Open Data is still an unknown concept to many.
Lack of understanding and awareness of open-licensing.
Few ongoing projects w/ crowd-sourcing approach, e.g.
Khmer Wikipedia community.
However, a slow but optimistic development and open
data trend among local stakeholders.
