Reminder of Access and Use
Access focuses on the type of the licensing mechanism, be it
unlicensed, lightly licensed, license exempt, licensed, licensed shared
access and dynamic spectrum/shared access. To this can then be added
the coverage area, be it national or regional, terrestrial or space or air.
Finally, in an overlap with Use, there is the ability to determine access
based on Location and Time, though here it applies to the licensing
mechanism as opposed to the actual use of the spectrum.
Use, focuses on the type of spectrum and how it should/could be used,
whether that be FDD, TDD, technology neutral or specific, channel sizes,
harmonisation (eg Public Safety), primary and secondary users (eg
satellite and terrestrial use), location and finally time. These areas are of
prime importance to potential users/owners of spectrum and determine
whether an application will work or not.
Award, focuses on how spectrum is awarded to an owner, be it through
auction, beauty contest or other means. It also includes trading of
licenses and the use of leasing.
