NIST MEP is a catalyst for strengthening American manufacturing –
accelerating its ongoing transformation into a more efficient and powerful
engine of innovation driving economic growth and job creation.


MISSION
To act as a strategic advisor to promote business growth and connect
manufacturers to public and private resources essential for increased
competitiveness and profitability.

The NIST MEP Program in Short . .
.
 Program started in 1988, with at least one center in all 50 states by
  1996
 59 centers with over 370 field locations
 System wide, Non-Federal staff is over 1,450
 Contracting with over 2,190 third party service providers
 Partnership Model – Federal/State/Industry
 NIST MEP System budget ~ $300M
 1/3 Federal, 2/3 State and Industry (fees for services)
 Program started because of “market failures” in terms of access to
  information, technical expertise and cost. Subsequent study in 2003
  by NAPA reconfirmed the continued existence of these market
  failures.
 Emphasis on performance – program and center – measured based
  upon impact of center services on client firms.

 Focus on meeting manufacturer’s short term needs, but in context of overall
  company strategy
 NIST MEP Center areas of common strength:
            Engineering Services for products and processes
            Growth Services – new or expanded market opportunities
            Lean Manufacturing
            Quality Systems
            Environmental Services
       Workforce Development
 Reach nearly 33,000 manufacturing firms and complete over 10,000 projects
  per year*

Supplier Scouting

 Purpose: Enhance business opportunities for U.S.
  manufacturers by connecting their capabilities, capacities
  with supply needs of government agencies and OEMs
 Pilot Initiative Began 2009
    Partners – VA/NavAir, DOE, DOT, NIST, DLA
    Scouted over 150 items, identifying almost 300 capable
     and interested U.S. manufacturers for $20 million of an
     estimated $48 million total Buy America/n opportunities
    Next Steps: Review and analyze pilot results and
     consider expanding and scaling up nationwide capacity
     and opportunity

      Technology Scouting (TS) / Technology
      Driven Market Intelligence (TDMI)
       Purpose: Help companies find and/or sell products based on new technologies
               Technology Scouting - Identifies enabling technologies for specific target
                applications
              Technology-Driven Market Intelligence - Analyzes technology-specific
                perspective of industry/adoption and market requirements
           Initial Program Development began in 2008
           Impacts / Data
              NIST MEP Center Capability: 38 Centers
       Next Steps: Combination of Train, Mentor and Deliver model is being
        implemented to fortify system capacity and business model for Centers, Partners
        and Industry.

Lean Product Development
 Purpose: Lean Product Development provides a step-by-step methodology for integrating
  the powerful waste-eliminating tools of lean product development into any product
  development process.
     Lean Product Development methods and principles target:
       - time to market,
       - portfolio management,
       - design and development resources,
       - new product cost challenges.
    Began January 2007
    135 Client projects
    NIST MEP Center Capability: 38 Centers
    50% reduction in launch schedules, dramatic improvements in gross margin and
     enhanced customer satisfaction.
 Next Steps: Combination of Train, Mentor and Deliver model is being implemented
  to fortify system capacity and business model for Centers, Partners and Industry.

E3 — Economy, Energy, and
Environment
 Purpose: A coordinated federal and local technical assistance initiative among U.S. federal
  agencies, State partners and communities to grow sustainability, productivity, and
  innovation for manufacturers and the communities that they serve.
     Five Agency MOU Signed October 20, 2010 (DOC, DOE, DoL, EPA and SBA) – USDA
      became sixth partner in 2012.
     To date, E3 efforts across the nation have identified:
        $20.3 Million in Lean Savings
        $10.0 Million in Environmental Savings
        $9.1 Million in Energy Savings
        200 Jobs Created or Retained
 Next Steps: E3 engagements are currently underway at 13 MEP Centers, with discussions
  and planning underway among 7 more.

  OSHA Training Institute,

MANUFACTURING EXTENSION PARTNERSHIP The NIST MEP Program in Short . . .  Program started in 1988, with at least one center in all 50 states by 1996  59 centers with over 370 field locations  System wide, Non-Federal staff is over 1,450  Contracting with over 2,190 third party service providers  Partnership Model – Federal/State/Industry  NIST MEP System budget ~ $300M  1/3 Federal, 2/3 State and Industry (fees for services)  Program started because of “market failures” in terms of access to information, technical expertise and cost. Subsequent study in 2003 by NAPA reconfirmed the continued existence of these market failures.  Emphasis on performance – program and center – measured based upon impact of center services on client firms. MANUFACTURING EXTENSION PARTNERSHIP Supplier Scouting  Purpose: Enhance business opportunities for U.S. manufacturers by connecting their capabilities, capacities with supply needs of government agencies and OEMs  Pilot Initiative Began 2009  Partners – VA/NavAir, DOE, DOT, NIST, DLA  Scouted over 150 items, identifying almost 300 capable and interested U.S. manufacturers for $20 million of an estimated $48 million total Buy America/n opportunities  Next Steps: Review and analyze pilot results and consider expanding and scaling up nationwide capacity and opportunity October 23, 2012 UEDA Conference

MANUFACTURING EXTENSION PARTNERSHIP Technology Scouting (TS) / Technology Driven Market Intelligence (TDMI)  Purpose: Help companies find and/or sell products based on new technologies  Technology Scouting - Identifies enabling technologies for specific target applications  Technology-Driven Market Intelligence - Analyzes technology-specific perspective of industry/adoption and market requirements  Initial Program Development began in 2008  Impacts / Data  NIST MEP Center Capability: 38 Centers  Next Steps: Combination of Train, Mentor and Deliver model is being implemented to fortify system capacity and business model for Centers, Partners and Industry. MANUFACTURING EXTENSION PARTNERSHIP Lean Product Development  Purpose: Lean Product Development provides a step-by-step methodology for integrating the powerful waste-eliminating tools of lean product development into any product development process.  Lean Product Development methods and principles target: - time to market, - portfolio management, - design and development resources, - new product cost challenges.  Began January 2007  135 Client projects  NIST MEP Center Capability: 38 Centers  50% reduction in launch schedules, dramatic improvements in gross margin and enhanced customer satisfaction.  Next Steps: Combination of Train, Mentor and Deliver model is being implemented to fortify system capacity and business model for Centers, Partners and Industry. MANUFACTURING EXTENSION PARTNERSHIP E3 — Economy, Energy, and Environment  Purpose: A coordinated federal and local technical assistance initiative among U.S. federal agencies, State partners and communities to grow sustainability, productivity, and innovation for manufacturers and the communities that they serve.  Five Agency MOU Signed October 20, 2010 (DOC, DOE, DoL, EPA and SBA) – USDA became sixth partner in 2012.  To date, E3 efforts across the nation have identified:  $20.3 Million in Lean Savings  $10.0 Million in Environmental Savings  $9.1 Million in Energy Savings  200 Jobs Created or Retained  Next Steps: E3 engagements are currently underway at 13 MEP Centers, with discussions and planning underway among 7 more.
