2008/56/EC AND PREPARATION OF ACTION PLAN
OF MARINE STRATEGIES IN GREECE

2. The Directive 2008/56/EC aims to establish a framework
within which Member States shall take the necessary measures
to achieve and / or maintain 'good environmental status' in the
marine environment at the latest by 2020.
The Marine Strategy Framework Directive establishes
European Marine Regions on the basis of geographical and
environmental criteria. Each Member State - cooperating with
other Member States and non-EU countries within a marine
region - are required to develop strategies for their marine
waters.

3. Stages of action plan of marine strategies
1. Preparation
Initial assessment of the current environmental status of marine waters and the
environmental impact of human activities
Determination of characteristics of Good Environmental Status - GES of marine
waters
Establishment of a series of environmental targets and associated indicators
Establishment and implementation of a monitoring programme for ongoing
assessment and regular updating of targets
2. Programme of measures
Development of a programme of measures designed to achieve or maintain GES
Implementation of the above mentioned programme of measures
Regional cooperation is required in all stages

4. Special Secretariat for Water is responsible for the
implementation of Marine Strategy Framework Directive
2008/56/EC in Greece.

Hellenic Republic’s marine
waters occupy parts of three
subregions of Mediterranean
Sea (Article 5, Par. 2, L.
3983/2011):
The Adriatic Sea
The Ionian Sea and the Central
Mediterranean Sea
The Aegean-Levantine Sea

8. The INITIAL ASSESSMENT of sea water environmental status of Greece is based on
existing available scientific data, according to Article 8 of L. Ν.3983/2011, and it
includes:

9. By reference to the initial assessment in respect of each marine subregion concerned a set
of characteristics for GES was determined on the basis of the qualitative descriptors listed
in Annex I of Law which are the following:

10. According to the Initial Assessment AN
ANALYTICAL SET OF
ENVIRONMENTAL TARGETS AND
INDICATORS for the marine waters
was determined (for each marine
subregion) (Ministerial Decision
No.OIK.1175/2012(2939B/02.11.201
2), in order to guide actions towards
achieving a good environmental
status in the marine environment
(Article 10 of L.3983/2011).

11. Preparation of action plan of Marine Strategies is completed with the
establishment and implementation of monitoring programmes for ongoing
assessment of environmental status of marine waters and regular updating of
targets.

13. Due to the transboundary nature of the
marine environment, Member States
should cooperate to ensure the
coordinated development of marine
strategies for each marine region or
subregion. Since marine regions or
subregions are shared both with other
Member States and with third countries,
Member States should make every effort
to ensure close coordination with all
Member States and third countries
concerned (Article5, par.2, Directive
2008/56/EC).
Cooperation and coordination are carried
out aiming to achieve coherence of marine
strategies and are implemented in 2 main
axis: a) During the initial assessment and b)
during the development of Programmes of
measures.
