The document summarizes a concept paper for an NGO project in Pakistan. The project aims to uplift a community of 1200 families dependent on carpet weaving. Currently, middlemen exploit skilled weavers by paying low wages and preventing access to markets. The NGO plans to form a Community Association to manage the industry independently. It will provide training, access to financing, healthcare, education, and help establish workshops and marketing. This is expected to increase incomes, improve living standards, empower women, remove child labor, and sustain the valuable cultural industry for the long term. The NGO will exit once the Community Association can manage successfully on its own.
