techUK at WITSA
the World IT and Services Association. He is a trustee of the Tech Partnership which works
to promote careers and skill development in the ICT Industry.
Steve Smart, Chair UKspace and SVP, CGI
Steve leads the UK Space, Defence and National & Cyber Security Business Unit. It
focuses on individual clients, such as, Ministry of Defence and Intelligence Agencies and
two market areas which are Space and Cyber Security. In Space, our key clients are
European Space Agency and European Commission as well as commercial satellite
operators such as Inmarsat. In Cyber Security, our clients are across the UK public and
private sectors.
Steve is an experienced business and programme director with a career spent in the
aerospace, defence and information technology sectors. Having joined Logica, now
part of CGI, 18 years ago Steve has worked in Space and Defence and focused on sales,
commercial and business management roles helping the unit grow significantly over the
years. He led the winning team on many major deals (often as part of a consortium), for
example, a $200m deal for a military satellite communications system. He has been
responsible for the sales and delivery of a number of advanced technology and
operational systems. Prior to this, Steve spent 17 years in GEC Marconi.
He is a fellow of the Royal Society of Arts and Institute of Electrical Engineers.
Raj Sivalingam, Executive Director, Telecoms and UK Spectrum Policy Forum
Raj joined techUK (UK trade association for the technology industries) in September 2010.
In his role, he provides industry co-ordination on a wide range of matters in digital
communications, from online child safety to regulatory and policy issues in fixed, wireless
and satellite networks and spectrum. In response to a request by DCMS, he established
the UK Spectrum Policy Forum which is intended to be a cross-industry ‘sounding board’
to Government and Ofcom on future approaches on spectrum allocation and
regulation. Prior to this, as a Senior Civil Servant at the Department for Business, Innovation

and Skills he was Director for UK Space Policy. Previously, at the Radiocommunications
Agency (now Ofcom), he had responsibility for policy and licensing operations for
various wireless services. He spent his early career in the communications and space
industries where his roles included that of Chief Technologist at M/A-Com Ltd. He has an
MBA (Imperial College) and a B.Eng degree in electronic engineering.
Alan Brunstrom, European Space Agency
Alan has worked in the space industry since 1984, first at Inmarsat and later advising
clients worldwide on markets for satellite systems and on investments in the space
industry.
In 2009 Alan returned to the UK from Australia to help build up the new ESA centre at
Harwell. He believes that the future of the space industry depends upon developing
down-to-earth applications. He is currently ESA Liaison Officer at ECSAT, Harwell.
Alan read geography at Emmanuel College, Cambridge and is a published author of
both fiction and non-fiction.
Steve Sheppard, CEO, Adroit Economics
Steve has a PhD from the University of Cambridge and 35+ years’ experience in the fields
of economic policy and development, working in academia, industry and consultancy.
Steve set up Adroit Economics in 2005 as a niche consultancy, to focus on undertaking
complex assignments for Government departments, regional and local authorities, the
European Commission, intermediary agencies and major companies.
Steve works across a wide range of policy fields. One of the fields in which he has built
up considerable experience is broadband and wider digital technology economic
policy – as an illustration…
He is currently part of a team helping develop the digital theme in the
Chancellor’s productivity plan, feeding into the Autumn Statement (2015) and the
2016 Budget
He is a member of a European Commission policy working group – BRESAT –
(coordinated by Avanti) charged with helping develop Commission policy for
regions regarding addressing lack of broadband in remote rural areas. A key
theme in this work concerns satellite broadband. As part of his work, Steve has
developed several models and tools for BRESAT, for regions to use
Steve is chief economist to the Tech Partnership (formerly e-skills UK), the UK IT
industry’s skills and training intermediary
Adroit is a partner in a major UK Space Agency funded project demonstrating the
benefits of augmented satellite navigation services (SBAS) across Southern Africa.
The team is led by Avanti and Adroit’s role is to develop cost benefit models to
estimate the benefits of SBAS applications to aviation, agriculture, maritime, rail,
road and land surveying.
Steve is leading a consortium of experts, including from the University of
Manchester, to implement a series of regional online surveys across EU member
states designed to assess the benefits and economic impact of broadband to
firms and households. The survey process is at pilot stage and is being piloted in

London (through GLA); Manchester (through the Chamber of Commerce); the
region of Andalucía (Southern Spain, via the regional government), Cyprus (via
the Cypriot Government) and across Bulgaria (via the Deputy Prime Minister’s
office)
Andrew Fry, Manager, Government and Institutional Relations, Avanti Communications
Group plc.
Andrew is responsible for managing Avanti’s relationships with governmental and
institutional bodies on ICT, space and industrial policy. Prior to joining Avanti in 2010, he
gained over 20 years of experience working for the British Government with the UK
Department of Business, Innovation & Skills (BIS), UK Trade & Investment (UKTI) and the
British National Space Centre (BNSC) in supporting High Tech companies (primarily in the
satellite, space, aerospace and defence; power generation and water sectors) to
develop major projects and do business in International markets. Up to 2009 he served
as the BNSC Assistant Director for Satellite Telecommunications and Navigation and was
the UK’s lead delegate to the European Space Agency’s Programme Boards for Satellite
Telecommunications (JCB) and Navigation (PBNav).
Steve Gardner, CTO, Viasat
Steve has been with ViaSat since 2003 serving as the CTO of ViaSat’s Government
Systems Division, a position centered around two main roles. The first of these roles is
providing technical direction for the development of broadband satellite modems,
terminals and services for a wide range of government and airborne applications, while
the second has been in adapting ViaSat’s High Capacity Satellite architectural
concepts for markets and applications beyond the North American residential
opportunity. He has extensive experience in the design of digital communication system
architectures for SATCOM, line-of-sight, terrestrial wireless, mobile telephony, and wired
applications for both commercial and defense applications, for California
communications companies such as Linkabit, Qualcomm, PCSI and Conexant. Since
July of this year he has been working on UK and European opportunities for satellite
broadband out of ViaSat’s recently opened office in Farnborough.
Tony Azzarelli, Vice President of Regulatory Affairs, Oneweb
Tony is responsible for world-wide market access and licensing, policy changes and
spectrum activities. Prior to joining OneWeb, Tony was Head of Space and Science
Services at Ofcom (UK’s Telecom Regulator) where for five years he led the UK’s national
and international policy for space and science services. Prior to Ofcom, Tony held senior
regulatory positions with Inmarsat, ICO Global Communications, The Boeing Company
and as a consultant to the European Space Agency. Tony has also recently served as
Vice Chairman of the European Conference Preparatory Group (CPG) and Chairman
of CPG-Project Team A, both dealing with the European policy preparations for the 2015
ITU World Radio Conference.
Tony received an Italian “Doctor Laurea” (MSc) in Electronic Engineering with distinctions
(specializing in Telecommunications and Computer Science) from the Polytechnic of

Turin (Italy). He also holds a Master in Business Administration (MBA) and a graduate
certificate from the International Space University. Tony is a qualified Fellow (FIET) and
Chartered Engineer (CEng) at the UK Institute of Engineering and Technology (IET) and
a Board Member of the UK Broadcast Satellite Network of the Society of Satellite
Professionals International (SSPI).
Sara Huntingdon, Space for Smarter Government Programme Manager, UKSA
Sara graduated from Loughborough University in 1999, with a 1st class honours degree
in Engineering Physics.
She initially worked in the civil nuclear industry, undertaking a variety of technical and
project management roles in the reactor physics and materials engineering businesses
within BNFL Magnox Generation.
She joined the Ministry of Defence’s Procurement Agency in 2003. Whilst in the MOD, she
undertook a number of varied roles in procurement and later policy and business
change including: military communication satellites, nuclear propulsion, CBRN
protection and detection equipment development, international and supplier relations,
application services development, corporate change and industrial sector
transformation initiatives.
Seeking a new challenge, Sara joined the UK Space Agency as the Space for Smarter
Government Programme Manager in June 2015.
Peter Whale, Director, Product Marketing, Iotic-labs
Peter is Director of Product Marketing with Iotic Labs Ltd, a disruptive young business with
a mission to enable communities of previously unrelated things, by making it easy and
secure for things to interact and share data on the Internet with each other.
Previously 8 years with Qualcomm as Director of Product Management, responsible for
development and commercialisation of machine learning IP into products that have
benefited millions of users every day around the globe. Prior to that, a key member of
the leadership team at TTPCom, which played an early and pivotal role in the
development of digital GSM and the emergence of Internet-enabled mobile phones.
Peter developed and sold software solutions shipped in over 100 million handsets, and
managed relationships with many leading brands.
Peter is a Fellow of the IET, is a published author, and sits on the board of CW.
Rajesh Suseelan, M2M Product Management, Inmarsat
Rajesh Suseelan leads M2M & IoT product management at Inmarsat's Enterprise business
unit. He is responsible for the commercialisation of Inmarsat's M2M services, terminals,
applications and platforms. Prior to joining Inmarsat, Rajesh spent three years at
Deutsche Telekom, leading its mobile data traffic management programme and six
years with IBM on Smarter Planet products for the telecom industry. With more than 18
years’ experience in the telecommunications industry, Rajesh has acquired a wealth of
experience in M2M technologies, Mobile Service Differentiation, Telco-OTT strategies and

telecom service assurance. Rajesh holds an MBA from INSEAD Business School in France,
and a Bachelor’s degree in Telecommunications Engineering from Mangalore University
in India.
Denis Sutherland, Director, Business Development, VT iDirect
Denis Sutherland is the Director of Business Development for VT iDirect, covering the
Europe region. He is responsible for identifying new business opportunities that align with
the company’s regional business strategy. In this capacity he also assists iDirect service
provider and satellite operator customers define their High Throughput Satellite (HTS)
strategies.
Mr. Sutherland has worked in the telecommunications and network industries for nearly
20 years and has a wide breadth of experience. Prior to joining iDirect in 2005, Mr.
Sutherland was a technical sales and support manager at Inmedia (now Arqiva) where
he worked in a satellite earth station and served as the design authority for many
successful major global projects to deliver voice, video, data, DTV, Digital Signage, IP
Networking, and IP Video.
Prior to Arqiva, Sutherland led a team of systems engineers at Cisco, where he supported
Cisco’s Largest Telco Partners, including BT and Concert.
Mr. Sutherland earned an MSc in Strategic Business IT from the University of Portsmouth.
Danny Wootton, Director, Internet of Things, CGI
Danny is Director, Internet of Things for CGI, responsible for IoT across all divisions and
delivery organisations and across the UK markets.
Danny’s role focusses on five main areas:
Client and market development activities around IoT.
Ongoing development of CGI’s Intelligent Enterprise Framework which
incorporates CGI’s IoT Enablement Platform
IoT Technology Programmes, seeking out technologies that are likely to disrupt the
business world in the coming years
Develop partnerships with organisations such as early stage SMEs, corporate
partners, academia, innovation centres and VCs, with the goal of creating
innovative IoT propositions, services and business models that can create value
for our clients and accelerate the IoT market.
Previously at CGI, Danny was Innovation Director, giving him unique insight into the
technology changes and innovation driving our clients’ businesses. The move to leading
CGI’s IoT business was a natural progression as he recognised that IoT is one of the most
transformational and disruptive areas to affect all sectors for many years.
Prior to joining CGI in 2007, Danny was involved in a range of start-up businesses and
held director level positions in Solution and Product Management, Commercial
Management, Product Marketing and Finance at Lucent Technologies and AT&T.

Jacopo Ovarelli, External Consultant for European GNSS Agency
As a business consultant specialised in satellite navigation, Jacopo has assisted GSA for
the last 5 years in multiple projects aimed at favour the provision of innovative services
based on GNSS.
In the area of Location Based Services, Jacopo has contributed to the strategy definition
specifically addressing issues related to the entry to the market of EGNOS and Galileo in
Europe.
Andy Proctor, Lead Technologist Satellite Navigation, Innovate UK
Andy Proctor is the Lead Technologist for Satellite Navigation at Innovate UK, the UK’s
innovation agency. Andy represents Satellite Navigation across all sectors and is the UK
lead delegate to the European Space Agency (ESA) Programme Board for Navigation
(PBNAV), providing a governance role for ESA activities within the flagship EU Galileo and
EGNOS Navigation Systems. Andy also works on a cross-thematic basis in Innovate UK,
bringing the benefits of Space technology and data to other Innovate UK teams and
the needs of multiple sectors back to the Space team. Andy is the founder and chair of
the Cross-government working group on Position Navigation and Timing and also sits on
the UK Space/techUK Position Navigation and Timing Committee.
Andy has held engineering and business and consultancy positions within a variety of
organisations; military, governmental and commercial, both large and small, for over 20
years. His particular interest is in new product and market entry and has had success in
growing businesses during recession. He has experience in multiple sectors including
Space, Telecommunications, Defence and Automotive, plus has a large amount of
international business experience having worked in the USA, Asia and mainland Europe.
Andy is a Fellow of the Royal Institute of Navigation and the Institute of Sales and
Marketing Management and holds a Master’s degree in Strategic Sales and
Management.
Roger McKinlay, Independent Consultant
Roger read Engineering at Trinity Hall, Cambridge, and joined Racal where he worked
as a development engineer on off-shore survey systems and GPS. He spent 15 years
working on the development of aeronautical L-Band satellite communication systems,
the Racal team winning a Queen's Award for Technological Achievement. Roger has
held a number of technical, engineering, strategy and programme positions in industry,
the most recent being Head of Engineering in Thales UK. Since 2013 he has worked as
an independent consultant in aerospace, defence and transport.
Roger is a chartered engineer, Fellow of the Institution of Engineering and Technology,
Fellow of the Royal Aeronautical Society, Fellow of the Institute of Directors and
Immediate Past President of the Royal Institute of Navigation.

Mark Stead, Director of Sales at the Transport Research Laboratory (TRL)
Mark Stead is Sales and International Development Director at the Transport Research
Laboratory (TRL) – one of the world’s leading bodies in future transport innovation,
advice and research.
A Chartered Engineer, he spent 7 years in MOD, followed by 9 years in QinetiQ latterly
as their Sales Director, before joining TRL in 2015.
Having worked with the UK Government, with the Secured Navigation team within
QinetiQ, with various stakeholder organisations in PRS development, and now with TRL
on the future transport applications side, Mark has a good understanding of the
transformative momentum in transportation and mobility, and its critical enablement
through next-gen GNSS services.
Nigel Wall, Director, Shadow Creek Consultancy Ltd
Nigel Wall is a system engineering consultant focusing on intelligent transport systems,
mobile communications and location technology. He is a director of Climate Associates
Ltd – a thought leading consultancy in establishing best practice and integrity in design
for minimum carbon footprint over the product or service lifecycle. Also a Director of
Shadow Creek Consulting where he is contracted to Innovate UK as Monitoring Officer
for the Governments three “driverless car”. Nigel has contributed to ETSI, ISO & CEN
Standards relating to ITS. He serves as the Chair of the Royal Institute of Navigation’s Land
Navigation & Location Group, Chair of the ITS UK Communications Interest Group, and
of the Transport Associates Network.
