Carpet Weaving Community
BACKGROUND:
Country: Pakistan
Total weaving units: 300
Families Involves: Livelihood of 1200 families depends on this small scale
carpet industry

2013
System prevailing and issues attached with the industry:
1. Middle man hires skilled persons on daily wages and supply them the raw material of carpet
2. Middle man collect the product and sale it in markets
3. Skilled people don’t have resources to purchase raw material and kitchen items during the
period of carpet making
4. Skilled labor are paid only 200-300 per day against their valuable skill
5. It is very less amount and now the skilled people are searching for alternate source of income
6. Skilled person is earning only 5-6 thousand per month which is not sufficient against his/her
needs and skill
7. Middle man is exploiting them
8. Skilled people also lacking management skills, research and access to market
9. Child labor is observed
10. Women are also working there with unlimited working hours so their health is poor
11. Skilled workers also facing breathing issues as no protection
12. No social security
13. Absence and drop out issue about school going children
14. A conventional and valuable industry under threat
15. Unemployed youth
16. A big issue is that Skill will die
Expected Role of NGO:
The Organization will support community in following ways;
1. Formation and strengthening of Community Association
2. Improve the management skills of the Managing body (Community Association) and Market
Linkages.
3. Making business more profitable to them
4. The NGO will connect to Community Association with financial institutions who provides
them finance as per Business requirement.

5. Measure to improve health (providing masks)
6. Managing omen working hours to improve their health and share her burden
7. Reduce child labor in the industry
8. Improve literacy rate among the community involved with the target industry
9. Reduce dropout and absenteeism in schools among children of the workers
10. Make the industry attractive for youth to remove unemployment
11. Efforts to establish a model area that will be middleman free
PLANNED STEPS:
To overcome the issues and improve the living standard of concerned community, NGO will take
following steps of ensuring stability and sustainability of the industry.
Step-1: The NGO will identify potential artisan from the above mentioned selected area named
“UC Kotla Haji Shah, district Layyah”.
Step-2: The NGO will organize the target community.
Step-3: The NGO will train to selected communityon Basic Business Concepts.
Step-4: The NGO will form an organizing body (Community Association) which will manage
the small Business and the NGO will support as an overall supervisor of the business.
Community Association will be based on different sections.
1. Marketing and procurement section:
The section will;
1. Look after the all aspects of marketing.
2. Finalize the new design which has market demand locally and internationally,
3. Identify the whole sale markets for purchasing the raw material which will be used in
making carpets,
4. Identify and finalize the markets and individual customers from the local and international
market, whose can purchase the finish goods,

5. Participate in local and international exhibitions/expos and display their products,
6. Collect orders of carpets for their business.
2. Finance & accounts Section: This section will manage all aspects of finance and accounts like
as handling the daily cash management, manage and record the cash which will provide to
skilled laborer for daily home needs and they also develop the business budgeting.
3. Human resource management & admin section: This section will manage all human
resources which will be involve in business like experts artisans, hiring, attendance manage,
human resource policy making and implantation, Mange all admin responsibilities in
business, apply recreation policies for refreshment of all workers, mange the salaries/wages of
employees and profit sharing management for artisans.
4. Social services management section: This will manage all social activities and social units like
health care unit, business education unit, adult literacy unit and school for children of artisans. This
Section will also manage the environmental awareness program in the same area. This section will take
actions to remove child labour.
Step-5 The NGO will engage the local administrative and facilitator department of the
government including, health department, small & medium enterprise development
authority (SMEDA), social security department, university and collages of fine arts and
social welfare department.
Step-6 The NGO will support to the business with funds or initial investment and they will
return to organization from the business income which will be generating by the finish
goods.
Step-7 The NGO will guide and support the Community Association to establish display
centers in big cities of Pakistan like Karachi, Multan, Lahore, Islam Abad, and Peshawar
etc
Step-8 The NGO will also guide and support the Community Association to promote the work
locally and internationally using social media, website, promotional material,
newsletter, print and electronic media.

The NGO will also guide and support the Community Association to manage
working units in two different modes;
Mode-1 Those artisans who have working places at their homes, they work there. The NGO will
re-organize their work stations according to the organizational standard and give to
name “Home Based Working Unit)
Mode-2 Those Artisans who have not a working place in their home, NGO will establish “Model
Working Center”. This model center will be equipped with all facilities. Through this
model unit, the organization will provide the training to artisan for skills enhancement
and quality management as per national or international standards. On these standard
center youth will also be given training about this skills and promote self employment
in the area.
EXPECTED OUTCOME:
1. Handsome Increased in income of all Artisan’s families
2. Sustained livelihood
3. At the end of the project, the Community will be organized and have well established system
4. Improved living standard
5. Community with good health
6. Education status improved
7. Child labor removed
8. Women empowerment
9. Youth employed
10. Important industry revived
11. National asset saved
12. Goodwill and revenue for the country
EXIT PLAN: At the end of the project the NGO will leave the area and the Managing Body
(Community Association) will manage the all business independently
