 In 2011, around 263
million people will start
the Agricultural practices.
 Marginal & small
farmers perform
agricultural practices in
land more then 71.15
million hectare.
 Irrespective of the fact
that, the semi-medium,
medium and large
farmers perform
agriculture operations in
less then 88.4 million
hectare agriculture sector,
their operating land is
near to or more then the
6acre (2.43 hectare)
 Power Tiller is a tool for the small farmers to have complete their all agricultural functionalities. Giving
them an advantage to not to be dependent on the animals for farming like Ox, as they are already been
less relied on, for farming purposes.
 Using tractors for their farming & the fields being small and are not segregated , increases their cost .
 To boost Farm Mechanization & output , it is mandatory to have a subsidy on the Power tiller.
 It is an appropriate machine for the farming for Paddy & horticulture. Tiller being smaller and lighter in
weight, facilitates the farming in the fields , where tractors cant be run with an ease. It smoothens the
farming.
 During 2010-2011, 22.05 % of the agriculture sector, was devoted for farming for the paddy fields in
India. It is one of the widely grown crop in the agriculture sector. Wheat on the contrary was farmed to
only 14.99% of the agriculture sector.
 It increases the outreach of the Power Tiller to the Marginal Farmers & the agricultural labors, by which
they increase their Productivity.
 In maximum Villages , marginal farmers go to the Urban areas to earn money. While their women at
home, manage the agriculture operations. Power Tiller, helps such women in their farming basic needs.
 To increase the Agriculture production , Government has ensured to emphasize on the machine based
farming , to make it easy for the marginal farmers , in their agriculture practices without any hassle.
Unfortunately , it is not coming to any advantage to the marginal farmers and the agriculture labors.

 Year 2010-11 According to Agriculture Census, total of the 85% of the land worth the
agriculture , possess the 43% of its portion, for the marginal farmer & the small
farmer. The Agricultural operational holding for them is less than the 2 hectares .
There total population is 117.6 million.
 According to 2012-13 India’s Rural Development Report, in comparison to the
Large farmers, the land and resources have been used in a way efficient way by the
Marginal Farmers. But in many cases , there Land turns out to be insufficient and
incapable to fulfill their family needs and the small farmers due to the less
production , bear loss in the marketing and distribution..
 In the scenario to improve the condition of the small farmers, in the documents for
12th scheme , there has been a discussion for the development between the women
farmers and the marginal farmers. In the fields, the overall women labor is around
37.2% , which has been estimated to increase to 45% by 2020 & to 60% by 2050..
Subsidy’s prime motive is to help in retaining the poor and help the ones who are more prone to divert from
farming . In this scenario, to attain the subsidy , only three categories of farmers actually deserve the subsidy.
1. Marginal Framer >1ha Farm operational holding
2. Small Farmer - 1-2ha Farm operational holding
3. Field Labors – They don’t have their owned fields,
They work for the large farm owners , by doing the farming for them.
These three , perform the major portion of the Agriculture operations.
Except their own fields , they work in the fields of Large
Farmers to raise their family or to earn livelihood.

 According to the updated Census figures, the population of the Agriculture labors during the
last decade increased rapidly. Where in the beginning of this century , the population of the
agriculture labors was 106.8 million , the 2011 figures have reached to 144.3 million. Where the
contribution from the women labors is also included. Which implies , in one decade , 37.5
million is the growth for the agriculture labors. It is a matter of concern, undoubtedly.
 Along with it, in the last Census , it was observed for the first time that in India, the labors
with the fields has population of (54.9%), which is more then the farmer’s population which is
(45.1%), despite of which they are neither getting the benefit of the subsidy nor there is any
effort for the improvement in their condition. The Peculiar fact is the agriculture labors, who
are the ones who do maximum agriculture work, still are not considered as farmers and thus
are been debarred from the Agriculture Subsidy.
The Actual need of this scheme is
more then 1 hectare area for the
marginal farmers & ( 1ha-2ha
land) for the small farmers. ,
along with them the labors. This
scheme doesn’t appear to be any
fruitful for them though.
Agriculture labors are not even
considered as farmers. First they
don’t get subsidy and res t the
bank don’t give them the Loan
Government for these three categories ( Marginal Framers , Small Farmers and
the Agriculture Labors) has to put in more efforts to give subsidy to them. These
three categories are the ones who actually need in the actual sense & due to them,
large farmers ( medium & large farmers ) has the main agricultural work in the
operation

• It is clear from the Graph, that the Power tiller is being possessed more by the Large farmers in comparison to the marginal farmers and
the small farmers.
• Maximum, Power tiller average is with the farers who has operational holdings more then 10ha , who can buy the subsidy even without
the Power tillers.
• Farmers who have <1 ha DON’T have the subsidy of 1 Power tiller on an average of 1
• During 2013-14 the Density of Power tiller has been 2.21 per 1000 hectare area for sowing..
• According to the figures, its not of any particular benefit to discuss Power tiller with the labors.
• Power Tiller should be used for the small farms, as there are some farmers who are doing farming by inappropriate machines along with
the tractors for their farming.
Why so?
• Marginal Farmers or the labors don’t have the sufficient land ownership , due to which they are not able to apply.
• Due to the attainment of the subsidy through the Dealer and the authorized agencies , there has been lot of corruption influencing
causing large portion of the subsidy to be consumed in the same.
• Mainly the benefit of the Subsidy has been taken by the rich farmers, who has more reach and knowledge, on the contrary when it comes
to the marginal farmers, their share of the power tiller subsidy ends.
• Even if marginal farmers get the subsidy , with the loan itself, they within an year , in the case , if their land becomes barren or damaged,
they to face the pressure of paying the loan from the bank by selling it at an inappropriate cost.
Is Power Tiller Subsidy reaching
out to the actual needy?
For Power Tiller Subsidy , it is
important for the eligible candidate to
have the Land ownership.
On Power Tiller maximum 25-50%
or 60,000 worth central & National aid
subsidy is available . Rest of the amount
is paid by the farmers, for which a loan
facility is available.
The State subsidy is available only on
the models, which have been
considered eligible for the Institutional
funding by the agricultural sector
How Subsidy is been given?
 Power tiller is a pure agriculture tool, which implies its user has to
use it on the fields only, on the contrary, to attain this subsidy ,
why is it important to have the land ownership or being a farmer?
 Small farmers don’t have the appropriate possession of land
ownership & the labors pursue agricultural practices on either the
shared cropping or only the labor work on fields. In conclusion,
both have not been able to reap any benefits of Power tiller
subsidy.
 Is Power tiller subsidy for the rich farmers if not then this condition
of the land ownership holding has to be removed.
 The Farming has been quit by the marginal farmers and the labors,
if they don’t get the benefits of this subsidy, the percentage of
people quitting farming will increase.
If in case the central and state level subsidies been allocated directly to the farmers , can there be an up
gradation in the Farm mechanization ?
In some zones , there is no subsidy on the Power Tiller, in such areas, if the farmers opt to buy the Power
tiller, they don’t get the subsidy from the centre!
In such zones, if a particular marginal farmer wishes to buy the Power tiller, what process, he needs to
follow?
Can the part being given in the subsidy ( 25% of the cost of the Product or less then 30,000) be directly
given to the famers?
The Centre should allocate the subsidy directly credited to the farmer , who should be given the
independence to select his subsidy, so that they can buy their selected product at the lower bargained
cost.
The Subsidy been credited directly to the Farmer’s accounts, will enable them to increase the scale of their
product.
This will reduce the permeation corruption to a great extent, which will empower the farmers , who will
no longer be brainstorming & cribbing while struggling through the Agriculture department.
How can Power tiller subsidy be
reached to the needy?
 So far, mostly the bank loan for power tiller, is sufficed by mortgaging
the lands, for buying the Power tiller.
 One system, for the ones doing the traditional work of farming, the
marginal farmers , agriculture labors and unemployed youngsters is
against them, discouraging them to do the traditional work.
 For the purchase of the Power tiller, the subsidy through (Direct Bank
Transfer) , should be credited to the beneficiary's account. And Bank
loan, despite of the field’s land ownership basis, should be allocated
on the feasible study of work time of the machines.
 The purchase of the second hand power tiller, has to be financially
acknowledged on this same basis.

Will Government provide any help to more then 70% of the Marginal farmers & field
labors working in the agriculture sector in attaining the Agriculture ownership as still
the maximum farming is been done by the Tools on rent and with the help of the
Marginal
Farmers &
the
Agriculture
labors
 Purchase of the yoke
of oxen & their complete
care process is expensive
then Power Tiller.
 By using the tools on
rent for agriculture,, the
overall agriculture
consumption is
decreasing, causing a
vicious circle of debt for
the marginal farmers
 Due to the burden
and pressure of loan,
marginal farmers have to
sell off the grains the
moment they are ready ,
causing another
problem for them, as
they cant wait to sell
them later at higher
price.

• Power tiller agricultural subsidy is inappropriate and as been given with some or the other strategy , many
farmers who deserve it, are not able to receive it.
 80 percent of the Agricultural subsidy either goes to rich farmers or to the corporate dealing with the
agriculture.
 Many Industrialist , bureaucrats & politicians have used their black money to build the big farm houses & in
these farms, the complete farming is done by the agriculture labors. Such people don’t have any interest in
agriculture practices , despite only on the benefits from it.
 But such people with their power and the reach are the forerunners in attaining the subsidy.
 The Government need to identify or mark these specific people, so that they don’t reap the benefits of Power
Tiller and other subsidized agricultural instruments.
 Incase of such people, it would be considered as misuse of the subsidy , if they get to realize its benefits.
 But the system is been made that the needy stays in the queue and the rich farmers , get the subsidy issued on
prior basis.
 This failure has impacted the complete agriculture in a negative way .
 Farmers leaving the agricultural practices & committing suicide due to the scarcity of resources and facilities is
due to this.

 It is for the obvious reasons , for the upcoming days , the land eligible for the agriculture
infrastructure, being in demand, on the contrary will decrease & there will be a scarcity for
water causing increase in the pressure on the production front.
 In this case, if the government actually wants to maintain the alliance between the agriculture
and the farmers, then it is mandatory that the power tiller subsidy and any other agriculture
subsidy should be awarded to its actual users , who are Marginal agriculture labors. The subsidy
should be credited to their bank accounts and they should be choosing their Brand on their own
 By so, they will not be forced to leave the farming and will be able to earn more profits by
increasing their production..

Population for the agricultural farmer ownerships--2011 Marginal 92.826 Million Small 24.779 Million Semi Medium 13.896 Million Medium 5.875 Million Large 0.973 Million  India’s average agricultural operation holdings is 2.87 acre (1.16ha). It is estimated to reach to a level of 0.68 ha by 2020 & 0.32ha by 2030.  In 2011, around 263 million people will start the Agricultural practices.  Marginal & small farmers perform agricultural practices in land more then 71.15 million hectare.  Irrespective of the fact that, the semi-medium, medium and large farmers perform agriculture operations in less then 88.4 million hectare agriculture sector, their operating land is near to or more then the 6acre (2.43 hectare)
  • 4.  Power Tiller is a tool for the small farmers to have complete their all agricultural functionalities. Giving them an advantage to not to be dependent on the animals for farming like Ox, as they are already been less relied on, for farming purposes.  Using tractors for their farming & the fields being small and are not segregated , increases their cost .  To boost Farm Mechanization & output , it is mandatory to have a subsidy on the Power tiller.  It is an appropriate machine for the farming for Paddy & horticulture. Tiller being smaller and lighter in weight, facilitates the farming in the fields , where tractors cant be run with an ease. It smoothens the farming.  During 2010-2011, 22.05 % of the agriculture sector, was devoted for farming for the paddy fields in India. It is one of the widely grown crop in the agriculture sector. Wheat on the contrary was farmed to only 14.99% of the agriculture sector.  It increases the outreach of the Power Tiller to the Marginal Farmers & the agricultural labors, by which they increase their Productivity.  In maximum Villages , marginal farmers go to the Urban areas to earn money. While their women at home, manage the agriculture operations. Power Tiller, helps such women in their farming basic needs.  To increase the Agriculture production , Government has ensured to emphasize on the machine based farming , to make it easy for the marginal farmers , in their agriculture practices without any hassle. Unfortunately , it is not coming to any advantage to the marginal farmers and the agriculture labors. Subsidy Promotional & Marketing for the Agricultural material required. To make Agricultural material available to the Poor people.
  • 5.  Year 2010-11 According to Agriculture Census, total of the 85% of the land worth the agriculture , possess the 43% of its portion, for the marginal farmer & the small farmer. The Agricultural operational holding for them is less than the 2 hectares . There total population is 117.6 million.  According to 2012-13 India’s Rural Development Report, in comparison to the Large farmers, the land and resources have been used in a way efficient way by the Marginal Farmers. But in many cases , there Land turns out to be insufficient and incapable to fulfill their family needs and the small farmers due to the less production , bear loss in the marketing and distribution..  In the scenario to improve the condition of the small farmers, in the documents for 12th scheme , there has been a discussion for the development between the women farmers and the marginal farmers. In the fields, the overall women labor is around 37.2% , which has been estimated to increase to 45% by 2020 & to 60% by 2050.. Subsidy’s prime motive is to help in retaining the poor and help the ones who are more prone to divert from farming . In this scenario, to attain the subsidy , only three categories of farmers actually deserve the subsidy. 1. Marginal Framer >1ha Farm operational holding 2. Small Farmer - 1-2ha Farm operational holding 3. Field Labors – They don’t have their owned fields, They work for the large farm owners , by doing the farming for them. These three , perform the major portion of the Agriculture operations. Except their own fields , they work in the fields of Large Farmers to raise their family or to earn livelihood.   • 6.  According to the updated Census figures, the population of the Agriculture labors during the last decade increased rapidly. Where in the beginning of this century , the population of the agriculture labors was 106.8 million , the 2011 figures have reached to 144.3 million. Where the contribution from the women labors is also included. Which implies , in one decade , 37.5 million is the growth for the agriculture labors. It is a matter of concern, undoubtedly.  Along with it, in the last Census , it was observed for the first time that in India, the labors with the fields has population of (54.9%), which is more then the farmer’s population which is (45.1%), despite of which they are neither getting the benefit of the subsidy nor there is any effort for the improvement in their condition. The Peculiar fact is the agriculture labors, who are the ones who do maximum agriculture work, still are not considered as farmers and thus are been debarred from the Agriculture Subsidy. The Actual need of this scheme is more then 1 hectare area for the marginal farmers & ( 1ha-2ha land) for the small farmers. , along with them the labors. This scheme doesn’t appear to be any fruitful for them though. Agriculture labors are not even considered as farmers. First they don’t get subsidy and res t the bank don’t give them the Loan Government for these three categories ( Marginal Framers , Small Farmers and the Agriculture Labors) has to put in more efforts to give subsidy to them. These three categories are the ones who actually need in the actual sense & due to them, large farmers ( medium & large farmers ) has the main agricultural work in the operation AgricultureLabor
  • 7. • It is clear from the Graph, that the Power tiller is being possessed more by the Large farmers in comparison to the marginal farmers and the small farmers. • Maximum, Power tiller average is with the farers who has operational holdings more then 10ha , who can buy the subsidy even without the Power tillers. • Farmers who have <1 ha DON’T have the subsidy of 1 Power tiller on an average of 1 • During 2013-14 the Density of Power tiller has been 2.21 per 1000 hectare area for sowing.. • According to the figures, its not of any particular benefit to discuss Power tiller with the labors. • Power Tiller should be used for the small farms, as there are some farmers who are doing farming by inappropriate machines along with the tractors for their farming. Why so? • Marginal Farmers or the labors don’t have the sufficient land ownership , due to which they are not able to apply. • Due to the attainment of the subsidy through the Dealer and the authorized agencies , there has been lot of corruption influencing causing large portion of the subsidy to be consumed in the same. • Mainly the benefit of the Subsidy has been taken by the rich farmers, who has more reach and knowledge, on the contrary when it comes to the marginal farmers, their share of the power tiller subsidy ends. • Even if marginal farmers get the subsidy , with the loan itself, they within an year , in the case , if their land becomes barren or damaged, they to face the pressure of paying the loan from the bank by selling it at an inappropriate cost. Is Power Tiller Subsidy reaching out to the actual needy? For Power Tiller Subsidy , it is important for the eligible candidate to have the Land ownership. On Power Tiller maximum 25-50% or 60,000 worth central & National aid subsidy is available . Rest of the amount is paid by the farmers, for which a loan facility is available. The State subsidy is available only on the models, which have been considered eligible for the Institutional funding by the agricultural sector How Subsidy is been given?
  • 8.  Power tiller is a pure agriculture tool, which implies its user has to use it on the fields only, on the contrary, to attain this subsidy , why is it important to have the land ownership or being a farmer?  Small farmers don’t have the appropriate possession of land ownership & the labors pursue agricultural practices on either the shared cropping or only the labor work on fields. In conclusion, both have not been able to reap any benefits of Power tiller subsidy.  Is Power tiller subsidy for the rich farmers if not then this condition of the land ownership holding has to be removed.  The Farming has been quit by the marginal farmers and the labors, if they don’t get the benefits of this subsidy, the percentage of people quitting farming will increase.
  • 9. If in case the central and state level subsidies been allocated directly to the farmers , can there be an up gradation in the Farm mechanization ? In some zones , there is no subsidy on the Power Tiller, in such areas, if the farmers opt to buy the Power tiller, they don’t get the subsidy from the centre! In such zones, if a particular marginal farmer wishes to buy the Power tiller, what process, he needs to follow? Can the part being given in the subsidy ( 25% of the cost of the Product or less then 30,000) be directly given to the famers? The Centre should allocate the subsidy directly credited to the farmer , who should be given the independence to select his subsidy, so that they can buy their selected product at the lower bargained cost. The Subsidy been credited directly to the Farmer’s accounts, will enable them to increase the scale of their product. This will reduce the permeation corruption to a great extent, which will empower the farmers , who will no longer be brainstorming & cribbing while struggling through the Agriculture department.
  • 10. How can Power tiller subsidy be reached to the needy?  So far, mostly the bank loan for power tiller, is sufficed by mortgaging the lands, for buying the Power tiller.  One system, for the ones doing the traditional work of farming, the marginal farmers , agriculture labors and unemployed youngsters is against them, discouraging them to do the traditional work.  For the purchase of the Power tiller, the subsidy through (Direct Bank Transfer) , should be credited to the beneficiary's account. And Bank loan, despite of the field’s land ownership basis, should be allocated on the feasible study of work time of the machines.  The purchase of the second hand power tiller, has to be financially acknowledged on this same basis. Suggestions
  • 11. Enigmatic Questions Will Government provide any help to more then 70% of the Marginal farmers & field labors working in the agriculture sector in attaining the Agriculture ownership as still the maximum farming is been done by the Tools on rent and with the help of the Marginal Farmers & the Agriculture labors  Purchase of the yoke of oxen & their complete care process is expensive then Power Tiller.  By using the tools on rent for agriculture,, the overall agriculture consumption is decreasing, causing a vicious circle of debt for the marginal farmers  Due to the burden and pressure of loan, marginal farmers have to sell off the grains the moment they are ready , causing another problem for them, as they cant wait to sell them later at higher price. Segregation of the Agriculture Land •Adverse Scale of Economies Subsidy & Funding by Bank • Poor Agriculture Labor & Marginal Farmer not being eligible for the ownership High Budget Purchase • Unable to buy because of the high cost.
  • 12. No Benefit for the Unworthy • Power tiller agricultural subsidy is inappropriate and as been given with some or the other strategy , many farmers who deserve it, are not able to receive it.  80 percent of the Agricultural subsidy either goes to rich farmers or to the corporate dealing with the agriculture.  Many Industrialist , bureaucrats & politicians have used their black money to build the big farm houses & in these farms, the complete farming is done by the agriculture labors. Such people don’t have any interest in agriculture practices , despite only on the benefits from it.  But such people with their power and the reach are the forerunners in attaining the subsidy.  The Government need to identify or mark these specific people, so that they don’t reap the benefits of Power Tiller and other subsidized agricultural instruments.  Incase of such people, it would be considered as misuse of the subsidy , if they get to realize its benefits.  But the system is been made that the needy stays in the queue and the rich farmers , get the subsidy issued on prior basis.  This failure has impacted the complete agriculture in a negative way .  Farmers leaving the agricultural practices & committing suicide due to the scarcity of resources and facilities is due to this. Need Current State Impact
  • 13.  It is for the obvious reasons , for the upcoming days , the land eligible for the agriculture infrastructure, being in demand, on the contrary will decrease & there will be a scarcity for water causing increase in the pressure on the production front.  In this case, if the government actually wants to maintain the alliance between the agriculture and the farmers, then it is mandatory that the power tiller subsidy and any other agriculture subsidy should be awarded to its actual users , who are Marginal agriculture labors. The subsidy should be credited to their bank accounts and they should be choosing their Brand on their own  By so, they will not be forced to leave the farming and will be able to earn more profits by increasing their production..
