確保為世代紐約居民留存公共房屋

「Plan NYCHA」規劃編制
        房屋局舉辦了數十個會議,
         與居民、民選官員、社區夥
         伴和全體員工緊密溝通合
         作。
        逾千名公房居民對建議案提
         出建議和意見,其中包括:
        o 善用房屋局珍貴資產,如土
          地,開拓新的收入來源。
        o 建設配套多元化,適合不同
          收入家庭居住的租用單位,
          以幫助更多有住房需要的家

      •垃圾處理器
      •遊樂設施
      •電梯系統

建議案有助長遠保護公共房屋資源
 房屋局將出租 (而非出售) 轄
  下8 個公房區內的14 幅土地。
 所得收益將全數用於資助轄下
  公共房屋的基建改善工程。
 私營地產發展商將投資, 興
  建并經營新建成的住宅樓。
 約有8 成的住宅單位將以市場
  價格出租, 剩餘2 成則永久租
  予低收入家庭。

   發展計劃將 – :
    不會因有新住宅落成而導致周邊
     公房住戶的租金上漲。
    不會清拆公共房屋。
    不會強行收回公房樓宇 ,迫使
     住戶遷居。
    不會將公共房屋私營化 – NYCHA
     仍舊是公房居民的房東。
    不會出售土地 – NYCHA 仍舊是新
     建住宅樓的地皮的擁有人。
    不會導致裁員或增加NYCHA 職員
     的工作負擔。

          的土地租約, 但仍然
          是居民的房東以及新

                        西104街路段的發展地皮:
                         佔地面積: 約16,000平方尺
                         新建築面積 : 約175,000平方尺
                         預計新建237間住房單位



          收入上限
     1人      $ 36,120    廉租單位租金定於地區收入中位數
                         (AMI) 百分之60 或以下家庭所能負擔
     2人      $ 41,280
                         的合理價格水平。
     3人      $ 46,440

NYCHA 全面受惠

 未來99 年間 (即租約期限內) ,新方案
  每年為房屋局帶來3千萬至5千萬美元
  的收入。
 新資金將用於改善轄下公房區的基建
  設施, 以提高居民生活質素。
 新方案更為紐約市增加約800 間廉租
  住宅資源,造福低收入家庭。
 公房住戶可優先申請入住廉租單位。

道格拉斯公房區居民受惠
        有興趣申請入住新建住宅樓的
         廉租單位的居民可獲優先權
        住宅單位的租金將永久保持合
         理價格水平。
        如遇斷電故障,為公房大樓的
         走廊梯間照明, 暖氣熱水, 電
         梯和保安系統提供後備能源。
        為公房居民創造就業機會 – 建
         築地盤工作或其它固定職業。
        加強整個公房區的保安系統。

Tonight’s meeting is a very important meeting about preserving public housing. This is a start of many more conversations to come.It is a pleasure to be here – we have NYCHA staff from various departments – Development, Communications, Capital Projects, Operations, REES. We want public housing to be here for future generations.This is a continuation of several years of conversation that we have had going back to 2006 when NYCHA embarked on the first Plan to Preserve Public Housing to find alternative ideas and ways to preserve public housing.[HOLD UP 2006 PPPH Booklet] In this plan we talked about many ways to generate revenue to maintain and preserve this vital resource called public housing

Presenter – General Manager Cecil HouseEmphasis the points on the slide – WE are not doing anything else but preserving public housing for the future.Preserve – this NOT about demolishing, selling or privatizing public housingRestore – But in order to preserve public housing we need to restore financial stability. How do we transform the way we do things?Transforming – we can NO longer continue to do business the way we have been. We cannot have residents waiting for much needed repairs. We need to be much more efficient and better at what we do. Improve: When we transform and do better we provide better customer service.So we all share the same interest which is to preserve public housing. But the big challenge is achieving financial stability. All this preservation requires money and resources. Which NYCHA DOES NOT have right now.
