3. • India is the fourth largest energy consumer (4.4% of global consumption) after China, USA and
Russia. It will become third largest energy consumer by 2020.
• India needs $2.3 trillion investment in energy sector by 2035*
• India’s generation capacity has almost doubled over the past decade (to 233.92 GW, December
2013**) placing it as the world’s 5th largest power market. Still there was a 9.3% energy deficit and
10.6% peak demand deficit during FY 2011-12
• Key fuels in primary energy mix are coal and oil (share of nuclear and renewable energy is rising)
• Increasing dependence on energy imports - In 2010, 16.4% of the primary coal in India was
imported
• 25% of Indian population with no electricity access – World Bank
• Key Drivers- growth in economy and manufacturing sector, and changing lifestyles and

4. • Nuclear energy comprises only 2.13% (31 Dec 2013) of the total installed generating
capacity leaving huge potential for India
• 20 nuclear reactors in operation in six nuclear power plants
• Seven units are under construction
• Kudankulam nuclear power plant in Tamil Nadu (2x1000 MW) went critical in July 2013,
started production in October 2013
• The Nuclear Power Corporation of India Ltd (NPCIL) is responsible for design,
construction, commissioning and operation of thermal nuclear power plants

15. • India has ambitious plans for nuclear power. The Department of Atomic Energy plans for 20GW of nuclear
capacity by 2020, and 63GW by 2032
• Es timates that India's nuclear energy market will exceed $150 billion in coming years
• India and UK made a Joint Declaration on Civil Nuclear Cooperation on February 11, 2010. The
areas of cooperation envisaged in the Joint Declaration include power generation, management of radioactive
waste and spent fuel, etc. Negotiations regarding an agreement on civil nuclear cooperation are underway
• Support from highest levels. PM commitment to civil nuclear collaboration .
• UK has received four Government-to-Government Assurances from India - i.e. assurances from the
Government that certain goods or services will not be used in specific inappropriate ways
• UK has concluded a MoU on Chemical, Biological, Radiological and Nuclear Security

18. • In 2008, the Nuclear Suppliers Group (NSG) granted a waiver to India, allowing it access to civilian
nuclear technology and nuclear fuel from other countries.
• The US-India Civil Nuclear Agreement 2008 (called “123 Agreement” in India) was ratified in the
United States. A number of bilateral cooperation agreements between India and other countries
have since followed, including France (2006), Russia (2010) and the United Kingdom (2010)
• The Civil Liability for Nuclear Damage Bill, 2010 — was passed by both Houses of Parliament in
August 2010. (The Civil Liability for Nuclear Damage Act, 2010)
• The act caps liability per accident at $320 million (£207m)
