KATA PENGANTAR

        Puji dan syukur kami panjatkan kehadirat Tuhan
Yang Maha Esa yang telah memberikan rahmat dan
karunia-Nya sehingga Pedoman Teknis Audit Energi di
Industri dalam rangka Implementasi Konservasi Energi dan
Pengurangan Emisi CO2 di Sektor Industri (Fase 1) ini
dapat diselesaikan pada waktunya.
        Pedoman Teknis ini disusun untuk meningkatkan
pengetahuan dalam pelaksanaan konservasi energi dan
pengurangan emisi CO2 di sektor industri yang telah
dibahas oleh. unsur pemerintah, tenaga ahli dan praktisi.
        Diharapkan Pedoman Teknis ini bermanfaat bagi
para pihak yang berkepentingan dalam menerapkan
konservasi energi dan pengurangan emisi CO2 di sektor
industri. Akhir kata kami mengucapkan terimakasih kepada

BAB I
                   PENDAHULUAN


          Proses manajemen energi yang efektif
haruslah berdasarkan pada tujuan yang telah ditetapkan
dan harus diuraikan secara rinci tindakan-tindakan yang
diperlukan untuk mencapai tujuan tersebut. Untuk
memberi batasan suatu program manajemen energi di
industri, perlu ditentukan secara teliti jenis dan jumlah
energi yang digunakan di setiap tingkat proses
manufaktur. Oleh karena itu, diperlukan suatu prosedur
pencatatan penggunaan energi secara sistimatis dan
berkesinambungan.        Pengumpulan data kemudian
diikuti dengan analisa dan pendefinisian kegiatan
konservasi energi yang akan dilaksanakan.
          Gabungan antara pengumpulan data, analisa
data dan definisi kegiatan konservasi disebut sebagai
audit energi.

1.1 Jenis Audit Energi

         Jangkauan audit energi dimulai dari survei data
sederhana hingga pengujian data yang sudah ada
secara rinci, digabungkan dengan uji coba pabrik secara
khusus, yang dirancang untuk menghasilkan data baru.
Lamanya pelaksanaan suatu audit bergantung pada
besar dan jenis fasilitas proses pabrik dan tujuan dari
audit itu sendiri.
         Survei awal atau Audit Energi Awal (AEA) dapat
dilaksanakan dalam waktu satu atau dua hari untuk

instalasi pabrik yang sederhana, namun untuk instalasi
pabrik yang lebih komplek diperlukan waktu yang lebih
lama. AEA terdiri dari dua bagian, yaitu:
    1. Survei manajemen energi.
        Surveyor (atau auditor energi) mencoba untuk
        memahami kegiatan manajemen yang sedang
        berlangsung dan kriteria putusan investasi yang
        mempengaruhi proyek konservasi.

   2. Survei energi (teknis)
       Bagian teknis dari AEA secara singkat
      mengulas kondisi dan operasi peralatan dari
      pemakai energi yang penting (misalnya boiler
      dan sistem uap) serta instrumentasi yang
      berkaitan dengan efisiensi energi. AEA akan
      dilakukan dengan menggunakan sesedikit
      mungkin instrumentasi portable. Auditor energi
      akan bertumpu pada pengalamannya dalam
      mengumpulkan data yang relevan dan
      mengadakan observasi yang tepat, sehingga
      memberikan diagnosa situasi energi pabrik
      secara cepat.

        AEA sangat berguna untuk mengenali sumber-
sumber pemborosan energi dan tindakan-tindakan
sederhana yang dapat diambil untuk meningkatkan
efisiensi energi dalam jangka pendek.
        Contoh tindakan yang dapat diidentifikasi
dengan mudah ialah hilang atau cacatnya insulasi,
kebocoran uap dan udara-tekan, peralatan yang tidak
dapat digunakan, kurangnya kontrol yang tepat

terhadap perbandingan udara dan bahan bakar di dalam
peralatan        pembakar.     AEA     seharusnya     juga
mengungkapkan kurang sempurnanya pengumpulan
dan penyimpanan analisa data, dan area dimana
pengawasan manajemen perlu diperketat. Hasil yang
khas dari AEA ialah seperangkat rekomendasi tentang
tindakan berbiaya rendah yang segera dapat
dilaksanakan dan rekomendasi audit yang lebih
ekstensif untuk menguji dengan lebih teliti area pabrik
yang terpilih.
          Audit Energi Terinci (AET) biasanya dilakukan
sesudah AEA, dan akan membutuhkan beberapa
minggu bergantung pada sifat dan kompleksitas pabrik.
Selain mengumpulan data pabrik dari catatan yang ada,
instrumentasi portable digunakan untuk mengukur
parameter operasi yang penting yang dapat membantu
team mengaudit energi dalam neraca material dan
panas pada peralatan proses. Uji sebenarnya yang
dijalankan serta instrumen yang diperlukan bergantung
pada jenis fasilitas yang sedang dipelajari, serta tujuan,
luas dan tingkat pembiayaan program manajemen
energi.
          Jenis uji yang dijalankan selama audit energi
terinci mencakup uji efisiensi pembakaran, pengukuran
suhu dan aliran udara pada peralatan utama yang
menggunakan bahan bakar, penentuan penurunan
faktor daya yang disebabkan oleh berbagai peralatan
listrik, dan uji sistem proses untuk operasi yang masih di
dalam spesifikasi.

1.2 Tujuan Audit Energi

        Setelah mendapatkan hasil uji, auditor energi
menganalisa hasil tersebut melalui suatu kalkulasi
dengan menggunakan materi pendukung yang ada
(misalnya tabel, bagan). Kemudian hasil uji tersebut
digunakan untuk menyusun neraca energi, dimulai dari
setiap peralatan yang diuji dan selanjutnya instalasi
pabrik seluruhnya. Dari neraca energi, dapat ditentukan
efisiensi peralatan dan ada tidaknya peluang
penghematan biaya energi.        Setelah itu, dilakukan
pengujian lebih rinci terhadap setiap peluang, perkiraan
biayanya dan manfaat dari pilihan-pilihan yang telah
ditentukan.
        Dalam beberapa hal, auditor energi tidak dapat
memberikan rekomendasi mengenai suatu investasi
khusus, mengingat resikonya atau karena total
investasinya terlalu besar. Dalam hal ini, auditor energi
akan memberikan suatu rekomendasi mengenai studi
kelayakan (misalnya penggantian boiler, perubahan
tungku pembakaran, penggantian sistem uap air dan
perubahan proses).
        Hasil akhir AET akan berupa laporan terinci yang
memuat rekomendasi disertai dengan manfaat dan
biaya terkait serta program pelaksanaannya.
        Secara umum cukup sulit untuk menyimpulkan
besarnya penghematan yang dapat diidentifikasi melalui
audit energi. Namun begitu, penghematan biasanya
mendekati jumlah yang cukup berarti, sekalipun melalui
audit energi yang paling sederhana. Sebagai petunjuk
kasar,    audit     energi  awal    diharapkan     dapat

mengidentifikasi penghematan sebesar 10 persen, yang
umumnya dapat dicapai melalui tindakan house keeping
pada instalasi pabrik atau tindakan lain yang
memerlukan investasi modal kecil. Audit energi terinci
seringkali dapat mencapai penghematan sebesar 20
persen atau lebih untuk jangka menengah dan panjang.

BAB II
          METODOLOGI PELAKSANAAN




       Adalah pemahaman tujuan pekerjaan, yaitu
untuk melakukan identifikasi potensi penghematan
energi pada sarana/fasilitas produksi dan peralatan
pengguna energi, yang bertujuan untuk mengetahui
pola penggunaan energi & potensi penghematan energi.
Sehingga sasaran-sasaran yang akan dicapai, seperti :
    Menurunnya intensitas penggunaan energi di
       industri.
    Meningkatnya peran serta industri dalam
       program konservasi energi.
    Pengurangan ketergantungan terhadap BBM.
    Pengurangan pencemaran yang dapat merusak
       kualitas lingkungan.
    Peningkatan daya saing produk.
    Peningkatan effisiensi penggunaan energi dalam
       berproduksi.

       Agar dapat terwujud secara benar dan terarah,
maka perlu dilakukan pendekatan-pendekatan yang
memenuhi kapasitas dan kebutuhan dari hal – hal yang
menjadi output/ keluaran aktivitas. Beberapa metode
yang dapat digunakan dalam pelaksanaan asesmen
energi antara lain adalah:

2.1.   Goal Seek Method.

        Intensitas    Konsumsi    Energi      (IKE),
merupakan parameter utama yang harus dicari dan
ditentukan, baik pada sistem proses produksi
maupun pada peralatan utility (boiler, chiller,
compressor, pompa, dll). Dengan besaran/nilai IKE
tersebut dapat dikembangkan menjadi formulasi dan
simulasi analisis peluang penghematan energi.

2.2.   Pareto Chart;

        Merupakan grafik yang dapat dijadikan
alat/tools untuk menentukan permasalahan utama
atau identifikasi masalah inti.          Mekanisme
pendekatan masalah menggunakan pareto chart,
sebagai berikut :
  Tentukan karakterisitik mutu, misalnya teknologi
    pengguna energi terbesar sebagai kunci untuk
    diasumsikan bahwa persentase penghematan
    yang akan diperoleh memiliki nilai energi yang
    besar, meskipun untuk sementara belum
    diketahui berapa persen potensi hemat energi
    yang akan didapat. Apabila prosentase potensi
    yang diperoleh kecil, dikalikan dengan kapasitas
    yang besar, maka nilai yang diperoleh cukup
    signifikan.
 Untuk memperoleh bobot pengguna energi
    terbesar, maka dilakukan stratifikasi objek
    peralatan.

   Dari hasil stratifikasi diperoleh sebaran objek
    (peralatan pengguna energi) mulai pengguna
    energi terbesar hingga ke peralatan pengguna
    energi yang terkecil.

2.3.    Metode 5W + 1H

          Digunakan untuk mencari akar masalah
 (sumber pemborosan yang dapat dikonversi menjadi
 potensi / peluang hemat energi) pada peralatan
 pengguna energi yang telah ditentukan dari hasil
 pareto chart.      Mekanisme pendekatan masalah
 menggunakan metode 5W + 1H, sebagai berikut :
 Where; untuk menemukan dimana sumber yang
    berpotensi terjadinya pemborosan energi.
 What;       untuk    mengidentifikasi    apa   yang
    menyebabkan hingga terjadinya pemborosan
    energi.
 Why; untuk mengidentifikasi penyebab hal itu
    terjadi;
 Who; untuk mengidentifikasi siapa yang menjadi
    trigger    (aktor  utama)    terjadinya    potensi
    pemborosan energi pada peralatan yang sedang
    diteliti.
    Analisa berdasarkan 5M (Man/ Manpower,
    Machine, Material, Metode, Mother Nature /
    lingkungan kerja).
 When; untuk mengidentifikasi waktu terjadinya
    masalah, dapat didiskusikan dengan operator
    apakah kejadiannya bersifat siklus, tidak menentu

ataukah ada pengaruh dari proses operasi
    peralatan lain.
   How; Bagaimana mengatasi akar masalah
    (sumber pemborosan yang dapat dikonversi
    menjadi potensi/peluang hemat energi) tersebut.

2.4.    Metode pengamatan dan pengukuran;

       Untuk melihat efektifitas, dan performansi
operasi peralatan yang ada. Data-data primer
(pengamatan langsung dan hasil pengukuran) dan
data sekunder (log-sheet dan hasil wawancara)
sangat diperlukan untuk membantu di dalam analisa
Neraca Massa dan Energi (Mass & Heat Balance).
Hasil pengukuran yang diambil berdasarkan
pertimbangan peningkatan efektifitas dan effisiensi
peralatan (menghindari terjadinya penurunan
performa akibat efek kegiatan effisiensi energi).

BAB III
     PROSEDUR DAN TEKNIS PELAKSANAAN




3.1 Prosedur

        Pelaksanaan audit energi merupakan gabungan
interaksi antara tim auditor dan obyek audit. Agar
interaksi berjalan dengan baik dan efektif, langkah-
langkah yang perlu dilakukan adalah:
     - Inisiasi kegiatan audit;
     - Penyiapan/preparasi pelaksanaan audit;
     - Pelaksanaan audit;
     - Evaluasi dan Pelaporan
        Gambar 1 merupakan bagan alir pelaksanaan
audit yang menggambarkan berbagai kegiatan awal
calon pelaksana sampai ke kegiatan akhir audit energi.
        Tahap 1 dan Tahap 2 merupakan tahapan yang
dilakukan oleh calon auditor sampai pada kesimpulan
apakah audit dapat dilakukan secara keseluruhan atau
hanya dilakukan pada beberapa bagian berdasarkan
evaluasi awal yang dilakukan.

Setelah mendapatkan kesimpulan bahwa
pelaksanaan audit akan dilakukan, maka perlu
ditentukan berbagai langkah atau prosedur yang akan
dilakukan. Prosedur yang dipakai akan bervariasi
menurut ruang lingkup audit yang diusulkan serta
menurut ukuran dan jenis fasilitas. Prosedur berikut ini
secara       umum      biasa      digunakan       untuk
pelaksanaan/eksekusi audit energi .

Langkah 1:
Perencanaan keseluruhan kegiatan audit yang akan
dilakukan. Tindakan ini mencakup penentuan tujuan
audit, pembagian fasilitas pabrik menjadi bagian
pelaksanaan atau cost center, pemilihan anggota team
audit serta pemberian tanggung jawabnya, dan
pemilihan instrumen yang diperlukan.

Langkah 2:
Inisiasi pertemuan dan diskusi teknis dengan tim
pendamping industri obyek.

Langkah 3:
Pengamatan singkat lapangan (walk through survey)
yang sekaligus dapat melakukan in house training
terhadap tim pendamping industri obyek.

Langkah 4:
Pengumpulan data pemakaian energi dan data produksi
yang diambilkan dari bagian atau cost center tertentu
(form data sheet, data historis, dan lain-lain). Jika

diperlukan, dapat diadakan uji coba sistem/peralatan
untuk mendapatkan data tambahan mengenai unjuk
kerja dari peralatan khusus serta unit-unit atau cost
center tertentu.

Langkah 5:
Pengolahan data dan evaluasi awal untuk mendapatkan
neraca energi, neraca massa, intensitas energi serta
mengidentifikasi peluang penghematan energi (PPE).
Hasil identifikasi PPE selanjutnya dianalisis untuk
menghasilkan daftar PPE berdasarkan besaran
penghematan yang mungkin diperoleh.

Langkah 6:
Presentasi dan diskusi dengan tim pendamping industri
obyek terhadap berbagai temuan dan hasil daftar PPE
awal yang diperoleh. Langkah ini dilakukan sekaligus
untuk melakukan klarifikasi berbagai data dan informasi
sehingga pada saat pelaksanaan analisis rinci dilakukan
dengan basis data dan informasi yang benar dan juga
dapat diterima oleh kedua pihak.

Langkah 7:
Melakukan evaluasi dan analisis rinci terhadap PPE
yang diperoleh.

Langkah 8:
Menyusun Laporan audit energi mencakup berbagai
rekomendasi PPE dan manajemen energi yang
disampaikan kepada industri obyek.

3.2 Teknis Pelaksanaan Kegiatan

           Audit energi merupakan aktivitas /kegiatan teknis
    yang sistematis, bertujuan untuk mencari PPE pada
    suatu fasilitas pengguna energi (mesin / peralatan yang
    terdapat di suatu plant). Output audit energi, berupa
    laporan peluang penghematan energi pada suatu cost
    center (pusat-pusat biaya energi) yang dapat dicapai
    setelah dilakukan pengamatan, pengukuran, dan
    analisa energi (perhitungan & pertimbangan energi).
           Fokus audit energi mengidentifikasi, mengukur
    serta menghitung penyimpangan / anomali dari
    penggunaan energi, yang umumnya terjadi apabila
    energi tersebut berinteraksi dengan mesin (peralatan
    yang menggunakan energi), manusia, dan metode yang
    berada dalam suatu sistem proses (proses produksi,
    dll).
           Dengan demikian fokus operasi Audit energi
    mencakup ;
   Mesin, melakukan pengukuran dan penilaian kinerja
    operasi mesin.
   Manusia, melakukan pengamatan dan evaluasi
    karakteristik manusia yang sedang berinteraksi dalam
    suatu proses produksi.
   Metode, melakukan pengamatan dan evaluasi
    optimalisasi metode yang digunakan dalam suatu
    sistem produksi.
   Material, melakukan pengamatan dan evaluasi material
    dalam system produksi (produktifitas)

   Mother Nature, mengamati kondisi lingkungan kerja
    (apakah mendukung performance operator atau tidak).

            Di dalam pelaksanaannya, tahapan yang
    dilakukan disesuaikan dengan technical approach,
    dimana data dan informasi merupakan input (data
    driven) yang akan diproses dengan metode, tools / alat,
    serta teknik-teknik pemecahan masalah untuk
    mendapatkan hasil audit energi yang akurat.

Secara garis besar teknis pelaksanaan kegiatan
audit energi di sektor industri adalah sebagai berikut :

3.2.1. Survei Awal Industri
     Kegiatan survei ini bertujuan untuk mendapatkan
     data awal, penyampaian technical message dan
     rencana kerja ke industri yang akan diaudit.
     Diharapkan dari kunjungan ini terjalin komunikasi,
     kordinasi kerja dan sinergi antara pihak industri
     dengan auditor.

3.2.2. Pelatihan (in-house training)
    Sebelum melakukan audit energi, sebaiknya pihak
    auditor memberikan pelatihan (in-house training)
    mengenai teknik konservasi energi kepada
    staf/personel yang diusulkan oleh pihak industri
    obyek. Kegiatan pelatihan (in-house training) ini
    ditujukan untuk memberikan bimbingan kepada
    SDM industri dalam melakukan audit energi dan
    teknik-teknik konservasi energi. Kegiatan pelatihan
    (in-house training) ini meliputi:
    a. Pemberikan materi mengenai pengelolaan
        energi dan teknik-teknik konservasi energi
     b. Pemberian evaluasi kepada peserta pelatihan
        guna menentukan SDM yang akan turut serta
        mengikuti audit energi bersama dengan
        konsultan
     c. Pembentukkan tim pendamping audit energi
        (team Industri Obyek).

3.2.3. Melakukan Pengkajian Energi
     Setelah melaksanakan pelatihan (in-house training),
     tahap selanjutnya adalah melakukan pengkajian
     energi. Tahapan yang perlu dilakukan di dalam
     pelaksanaan pengkajian energi ini adalah sebagai
     berikut :
    a. Identifikasi budaya hemat energi dan upaya-
        upaya konservasi energi
        Di dalam pelaksanaan audit energi identifikasi
        budaya hemat energi dan upaya-upaya
        konservasi energi dilakukan dengan cara
        wawancara guna mengevaluasi penghematan
        energi yang telah dilakukan oleh industri.

   b. Pengumpulan data
      Pengumpulan data pada pelaksanaan audit
      energi ditujukan untuk mendapatkan informasi
      mengenai kondisi performa peralatan pengguna
      energi dan teknologi yang digunakan serta
      kondisi operasi proses pada masing-masing
      peralatan pengguna energi.        Data yang
      terkumpul berupa data sekunder dan primer.
             Data sekunder ini diperlukan untuk
      mendapatkan informasi mengenai spesifikasi
      design peralatan pengguna energi dan kondisi
      operasi pada masing-masing unit, yang akan
      digunakan untuk mendukung analisis data
      primer dan evaluasi selanjutnya.

i.  Pengumpulan Data Sekunder
     Data sekunder yang dikumpulkan pada
 setiap industri yang dilakukan assesmen energi
 antara lain mencakup :

   keseluruhan     plant    dan   masing-masing
   proses/peralatan utama.
 Profil konsumsi energi. Data histories
   penggunaan energi (harian, bulanan dan
   tahunan) untuk keseluruhan plant dan masing-
   masing proses/peralatan utama.
 Profil konsumsi material, produksi dan limbah.
   Data histories penggunaan material proses,
   produksi dan produk limbah yang dihasilkan
   (harian, bulanan dan tahunan) untuk
   keseluruhan     plant    dan   masing-masing
   proses/peralatan utama.

ii. Pengumpulan Data Primer
     Pengumpulan data primer dilakukan melalui
survei dan pengukuran lapangan guna untuk
mendapatkan informasi data teknis dan operasi
aktual serta spesifikasi peralatan yang berkaitan

dengan operasional peralatan pengguna energi di
industri. Kegiatan pengumpulan data primer ini
diawali dengan walk-trough ke lapangan
mengetahui kondisi operasi peralatan pengguna
energi serta menentukan titik-titik pengukuran
yang diperlukan.
     Data operasi aktual pada masing-masing unit
antara lain meliputi: input& output, spesifikasi
peralatan, konsumsi energi, kondisi operasi
(temperatur,    tekanan,     flow   rate)    serta
faktor/parameter lain yang turut menentukan
operasi yang akan dikumpulkan berdasarkan data
logsheet peralatan pengguna energi.
     Dalam pengumpulan data primer ini dilakukan
juga wawancara dengan pihak manajemen,
operator dan atau penanggung jawab bidang
energi menyangkut kegiatan pola pengoperasian
pabrik, modifikasi atau retrofitting / revamping
yang pernah dilakukan, baik dalam rangka
peningkatan efisiensi, reliabilitas, kapasitas
maupun konservasi energi. Untuk memudahkan
dalam pengumpulan data primer, dalam survei
lapangan ini dilakukan dengan menggunakan
kuisioner yang mana pengisiannya akan dipandu
oleh konsultan sehingga semua pertanyaan yang
ada pada kuisioner dapat dijawab oleh responden.
    Data dan parameter proses pada kondisi
operasi aktual yang tidak tercatat dari logsheet
pabrik ataupun ruang kendali (control room) tetapi
diperlukan dalam evaluasi, dapat diperoleh
dengan cara melakukan pengukuran langsung

(load     survey)      dan       parameter-parameter
        pengoperasian seperti: tekanan, suhu, laju alir
        (flow rate) yang diukur dengan menggunakan alat
        ukur portable.
            Pengukuran dilakukan pada kondisi beban
        operasi normal dengan memperhatikan prosedur
        operasi yang dijalankan, meliputi:
        pengukuran temperatur, kelembaban, tekanan,
        flow rate, kondisi kelistrikan (tegangan, arus, daya,
        faktor daya, dan lain-lain), serta parameter-
        parameter lainnya yang diperlukan untuk
        dianalisis.

3.2.4. Analisis Data dan Peluang Penghematan Energi
        Dari hasil pengumpulan data, selanjutnya
    dilakukan analisis data.           Analisis tersebut
    dimaksudkan untuk mengetahui secara rinci
    besarnya potensi penghematan energi yang dapat
    dilakukan dan menyusun rekomendasi langkah-
    Iangkah penghematan energi berdasarkan kriteria;
    tanpa biaya, biaya rendah, biaya sedang dan biaya
    tinggi yang dapat ditindaklanjuti oleh pihak industri.

          Kegiatan analisis data meliputi:
   i.     Analisis sumber energi dan konsumsi energi
          pada peralatan pengguna energi;
  ii.     Mass and Heat Balance; untuk menghitung
          seberapa besar utilitas penggunaan energi dan
          losses energi pada suatu sistem proses dan
          masing-masing peralatan pengguna energi;
          Losses energi ini kemudian dianalisa untuk

dipertimbangkan berapa biaya (khusus yang
        bersifat medium dan high cost implementasi)
        yang harus dikeluarkan untuk mengkonversi
        losses tersebut menjadi potensi hemat energi.
 iii.   Menganalisis/inventarisasi konsumsi energi
        terhadap produk yang dihasilkan atau intensitas
        energi terhadap alur proses maupun peralatan
        pengguna energi sebagai parameter untuk
        mengetahui tingkat efektifitas dan efisiensi
        penggunaan energi;
 iv.    Menganalisis      performance     dan   efisiensi
        peralatan pengguna dan penghasil energi;
 v.     Menentukan benchmark intensitas energi;
 vi.    Identifikasi potensi konservasi energi guna
        mengetahui       tingkat   efisiensi   peralatan
        pengguna energi;
 vii.   Menganalisis secara teknik dan ekonomi untuk
        mengetahui kelayakan potensi konservasi
        energi;
viii.   Rekomendasi langkah-langkah implementasi
        potensi / peluang konservasi energi disusun
        berdasarkan skala prioritas biaya implementasi
        (no cost / low cost, medium cos, dan high cost).

3.2.5. Studi Kelayakan (Feasibility Study)
        Berbagai peluang penghematan energi yang
diperoleh selanjutnya didiskusikan dengan pihak
industri. Dari berbagai peluang penghematan energi
tersebut kemudian dipilih beberapa peluang untuk
dianalisis kelayakannya. Panduan pelaksanaan Studi

3.2.6. Diskusi
        Penyelenggaraan diskusi dilakukan untuk
memaparkan dan membahas hasil-hasil audit energi
beserta rekomendasinya dengan pihak industri dan
pihak-pihak yang berkepentingan dengan kegiatan audit
energi tersebut.

3.2.7. Menyusun Laporan
       Saat laporan disiapkan, semua data yang
terkumpul dan perhitungan yang dibuat dimasukkan ke
dalam laporan tersebut. Temuan-temuan serta saran-
saran dibahas dan beberapa saran dikemukakan untuk
segera dijalankan dan beberapa lainnya diberikan untuk
pengkajian lanjutan yang lebih rinci.

BAB IV
           PEMBANGUNAN BASELINE




        Baseline energi merupakan suatu persamaan
linier sederhana yang menggambarkan hubungan
tingkat produksi terhadap energi yang dibutuhkan.
Adanya Perbaikan/ improvement dapat berpengaruh
pada nilai intercept dan slope dari garis baseline
energi.

   Apabila industri mengganti peralatan dengan yang
    lebih hemat, maka garis intercept akan turun;
   Apabila industri melakukan pola operasi yang
    efisien, maka sudut garis slope akan turun;

Sehingga secara agregat garis baseline akan
berubah (lebih turun dan lebih landai), sehingga untuk
mendapatkan suatu tingkat produksi energi yang
dibutuhkan, kWh lebih kecil dibandingkan sebelumnya.
Dengan demikian, disini akan terjadi efisiensi energi.

        PERANGKAT PENGUKURAN ENERGI




       Beberapa alat pengukuran konsumsi energi
yang sering dipergunakan dalam pelaksanaan asesmen
energi antara lain adalah:
 Power Analyzer
   Secara umum, analisis daya digunakan untuk
   menjelaskan fluktuasi beban kVA yang terhubung
   dengan beban yang sebenarnya.
 Clamp pada Tester Power
   Penjepit pada tester daya adalah pengukur
   perangkat listrik untuk menentukan Tegangan, Arus,
   Tegangan / arus puncak, efektif / reaktif / daya nyata
   (satu-fase atau 3-fase), Faktor Daya, Reaktivitas,
   sudut fasa, Frekuensi, deteksi Fase (3 - tahap),
   Tegangan / level harmonis arus (sampai 20).
 Lux meter
   Lux meter digunakan untuk mengukur tingkat
   pencahayaan / tingkat kuat cahaya iluminasi.
 Pengukuran Kelembaban
   Kelembaban meter adalah jenis instrumen audit
   energi yang digunakan untuk mengukur tingkat
   kelembaban.
 Anemometer
   Anemometer adalah jenis instrumen audit energi
   yang digunakan untuk mengukur kecepatan aliran
   udara.

   Manometer
    Manometer adalah alat audit energi yang digunakan
    untuk mengukur perbedaan tekanan antara dua titik
    pengukuran. Manometer biasa digunakan dalam
    pipa distribusi (udara, air dan gas), peralatan seperti
    kompresor dan pompa.
   Sound meter
    Sound meter adalah alat yang digunakan untuk
    mengukur tingkat kebisingan dalam desibel (dB).
    Sound meter digunakan pada hampir semua
    peralatan industri, seperti memutar mesin dan pipa
    distribusi.   Sound      meter    dapat     membantu
    memberikan diagnosis dini kebocoran dan
    menentukan tingkat kesehatan kerja.
   Pengukuran Putaran
    Kecepatan pengukuran yang digunakan untuk
    mengukur kecepatan rotasi objek dengan rotasi unit
    per menit (RPM).
   Analyzer Gas Buang
    Audit energi instrumen yang digunakan untuk
    mengukur gas buang untuk mendapatkan efisiensi
    pembakaran bahan bakar.
   Meter Aliran Air
    Instrumen audit energi yang digunakan untuk
    mengukur aliran air.
   Detektor Kebocoran
    Instrumen audit energi yang digunakan untuk
    mendeteksi lokasi kebocoran dari sistem distribusi
    gas.

        Seluruh kegiatan audit energi disusun menjadi
suatu Laporan Audit Energi yang berisi seluruh tahapan
pelaksanaan kegiatan, hasil pengumpulan dan
pengolahan data, identifikasi peluang penghematan
energi (PPE), evaluasi dan analisis PPE yang dilengkapi
dengan kesimpulan dan rekomendasi yang disampaikan
kepada pihak industri obyek. Contoh susunan pelaporan

this Technical Guideline for Audit Energy within the
framework of Implementation of Energy Conservation and
CO2 Emission Reduction in Industrial Sector (Phase 1) can
be finalized in time.

       This Technical Guideline is structured to enhance
knowledge in implementation of energy conservation and
reduction of CO2 emission and have been discussed by
governments, experts and practitioners.

        It is expected that this Technical Guideline is useful
for the related parties to implement energy conservation
and reduction of CO2 emission. Finally, we would like to

CHAPTER I
                    INTRODUCTION




       Effective energy management process should be
based on the intended purposes and the necessary
actions to achieve the goals must be described in detail.
To impose boundaries an energy management program
in industry, it is necessary to determine accurately the
type and amount of energy used at each level of the
manufacturing process. Therefore we need a procedure
of recording the use of systematic and sustainable
energy. Data collection further followed by analyzing
and defining of energy conservation activities which
would implemented.
       The combination of data collection, data analysis
an defining of conservation activities is called the energy
audit.

1.1 Type of Energy Audit

        Energy audit coverage started from the simple
data survey to the test of existing data in detail,
combined with special factory test, designed to generate
new data. The duration of the implementation of an audit
depends on the size and type of plant processes facility
and objectives of the audit itself.
       Initial survey or Preliminary Energy Audit (PEA)
can be implemented within one or two days for simple
factory installation, but for more complex plant

installations may take longer. PEA consists of two parts,
namely:

  1. The survey of energy management,
     Surveyor (or energy auditor) tries to understand
     the management of ongoing activities and criteria
     of investment decisions which affect the
     conservation project.

  2. Survey of energy (technical)
     Technical part of the PEA briefly reviewed the
     state and operation of equipment from important
     energy users (such as boilers and steam
     systems) and instrumentation related to energy
     efficiency. PEA will be done in a much less
     portable instrumentation. Energy auditors will rely
     on their experience in collecting relevant data and
     conduct appropriate observations, thus giving the
     quickly energy situation diagnosis of the plant.

      PEA is very useful to identify the sources of
 energy wastage and simple actions that can be taken
 to improve energy efficiency in the short term.
       Examples of actions that could be identified
 easily is the missing or flawed insulation, steam and
 air-press leakage, instruments that cannot be used,
 the lack of precise control of air and fuel ratio in
 combustion equipment. PEA should also reveal the
 less perfect of the collection and storage of data
 analysis, and areas where management oversight
 needs to be tightened. The PEA typical results are a

set of recommendations on low-cost measures that
 can be implemented immediately and a more
 extensive audit recommendations for more detail
 testing with a selected area of the factory.
       Detailed Energy Audit (DEA) is usually
 performed after the PEA, and will require several
 weeks depending on the nature and complexity of the
 plant. In addition to data collected on the plant from
 the existing records, portable instrumentation is used
 to measure critical operating parameters that can
 assist teams in conducting energy audits of material
 and heat balance in the process equipment. Actual
 test run and the necessary instruments depend on the
 type of facility being studied, as well as purpose, size
 and level of financing energy management program.
       Type of test which run during detailed energy
 audit includes combustion efficiency test, temperature
 and air flow measurement in the main equipment that
 uses fuel, determining the decrease in power factor
 caused by various electrical equipment and process
 system test for operation that are still within
 specification.

1.2.   Energy Audit Purpose

       After obtaining the test results, the energy
   auditors analyze these results through a calculation
   using       the       existing      supporting material
   (e.g tables, charts). Then the test results are used to
   formulate the energy balance, started from each
   under-tested equipment and subsequently for the

factory     installation    entirely. From      the energy
balance, it can be determined the efficiency of
equipment and the presence or absence of
energy cost savings opportunities. After that, a more
detail test on each opportunity, estimated costs
and benefits of those choices that have been
determined is conducted.
     In some cases, the energy auditor cannot
provide recommendations regarding a particular
investment, due to the risks or because the total
of investment is too large. In such cases, the energy
auditor will provide a recommendation regarding the
feasibility study (e.g. replacement of boilers,
furnaces, water vapor system and the process
changing).
     The final DEA result will be a detail report
containing recommnedation along with benefits and
related costs and implementation program.
     In general, it is quite difficult to deduce the
amount of savings that can be identified through the
energy audits. However, savings are usually close
to significant numbers, even through the simplest
energy      audit. As    a rough       guide, the     initial
energy audits are expected to identify savings
of 10 percent, which generally can be achieved
through       house-keeping       action at     the factory
installation, or other actions that require little capital
investment.            Detailed energy audits           can
often achieved savings of 20 percent or more
for medium and long term period.

CHAPTER II
         IMPLEMENTATION METHODOLOGY


       Is the understanding of job objectives, namely to
identify potential energy savings in facilities / equipment
of production facilities and energy users, which aims to
determine patterns of energy use and energy saving
potential. So the goals to be achieved, such as:
    Reduced intensity of energy use in industry.
    Increased participation of industry in energy
       conservation programs.
    Reducing dependence on oil fuel
    Reducing            pollution that can damage
       environmental quality.
    Increasing competitiveness of the product.
    Increased efficiency of energy use in production

       In order to be realized correctly and directed, it is
necessary approaching that meet the capacity and
needs of the things that become the activities
output. Several methods that can be used in the
implementation of energy assessment include:

2.1. Goal Seek Method.

        Energy Consumption Intensity (ECI), is the main
parameter that should be sought and determined, both
in production process systems and utility equipment
(boiler, chiller, compressor, pump, etc.). With the
amount / value of ECI, it can be developed into a

formulation and simulation analysis of energy saving
opportunities.

2.2.   Pareto Chart;

       This is a graph that can be used as a tool to
determine the main issues or the identification of core
issues. Mechanism approaches of the problem by using
the pareto chart are as follows:
    Determine characteristics of quality, for example
       the biggest energy user equipment as a key to
       be identified with the assumption that the
       percentage of savings to be obtained has a great
       energy value, although for a while yet known
       what percentage of potential energy saving
       which will be obtained. Although the percentage
       of the potency obtained is small, when multiplied
       by a large capacity, then the obtained value is
       significant.
    To obtain the portion of the largest energy user,
      then the stratification of the equipment object is
      performed.
    The stratification result will show the distribution
      of the energy using equipment, from the largest
      down to the smallest energy consuming
      equipment.

2.3.   5W + 1H Method.

       This method been use to find the root of the
problem (the source of waste that can be converted

into potential / energy-saving opportunities) at the
energy user equipment which has been determined
from the pareto chart. Approach mechanism of the
problem using the method 5W + 1H, as follows:
      Where, to find where is the potential source of
       energy wastage.
      What, to identify what has led up to the waste of
       energy.
      Why, to identify the causes of it happened;
      Who: to identify who is the trigger (main actor) of
       potential waste of energy on equipment that
       being investigated.
       Analysis is  based 5M      (Man / Manpower,
       Machine, Material, Method, Mother Nature /
       Work Environment).
      When; to identify the time of when the problem
       occurs, can be           discussed          with
       the operator whether the incidence is cyclical,
       erratic or influence from the operation of other
       equipment
      How: to find the way of how to solve the root
       problem (the source of waste that can be
       converted into     potential  / energy –saving
       opportunities).

2.4.   Methods of observation and measurement;
       To see the effectiveness, and operating
       performance     of      existing  equipment,

primary data (direct     observation           and
measurement results) and secondary data (log-
sheets and interview results) are needed
to assist in the analysis of Mass and Energy
Balance (Mass & Heat Balance). The results
of measurements taken under consideration to
increase the effectiveness and efficiency of
equipment (avoid any loss in performance due
to the effects of energy efficiency activities).

CHAPTER III
PROCEDURE AND TECHNICAL IMPLEMENTATION


3.1 Procedure

      Implementation of energy audit is combined of
interaction between the audit team and audit object. In
order that the interaction is going well and effectively,
the steps that need to be addressed:
      - Initiation of audit activities;
      - Preparation of audit;
      - Conducting an audit;
      - Evaluation and Reporting

       Figure 1 is a flow chart illustrating the
implementation of audit beginning from implementing
various      candidate    activities   until  the energy
audit activities end.
       Step 1 and Step 2 are steps that being taken by
the prospective auditors until the audit can be done as
whole or only done in some part based on initial
evaluation.
       After getting conclusion that the audit will be
conducted, it is necessary to determine the various
steps or procedures to be performed. The procedures
that been used will be vary according to the
proposed scope of audit as well as by size and type
of facility. The following procedure is generally used
for the implementation / execution of energy audits.

Step 1:
Planning the overall audit activities that to be
performed. This includes determining the audit
objectives, division of plant facilities to be part of
execution or cost center. The selection of audit team
members and giving responsibilities, and the selection
of the necessary instruments.

Step 2:
Initiation of meetings and technical discussions with
the assistancy team of industry object.

Step 3:
Brief observation of the field (walk through surveys)
that at once can be done also in-house training to
assistancy team of industry object.

Step 4:
Data collection of energy consumption and production
data are taken from a part or a particular cost center
(data sheet form, historical data, etc.). If necessary,
conduct testing system / equipment to obtain
additional data of performance from the specific
equipment and the units or a specific cost center.

Step 5:
Data processing and initial evaluation to obtain the
energy balance, mass balance, energy intensity and to
identify energy saving opportunities (ESO). ESO
identification results is then analyzed to produce a list
of energy saving opportunities (ESO) based on the
amount of savings that might be obtained.

Step 6:
 Presentation and discussion with the assistancy team
 of industry object on the initial ESO lists for findings
 and the results obtained. Those steps are done at the
 same time to clarify the various data and information
 so that at the time of execution of a detailed analysis
 is conducted on the correct data basis and information
 and also it can be accepted by both parties.

 Step 7:
 Conduct detailed evaluation and analysis on the
 provided ESO.

 Step 8:
 Develop energy audit report includes a numbers of
 recommendation of ESO and management of energy
 that delivered to industrial objects.

3.2 Activity Implementation Techniques

         Energy audit is a systematic activity / technical
activities, aimed to explore the potential / energy saving
opportunities in the energy consuming facilities
(machinery / equipment contained in a plant). Energy
audit output is energy saving opportunities in the form of
reports on a cost center (centers of energy costs) that
can be achieved after the observation, measurement,
and analysis of energy (energy calculation and
consideration).
         Focus of energy audits is to identify, measure
and calculate the deviations / anomalies of energy use,

which generally occurs when the energy is interacting
with machines (equipment that uses energy), human,
and methods that are in a process system (production
processes, etc.).
         Thus the focus of energy audits operations
include;
  Machinaries, take measurements and assessment
     of the engine operating performance.
  Man, make observations and evaluation of human
     characteristics that are interacting in a production
     process.
  Methods, make observations and evaluation of
     optimization methods
  used in a production system.
  Materials, observation and evaluation of materials
     in the production system (productivity)
  Mother Nature, observe the conditions of work
     environment (whether support or not to the
     operator performance).

       In the implementation, the steps being taken are
adjusted with technical approach, where data and
information are the input (data driven) that will be
processed with the methods, tools / equipment, as
well as problem-solving      techniques     to   obtain
an accurate energy audit results.

In general, the technical implementation of
energy audit activities in the industral sector are as
follows:

3.2.1. Industrial Initial Survey
         This survey aims to obtain preliminary data,
    delivery of technical message and work plan to the
    industry is being audited. The expectation from this
    visit    is   established    communication,    work
    coordination and synergy between the industry with
    the auditors.

3.2.2. Training (in-house training)
        Before performing an energy audit, the auditor
    should provide training (in-house training) on energy
    conservation techniques to the staff / personnel
    proposed by the industry. Training activities (in-
    house training) are intended to provide guidance to
    the Industrial Human Resources in energy
    management in conducting energy audits and
    energy conservation techniques. The training
    activities (in-house training) consists of:
   a. Provide materials on energy management and
      energy conservation techniques
   b. Provide the evaluation to the workshop
      participants to determine who (human resources)
      that will participate follow energy audits in
      conjunction with consultant
    c. Establish energy audit escort team (team of
       object Industry).

3.2.3. Carry out Energy Assessment
         After conducting the training (in-house training),
     the next step is to conduct an assessment of
     energy. Steps that need to be done in the
     implementation of this energy assessment are as
     follows:
    a. Identification of energy-saving culture and
         energy conservation efforts
         In the implementation of energy audits,
         identification of energy-saving culture and
         energy conservation efforts are carried out by
         interviewing in order to evaluate the energy
         savings that have been done by industry.
    b. Data collection
         The collection of data on the implementation of
         energy audit aimed to obtain information about
         the condition of the performance of energy-
         consuming equipment and technology used and
         the process operating conditions in each of
         energy-consuming        equipment. The        data
         collected in the form of secondary and primary
         data.
                  Secondary data are needed to obtain
         information on design specifications and energy-
         consuming equipment operating conditions in
         each unit, which will be used to support the
         primary data analysis and further evaluation.

       i.  Collecting of Secondary data
             Secondary      data that collected at each
     industry that conducted energy assessment
     include the following:

 General         information      of        industry,
   process description, plot plan, plant layout
  Design data of major equipment ;
  Information on the         data          modification
   activity ever undertaken, both in order to
   increase efficiency,        reliability,    capacity
   and energy conservation;
  Supply and distribution of energy use (Energy
   Reference and          Energy Balance) for the
   whole plant and each                process / major
   equipment.
  Energy consumption profile. Historical data of
   energy use (daily, monthly and yearly) for the
   whole plant and each process / major
   equipment.
  Material consumption, production and waste
   profile. Historical data of process material
   used, products         and waste          generated
    production (daily, monthly and yearly) for the
   whole plant and each                process / major
   equipment.

  ii. Primary Data Collection
     The primary data is collected through surveys
and field measurements in order to           obtain
information and technical data and specifications
of the actual operation of equipment related to the
operation of energy user equipment in industry.
Primary data collection has started with a walk-
trough the pitch, knowing energy user equipment

operating conditions           and determination the
measurement points that are required.
     Actual operating data on each unit includes:
input & output, specification of equipment, energy
consumption, operating conditions (temperature,
pressure, flowrate) and other factor or parameters
that contribute in determining the operations that to
be compiled based on data logsheet energy user
equipment.
     In primary data collection was carried out also
interview with       management, operators and or
persons who responsible in the energy sector
related to activity patterns of plant operations,
modifications or retrofitting / revamping has ever
done,       both in order to increase efficiency,
reliability, capacity and energy conservation. To
facilitate the collection of primary data, the field
survey was conducted using the questionnaire in
which filling will be guided by the consultant so
that all applicable questions on the questionnaire
can be answered by respondents.
     Data and process       parameters on the    actual
operating conditions that are not recorded from
logsheet plant or control room but required in the
evaluation, can be        obtained        by      direct
measurement             (load      survey)         and
operating parameters such           as        pressure,
temperature, flow rate were measured using a
portable measuring instrument.
     Measurements were taken at normal operating
load conditions due to the operating/running
procedures, including:

The measurement of temperature, humidity,
   pressure,     flow    rate,   electrical   conditions
   (voltage, current, power, power factor, etc.), as well
   as other parameters that required for analysis.


3.2.4. Data          Analysis    and      Energy    Savings
          Opportunities
          From the results of data collection, data analysis
       is then performed. The analysis was intended to
       find out in detail the amount of potential energy
       savings that can be done and make
       recommendation steps for energy savings based on
       the criteria, no cost, low-cost, medium cost and
       high cost that can be performed upon by the
       industry.
          Data analysis activities include:
     i. Analyze         energy    sources     and    energy
          consumption in energy consuming equipment;
   ii. Mass and Heat Balance; to calculate how much
          the utility of energy use and energy losses in a
          system of processes and each energy-
          consuming equipment; Energy Losses is then
          analyzed to consider how much it costs (the
          special character of the medium and high cost of
          implementation) to be issued to convert losses
          into potential energy saving.
  iii. Analyze / inventory of energy consumption of
          products produced or the intensity of energy on
          process flow and process energy user
          equipment as a parameter to determine the level
          of effectiveness and efficiency of energy use;

iv.    Analyze performance and efficiency of      energy
         user equipment and energy producer equipment;
  v.     Determine benchmark of energy intensity;
  vi.    Identify the energy conservation     potency in
         order to determine the level of energy efficiency
         from energy user equipment;
 vii.    Analyze the technical and economic feasibility to
         determine the potency of energy conservation;
 viii.   Recommended implementation of potency             /
         energy conservation opportunities that have
         been prepared on the priority scale of
         implementation           costs           (no cost
         / low cost, medium cost, and high cost).


3.2.5. Feasibility Study
       Various energy      saving      opportunities were
    then discussed with the industry. Of the various
    energy saving opportunities are then selected a few
    opportunities to analyze its feasibility. Feasibility
    Study implementation Guideline can be found in
    Technical Guideline of Feasibility Study, Ministry of
    Industry - ICCTF, 2011.


3.2.6. Discussion.
        Executing    of discussion    was    conducted
    to describe and study    the result   of      energy
    audits and its recommendations to the industry
    and interested parties on the energy audit activities.

3.2.7. Compiling Reports.
        At the time the report is being prepared, all the
    collected data and calculations are included in the
    report. The findings and suggestions were discussed
    and some suggestions put forward tobe executed
    and several others are given for more detailed
    assessment.

                  BASELINE DEVELOPMENT




   Energy baseline is a simple linear equation that
describes the correlation between level production and
energy needed. The existence of repair/improvement
can affect the value of intercept and slope of the energy
baseline.

 When industry willing to replace equipment with
  more efficient, then the intercept line will go down;
 If the industry did the efficient operation pattern,
  then the angle of slope line will go down;

         ENERGY MEASUREMENT DEVICES




        Some energy consumption measurement
tools that are often used in the implementation of energy
assessment include:

    Power Analyzer
     In general, power analysis is used to explain kVA
     fluctuations load which connected with the actual
     load.
    Clamp On Tester Power
     Clamp on tester power is a meter of electrical
     devices that use for dtermining the voltage, current,
     voltage/current peak, effective /reactive / apparent
     power (single-phase or 3-phase), Power Factor,
     reactivity,     phase        angle,      frequency,
     phase detection (3 -phase), voltage / current
     harmonic levels (up to 20)
    Lux meter
     Lux meter is      used to measure         the level   of
     illumination / strong level of light illumination.
    Humidity Measurement
     Moisture meter is a type of energy audit
     instruments used to measure the humidity level.
    Anemometers
     Anemometers are the type of energy audit
     instruments used to measure air flow velocity.

   Manometers
    Manometer is a tool used to measure the pressure
    difference     between        two       measuring
    points. Manometer is used in the distribution pipes
    (air, water and gas), equipment such as
    compressors and pumps.
   Sound meter
    Sound meter is a tool used to measure the noise
    level in decibels (dB). Sound meters are used in
    almost all industrial equipment, such as rotating
    machinery and pipe distribution. Sound meters can
    help to provide early diagnosis and determine the
    level of leakage occupational health.
   Rotation Measurement
    The used speed of measurement for measuring
    the rotation speed of the object is the rotation
    of units per minute (RPM).
   Flue Gas Analyzer
    Energy audit instrument is used to measure the
    exhaust gas for fuel combustion efficiency.
   Water Flow Meter
    Energy      audit instrument used      to measure
    water flow.
   Leak Detector
    Energy audit instrument used to detect the location
    of leaks from gas distribution system.

                 AUDIT REPORT


     All the energy audit activities are organized into
the Energy Audit Report containing all stages of
implementation of activities, the results of collecting
and processing data, identify opportunities for energy
saving, Energy saving opportunities evaluation and
analysis which completed with conclusions and
recommendations, presented to the industrial object.

Appendix 1.

BAB I PENDAHULUAN Proses manajemen energi yang efektif haruslah berdasarkan pada tujuan yang telah ditetapkan dan harus diuraikan secara rinci tindakan-tindakan yang diperlukan untuk mencapai tujuan tersebut. Untuk memberi batasan suatu program manajemen energi di industri, perlu ditentukan secara teliti jenis dan jumlah energi yang digunakan di setiap tingkat proses manufaktur. Oleh karena itu, diperlukan suatu prosedur pencatatan penggunaan energi secara sistimatis dan berkesinambungan. Pengumpulan data kemudian diikuti dengan analisa dan pendefinisian kegiatan konservasi energi yang akan dilaksanakan. Gabungan antara pengumpulan data, analisa data dan definisi kegiatan konservasi disebut sebagai audit energi. 1.1 Jenis Audit Energi Jangkauan audit energi dimulai dari survei data sederhana hingga pengujian data yang sudah ada secara rinci, digabungkan dengan uji coba pabrik secara khusus, yang dirancang untuk menghasilkan data baru. Lamanya pelaksanaan suatu audit bergantung pada besar dan jenis fasilitas proses pabrik dan tujuan dari audit itu sendiri. Survei awal atau Audit Energi Awal (AEA) dapat dilaksanakan dalam waktu satu atau dua hari untuk Halaman 1 dari 32
  • 8. instalasi pabrik yang sederhana, namun untuk instalasi pabrik yang lebih komplek diperlukan waktu yang lebih lama. AEA terdiri dari dua bagian, yaitu: 1. Survei manajemen energi. Surveyor (atau auditor energi) mencoba untuk memahami kegiatan manajemen yang sedang berlangsung dan kriteria putusan investasi yang mempengaruhi proyek konservasi. 2. Survei energi (teknis) Bagian teknis dari AEA secara singkat mengulas kondisi dan operasi peralatan dari pemakai energi yang penting (misalnya boiler dan sistem uap) serta instrumentasi yang berkaitan dengan efisiensi energi. AEA akan dilakukan dengan menggunakan sesedikit mungkin instrumentasi portable. Auditor energi akan bertumpu pada pengalamannya dalam mengumpulkan data yang relevan dan mengadakan observasi yang tepat, sehingga memberikan diagnosa situasi energi pabrik secara cepat. AEA sangat berguna untuk mengenali sumber- sumber pemborosan energi dan tindakan-tindakan sederhana yang dapat diambil untuk meningkatkan efisiensi energi dalam jangka pendek. Contoh tindakan yang dapat diidentifikasi dengan mudah ialah hilang atau cacatnya insulasi, kebocoran uap dan udara-tekan, peralatan yang tidak dapat digunakan, kurangnya kontrol yang tepat Halaman 2 dari 32
  • 9. terhadap perbandingan udara dan bahan bakar di dalam peralatan pembakar. AEA seharusnya juga mengungkapkan kurang sempurnanya pengumpulan dan penyimpanan analisa data, dan area dimana pengawasan manajemen perlu diperketat. Hasil yang khas dari AEA ialah seperangkat rekomendasi tentang tindakan berbiaya rendah yang segera dapat dilaksanakan dan rekomendasi audit yang lebih ekstensif untuk menguji dengan lebih teliti area pabrik yang terpilih. Audit Energi Terinci (AET) biasanya dilakukan sesudah AEA, dan akan membutuhkan beberapa minggu bergantung pada sifat dan kompleksitas pabrik. Selain mengumpulan data pabrik dari catatan yang ada, instrumentasi portable digunakan untuk mengukur parameter operasi yang penting yang dapat membantu team mengaudit energi dalam neraca material dan panas pada peralatan proses. Uji sebenarnya yang dijalankan serta instrumen yang diperlukan bergantung pada jenis fasilitas yang sedang dipelajari, serta tujuan, luas dan tingkat pembiayaan program manajemen energi. Jenis uji yang dijalankan selama audit energi terinci mencakup uji efisiensi pembakaran, pengukuran suhu dan aliran udara pada peralatan utama yang menggunakan bahan bakar, penentuan penurunan faktor daya yang disebabkan oleh berbagai peralatan listrik, dan uji sistem proses untuk operasi yang masih di dalam spesifikasi.   • 10. 1.2 Tujuan Audit Energi Setelah mendapatkan hasil uji, auditor energi menganalisa hasil tersebut melalui suatu kalkulasi dengan menggunakan materi pendukung yang ada (misalnya tabel, bagan). Kemudian hasil uji tersebut digunakan untuk menyusun neraca energi, dimulai dari setiap peralatan yang diuji dan selanjutnya instalasi pabrik seluruhnya. Dari neraca energi, dapat ditentukan efisiensi peralatan dan ada tidaknya peluang penghematan biaya energi. Setelah itu, dilakukan pengujian lebih rinci terhadap setiap peluang, perkiraan biayanya dan manfaat dari pilihan-pilihan yang telah ditentukan. Dalam beberapa hal, auditor energi tidak dapat memberikan rekomendasi mengenai suatu investasi khusus, mengingat resikonya atau karena total investasinya terlalu besar. Dalam hal ini, auditor energi akan memberikan suatu rekomendasi mengenai studi kelayakan (misalnya penggantian boiler, perubahan tungku pembakaran, penggantian sistem uap air dan perubahan proses). Hasil akhir AET akan berupa laporan terinci yang memuat rekomendasi disertai dengan manfaat dan biaya terkait serta program pelaksanaannya. Secara umum cukup sulit untuk menyimpulkan besarnya penghematan yang dapat diidentifikasi melalui audit energi. Namun begitu, penghematan biasanya mendekati jumlah yang cukup berarti, sekalipun melalui audit energi yang paling sederhana. Sebagai petunjuk kasar, audit energi awal diharapkan dapat Halaman 4 dari 32
  • 11. mengidentifikasi penghematan sebesar 10 persen, yang umumnya dapat dicapai melalui tindakan house keeping pada instalasi pabrik atau tindakan lain yang memerlukan investasi modal kecil. Audit energi terinci seringkali dapat mencapai penghematan sebesar 20 persen atau lebih untuk jangka menengah dan panjang. Halaman 5 dari 32

BAB II METODOLOGI PELAKSANAAN Adalah pemahaman tujuan pekerjaan, yaitu untuk melakukan identifikasi potensi penghematan energi pada sarana/fasilitas produksi dan peralatan pengguna energi, yang bertujuan untuk mengetahui pola penggunaan energi & potensi penghematan energi. Sehingga sasaran-sasaran yang akan dicapai, seperti :  Menurunnya intensitas penggunaan energi di industri.  Meningkatnya peran serta industri dalam program konservasi energi.  Pengurangan ketergantungan terhadap BBM.  Pengurangan pencemaran yang dapat merusak kualitas lingkungan.  Peningkatan daya saing produk.  Peningkatan effisiensi penggunaan energi dalam berproduksi. Agar dapat terwujud secara benar dan terarah, maka perlu dilakukan pendekatan-pendekatan yang memenuhi kapasitas dan kebutuhan dari hal – hal yang menjadi output/ keluaran aktivitas. Beberapa metode yang dapat digunakan dalam pelaksanaan asesmen energi antara lain adalah: Halaman 6 dari 32
  • 13. 2.1. Goal Seek Method. Intensitas Konsumsi Energi (IKE), merupakan parameter utama yang harus dicari dan ditentukan, baik pada sistem proses produksi maupun pada peralatan utility (boiler, chiller, compressor, pompa, dll). Dengan besaran/nilai IKE tersebut dapat dikembangkan menjadi formulasi dan simulasi analisis peluang penghematan energi. 2.2. Pareto Chart; Merupakan grafik yang dapat dijadikan alat/tools untuk menentukan permasalahan utama atau identifikasi masalah inti. Mekanisme pendekatan masalah menggunakan pareto chart, sebagai berikut :  Tentukan karakterisitik mutu, misalnya teknologi pengguna energi terbesar sebagai kunci untuk diasumsikan bahwa persentase penghematan yang akan diperoleh memiliki nilai energi yang besar, meskipun untuk sementara belum diketahui berapa persen potensi hemat energi yang akan didapat. Apabila prosentase potensi yang diperoleh kecil, dikalikan dengan kapasitas yang besar, maka nilai yang diperoleh cukup signifikan.  Untuk memperoleh bobot pengguna energi terbesar, maka dilakukan stratifikasi objek peralatan.   • 14. Dari hasil stratifikasi diperoleh sebaran objek (peralatan pengguna energi) mulai pengguna energi terbesar hingga ke peralatan pengguna energi yang terkecil. 2.3. Metode 5W + 1H Digunakan untuk mencari akar masalah (sumber pemborosan yang dapat dikonversi menjadi potensi / peluang hemat energi) pada peralatan pengguna energi yang telah ditentukan dari hasil pareto chart. Mekanisme pendekatan masalah menggunakan metode 5W + 1H, sebagai berikut :  Where; untuk menemukan dimana sumber yang berpotensi terjadinya pemborosan energi.  What; untuk mengidentifikasi apa yang menyebabkan hingga terjadinya pemborosan energi.  Why; untuk mengidentifikasi penyebab hal itu terjadi;  Who; untuk mengidentifikasi siapa yang menjadi trigger (aktor utama) terjadinya potensi pemborosan energi pada peralatan yang sedang diteliti. Analisa berdasarkan 5M (Man/ Manpower, Machine, Material, Metode, Mother Nature / lingkungan kerja).  When; untuk mengidentifikasi waktu terjadinya masalah, dapat didiskusikan dengan operator apakah kejadiannya bersifat siklus, tidak menentu Halaman 8 dari 32
  • 15. ataukah ada pengaruh dari proses operasi peralatan lain.  How; Bagaimana mengatasi akar masalah (sumber pemborosan yang dapat dikonversi menjadi potensi/peluang hemat energi) tersebut. 2.4. Metode pengamatan dan pengukuran; Untuk melihat efektifitas, dan performansi operasi peralatan yang ada. Data-data primer (pengamatan langsung dan hasil pengukuran) dan data sekunder (log-sheet dan hasil wawancara) sangat diperlukan untuk membantu di dalam analisa Neraca Massa dan Energi (Mass & Heat Balance). Hasil pengukuran yang diambil berdasarkan pertimbangan peningkatan efektifitas dan effisiensi peralatan (menghindari terjadinya penurunan performa akibat efek kegiatan effisiensi energi).   • 16. BAB III PROSEDUR DAN TEKNIS PELAKSANAAN 3.1 Prosedur Pelaksanaan audit energi merupakan gabungan interaksi antara tim auditor dan obyek audit. Agar interaksi berjalan dengan baik dan efektif, langkah- langkah yang perlu dilakukan adalah: - Inisiasi kegiatan audit; - Penyiapan/preparasi pelaksanaan audit; - Pelaksanaan audit; - Evaluasi dan Pelaporan Gambar 1 merupakan bagan alir pelaksanaan audit yang menggambarkan berbagai kegiatan awal calon pelaksana sampai ke kegiatan akhir audit energi. Tahap 1 dan Tahap 2 merupakan tahapan yang dilakukan oleh calon auditor sampai pada kesimpulan apakah audit dapat dilakukan secara keseluruhan atau hanya dilakukan pada beberapa bagian berdasarkan evaluasi awal yang dilakukan.   • 18. Setelah mendapatkan kesimpulan bahwa pelaksanaan audit akan dilakukan, maka perlu ditentukan berbagai langkah atau prosedur yang akan dilakukan. Prosedur yang dipakai akan bervariasi menurut ruang lingkup audit yang diusulkan serta menurut ukuran dan jenis fasilitas. Prosedur berikut ini secara umum biasa digunakan untuk pelaksanaan/eksekusi audit energi . Langkah 1: Perencanaan keseluruhan kegiatan audit yang akan dilakukan. Tindakan ini mencakup penentuan tujuan audit, pembagian fasilitas pabrik menjadi bagian pelaksanaan atau cost center, pemilihan anggota team audit serta pemberian tanggung jawabnya, dan pemilihan instrumen yang diperlukan. Langkah 2: Inisiasi pertemuan dan diskusi teknis dengan tim pendamping industri obyek. Langkah 3: Pengamatan singkat lapangan (walk through survey) yang sekaligus dapat melakukan in house training terhadap tim pendamping industri obyek. Langkah 4: Pengumpulan data pemakaian energi dan data produksi yang diambilkan dari bagian atau cost center tertentu (form data sheet, data historis, dan lain-lain). Jika Halaman 12 dari 32
  • 19. diperlukan, dapat diadakan uji coba sistem/peralatan untuk mendapatkan data tambahan mengenai unjuk kerja dari peralatan khusus serta unit-unit atau cost center tertentu. Langkah 5: Pengolahan data dan evaluasi awal untuk mendapatkan neraca energi, neraca massa, intensitas energi serta mengidentifikasi peluang penghematan energi (PPE). Hasil identifikasi PPE selanjutnya dianalisis untuk menghasilkan daftar PPE berdasarkan besaran penghematan yang mungkin diperoleh. Langkah 6: Presentasi dan diskusi dengan tim pendamping industri obyek terhadap berbagai temuan dan hasil daftar PPE awal yang diperoleh. Langkah ini dilakukan sekaligus untuk melakukan klarifikasi berbagai data dan informasi sehingga pada saat pelaksanaan analisis rinci dilakukan dengan basis data dan informasi yang benar dan juga dapat diterima oleh kedua pihak. Langkah 7: Melakukan evaluasi dan analisis rinci terhadap PPE yang diperoleh. Langkah 8: Menyusun Laporan audit energi mencakup berbagai rekomendasi PPE dan manajemen energi yang disampaikan kepada industri obyek. Halaman 13 dari 32
  • 20. 3.2 Teknis Pelaksanaan Kegiatan Audit energi merupakan aktivitas /kegiatan teknis yang sistematis, bertujuan untuk mencari PPE pada suatu fasilitas pengguna energi (mesin / peralatan yang terdapat di suatu plant). Output audit energi, berupa laporan peluang penghematan energi pada suatu cost center (pusat-pusat biaya energi) yang dapat dicapai setelah dilakukan pengamatan, pengukuran, dan analisa energi (perhitungan & pertimbangan energi). Fokus audit energi mengidentifikasi, mengukur serta menghitung penyimpangan / anomali dari penggunaan energi, yang umumnya terjadi apabila energi tersebut berinteraksi dengan mesin (peralatan yang menggunakan energi), manusia, dan metode yang berada dalam suatu sistem proses (proses produksi, dll). Dengan demikian fokus operasi Audit energi mencakup ;  Mesin, melakukan pengukuran dan penilaian kinerja operasi mesin.  Manusia, melakukan pengamatan dan evaluasi karakteristik manusia yang sedang berinteraksi dalam suatu proses produksi.  Metode, melakukan pengamatan dan evaluasi optimalisasi metode yang digunakan dalam suatu sistem produksi.  Material, melakukan pengamatan dan evaluasi material dalam system produksi (produktifitas) Halaman 14 dari 32
  • 21. Mother Nature, mengamati kondisi lingkungan kerja (apakah mendukung performance operator atau tidak). Di dalam pelaksanaannya, tahapan yang dilakukan disesuaikan dengan technical approach, dimana data dan informasi merupakan input (data driven) yang akan diproses dengan metode, tools / alat, serta teknik-teknik pemecahan masalah untuk mendapatkan hasil audit energi yang akurat.   • 23. Secara garis besar teknis pelaksanaan kegiatan audit energi di sektor industri adalah sebagai berikut : 3.2.1. Survei Awal Industri Kegiatan survei ini bertujuan untuk mendapatkan data awal, penyampaian technical message dan rencana kerja ke industri yang akan diaudit. Diharapkan dari kunjungan ini terjalin komunikasi, kordinasi kerja dan sinergi antara pihak industri dengan auditor. 3.2.2. Pelatihan (in-house training) Sebelum melakukan audit energi, sebaiknya pihak auditor memberikan pelatihan (in-house training) mengenai teknik konservasi energi kepada staf/personel yang diusulkan oleh pihak industri obyek. Kegiatan pelatihan (in-house training) ini ditujukan untuk memberikan bimbingan kepada SDM industri dalam melakukan audit energi dan teknik-teknik konservasi energi. Kegiatan pelatihan (in-house training) ini meliputi: a. Pemberikan materi mengenai pengelolaan energi dan teknik-teknik konservasi energi b. Pemberian evaluasi kepada peserta pelatihan guna menentukan SDM yang akan turut serta mengikuti audit energi bersama dengan konsultan c. Pembentukkan tim pendamping audit energi (team Industri Obyek). Halaman 17 dari 32
  • 24. 3.2.3. Melakukan Pengkajian Energi Setelah melaksanakan pelatihan (in-house training), tahap selanjutnya adalah melakukan pengkajian energi. Tahapan yang perlu dilakukan di dalam pelaksanaan pengkajian energi ini adalah sebagai berikut : a. Identifikasi budaya hemat energi dan upaya- upaya konservasi energi Di dalam pelaksanaan audit energi identifikasi budaya hemat energi dan upaya-upaya konservasi energi dilakukan dengan cara wawancara guna mengevaluasi penghematan energi yang telah dilakukan oleh industri. b. Pengumpulan data Pengumpulan data pada pelaksanaan audit energi ditujukan untuk mendapatkan informasi mengenai kondisi performa peralatan pengguna energi dan teknologi yang digunakan serta kondisi operasi proses pada masing-masing peralatan pengguna energi. Data yang terkumpul berupa data sekunder dan primer. Data sekunder ini diperlukan untuk mendapatkan informasi mengenai spesifikasi design peralatan pengguna energi dan kondisi operasi pada masing-masing unit, yang akan digunakan untuk mendukung analisis data primer dan evaluasi selanjutnya. Pengumpulan Data Sekunder Data sekunder yang dikumpulkan pada setiap industri yang dilakukan assesmen energi antara lain mencakup :  Informasi umum industri, deskripsi proses, plot plan, plant Layout  Data desain peralatan utama;  Informasi mengenai data-data kegiatan modifikasi yang pernah dilakukan, baik dalam rangka peningkatan efisiensi, reliabilitas, kapasitas maupun konservasi energi;  Pasokan dan distribusi penggunaan energi (Energi Reference and Energi Balance) untuk keseluruhan plant dan masing-masing proses/peralatan utama.  Profil konsumsi energi. Data histories penggunaan energi (harian, bulanan dan tahunan) untuk keseluruhan plant dan masing- masing proses/peralatan utama.  Profil konsumsi material, produksi dan limbah. Data histories penggunaan material proses, produksi dan produk limbah yang dihasilkan (harian, bulanan dan tahunan) untuk keseluruhan plant dan masing-masing proses/peralatan utama. ii. Pengumpulan Data Primer Pengumpulan data primer dilakukan melalui survei dan pengukuran lapangan guna untuk mendapatkan informasi data teknis dan operasi aktual serta spesifikasi peralatan yang berkaitan Halaman 19 dari 32
  • 26. dengan operasional peralatan pengguna energi di industri. Kegiatan pengumpulan data primer ini diawali dengan walk-trough ke lapangan mengetahui kondisi operasi peralatan pengguna energi serta menentukan titik-titik pengukuran yang diperlukan. Data operasi aktual pada masing-masing unit antara lain meliputi: input& output, spesifikasi peralatan, konsumsi energi, kondisi operasi (temperatur, tekanan, flow rate) serta faktor/parameter lain yang turut menentukan operasi yang akan dikumpulkan berdasarkan data logsheet peralatan pengguna energi. Dalam pengumpulan data primer ini dilakukan juga wawancara dengan pihak manajemen, operator dan atau penanggung jawab bidang energi menyangkut kegiatan pola pengoperasian pabrik, modifikasi atau retrofitting / revamping yang pernah dilakukan, baik dalam rangka peningkatan efisiensi, reliabilitas, kapasitas maupun konservasi energi. Untuk memudahkan dalam pengumpulan data primer, dalam survei lapangan ini dilakukan dengan menggunakan kuisioner yang mana pengisiannya akan dipandu oleh konsultan sehingga semua pertanyaan yang ada pada kuisioner dapat dijawab oleh responden. Data dan parameter proses pada kondisi operasi aktual yang tidak tercatat dari logsheet pabrik ataupun ruang kendali (control room) tetapi diperlukan dalam evaluasi, dapat diperoleh dengan cara melakukan pengukuran langsung Halaman 20 dari 32
  • 27. (load survey) dan parameter-parameter pengoperasian seperti: tekanan, suhu, laju alir (flow rate) yang diukur dengan menggunakan alat ukur portable. Pengukuran dilakukan pada kondisi beban operasi normal dengan memperhatikan prosedur operasi yang dijalankan, meliputi: pengukuran temperatur, kelembaban, tekanan, flow rate, kondisi kelistrikan (tegangan, arus, daya, faktor daya, dan lain-lain), serta parameter- parameter lainnya yang diperlukan untuk dianalisis. 3.2.4. Analisis Data dan Peluang Penghematan Energi Dari hasil pengumpulan data, selanjutnya dilakukan analisis data. Analisis tersebut dimaksudkan untuk mengetahui secara rinci besarnya potensi penghematan energi yang dapat dilakukan dan menyusun rekomendasi langkah- Iangkah penghematan energi berdasarkan kriteria; tanpa biaya, biaya rendah, biaya sedang dan biaya tinggi yang dapat ditindaklanjuti oleh pihak industri. Kegiatan analisis data meliputi: i. Analisis sumber energi dan konsumsi energi pada peralatan pengguna energi; ii. Mass and Heat Balance; untuk menghitung seberapa besar utilitas penggunaan energi dan losses energi pada suatu sistem proses dan masing-masing peralatan pengguna energi; Losses energi ini kemudian dianalisa untuk Halaman 21 dari 32
  • 28. dipertimbangkan berapa biaya (khusus yang bersifat medium dan high cost implementasi) yang harus dikeluarkan untuk mengkonversi losses tersebut menjadi potensi hemat energi. iii. Menganalisis/inventarisasi konsumsi energi terhadap produk yang dihasilkan atau intensitas energi terhadap alur proses maupun peralatan pengguna energi sebagai parameter untuk mengetahui tingkat efektifitas dan efisiensi penggunaan energi; iv. Menganalisis performance dan efisiensi peralatan pengguna dan penghasil energi; v. Menentukan benchmark intensitas energi; vi. Identifikasi potensi konservasi energi guna mengetahui tingkat efisiensi peralatan pengguna energi; vii. Menganalisis secara teknik dan ekonomi untuk mengetahui kelayakan potensi konservasi energi; viii. Rekomendasi langkah-langkah implementasi potensi / peluang konservasi energi disusun berdasarkan skala prioritas biaya implementasi (no cost / low cost, medium cos, dan high cost). 3.2.5. Studi Kelayakan (Feasibility Study) Berbagai peluang penghematan energi yang diperoleh selanjutnya didiskusikan dengan pihak industri. Dari berbagai peluang penghematan energi tersebut kemudian dipilih beberapa peluang untuk dianalisis kelayakannya. Panduan pelaksanaan Studi Halaman 22 dari 32

Diskusi Penyelenggaraan diskusi dilakukan untuk memaparkan dan membahas hasil-hasil audit energi beserta rekomendasinya dengan pihak industri dan pihak-pihak yang berkepentingan dengan kegiatan audit energi tersebut. 3.2.7. Menyusun Laporan Saat laporan disiapkan, semua data yang terkumpul dan perhitungan yang dibuat dimasukkan ke dalam laporan tersebut. Temuan-temuan serta saran- saran dibahas dan beberapa saran dikemukakan untuk segera dijalankan dan beberapa lainnya diberikan untuk pengkajian lanjutan yang lebih rinci. Halaman 23 dari 32
  • 30. BAB IV PEMBANGUNAN BASELINE Baseline energi merupakan suatu persamaan linier sederhana yang menggambarkan hubungan tingkat produksi terhadap energi yang dibutuhkan. BAB V PERANGKAT PENGUKURAN ENERGI Beberapa alat pengukuran konsumsi energi yang sering dipergunakan dalam pelaksanaan asesmen energi antara lain adalah:  Power Analyzer Secara umum, analisis daya digunakan untuk menjelaskan fluktuasi beban kVA yang terhubung dengan beban yang sebenarnya.  Clamp pada Tester Power Penjepit pada tester daya adalah pengukur perangkat listrik untuk menentukan Tegangan, Arus, Tegangan / arus puncak, efektif / reaktif / daya nyata (satu-fase atau 3-fase), Faktor Daya, Reaktivitas, sudut fasa, Frekuensi, deteksi Fase (3 - tahap), Tegangan / level harmonis arus (sampai 20).  Lux meter Lux meter digunakan untuk mengukur tingkat pencahayaan / tingkat kuat cahaya iluminasi.  Pengukuran Kelembaban Kelembaban meter adalah jenis instrumen audit energi yang digunakan untuk mengukur tingkat kelembaban.  Anemometer Anemometer adalah jenis instrumen audit energi yang digunakan untuk mengukur kecepatan aliran udara.   • 33. Manometer Manometer adalah alat audit energi yang digunakan untuk mengukur perbedaan tekanan antara dua titik pengukuran. Manometer biasa digunakan dalam pipa distribusi (udara, air dan gas), peralatan seperti kompresor dan pompa.  Sound meter Sound meter adalah alat yang digunakan untuk mengukur tingkat kebisingan dalam desibel (dB). Sound meter digunakan pada hampir semua peralatan industri, seperti memutar mesin dan pipa distribusi. Sound meter dapat membantu memberikan diagnosis dini kebocoran dan menentukan tingkat kesehatan kerja.  Pengukuran Putaran Kecepatan pengukuran yang digunakan untuk mengukur kecepatan rotasi objek dengan rotasi unit per menit (RPM).  Analyzer Gas Buang Audit energi instrumen yang digunakan untuk mengukur gas buang untuk mendapatkan efisiensi pembakaran bahan bakar.  Meter Aliran Air Instrumen audit energi yang digunakan untuk mengukur aliran air.  Detektor Kebocoran Instrumen audit energi yang digunakan untuk mendeteksi lokasi kebocoran dari sistem distribusi gas.   • 45. CHAPTER I INTRODUCTION Effective energy management process should be based on the intended purposes and the necessary actions to achieve the goals must be described in detail. To impose boundaries an energy management program in industry, it is necessary to determine accurately the type and amount of energy used at each level of the manufacturing process. Therefore we need a procedure of recording the use of systematic and sustainable energy. Data collection further followed by analyzing and defining of energy conservation activities which would implemented. The combination of data collection, data analysis an defining of conservation activities is called the energy audit. 1.1 Type of Energy Audit Energy audit coverage started from the simple data survey to the test of existing data in detail, combined with special factory test, designed to generate new data. The duration of the implementation of an audit depends on the size and type of plant processes facility and objectives of the audit itself. Initial survey or Preliminary Energy Audit (PEA) can be implemented within one or two days for simple factory installation, but for more complex plant Page 1 of 30
  • 46. installations may take longer. PEA consists of two parts, namely: 1. The survey of energy management, Surveyor (or energy auditor) tries to understand the management of ongoing activities and criteria of investment decisions which affect the conservation project. 2. Survey of energy (technical) Technical part of the PEA briefly reviewed the state and operation of equipment from important energy users (such as boilers and steam systems) and instrumentation related to energy efficiency. PEA will be done in a much less portable instrumentation. Energy auditors will rely on their experience in collecting relevant data and conduct appropriate observations, thus giving the quickly energy situation diagnosis of the plant. PEA is very useful to identify the sources of energy wastage and simple actions that can be taken to improve energy efficiency in the short term. Examples of actions that could be identified easily is the missing or flawed insulation, steam and air-press leakage, instruments that cannot be used, the lack of precise control of air and fuel ratio in combustion equipment. PEA should also reveal the less perfect of the collection and storage of data analysis, and areas where management oversight needs to be tightened. The PEA typical results are a Page 2 of 30
  • 47. set of recommendations on low-cost measures that can be implemented immediately and a more extensive audit recommendations for more detail testing with a selected area of the factory. Detailed Energy Audit (DEA) is usually performed after the PEA, and will require several weeks depending on the nature and complexity of the plant. In addition to data collected on the plant from the existing records, portable instrumentation is used to measure critical operating parameters that can assist teams in conducting energy audits of material and heat balance in the process equipment. Actual test run and the necessary instruments depend on the type of facility being studied, as well as purpose, size and level of financing energy management program. Type of test which run during detailed energy audit includes combustion efficiency test, temperature and air flow measurement in the main equipment that uses fuel, determining the decrease in power factor caused by various electrical equipment and process system test for operation that are still within specification. 1.2. Energy Audit Purpose After obtaining the test results, the energy auditors analyze these results through a calculation using the existing supporting material (e.g tables, charts). Then the test results are used to formulate the energy balance, started from each under-tested equipment and subsequently for the Page 3 of 30
  • 48. factory installation entirely. From the energy balance, it can be determined the efficiency of equipment and the presence or absence of energy cost savings opportunities. After that, a more detail test on each opportunity, estimated costs and benefits of those choices that have been determined is conducted. In some cases, the energy auditor cannot provide recommendations regarding a particular investment, due to the risks or because the total of investment is too large. In such cases, the energy auditor will provide a recommendation regarding the feasibility study (e.g. replacement of boilers, furnaces, water vapor system and the process changing). The final DEA result will be a detail report containing recommnedation along with benefits and related costs and implementation program. In general, it is quite difficult to deduce the amount of savings that can be identified through the energy audits. However, savings are usually close to significant numbers, even through the simplest energy audit. As a rough guide, the initial energy audits are expected to identify savings of 10 percent, which generally can be achieved through house-keeping action at the factory installation, or other actions that require little capital investment. Detailed energy audits can often achieved savings of 20 percent or more for medium and long term period. Page 4 of 30

CHAPTER II IMPLEMENTATION METHODOLOGY Is the understanding of job objectives, namely to identify potential energy savings in facilities / equipment of production facilities and energy users, which aims to determine patterns of energy use and energy saving potential. So the goals to be achieved, such as:  Reduced intensity of energy use in industry.  Increased participation of industry in energy conservation programs.  Reducing dependence on oil fuel  Reducing pollution that can damage environmental quality.  Increasing competitiveness of the product.  Increased efficiency of energy use in production In order to be realized correctly and directed, it is necessary approaching that meet the capacity and needs of the things that become the activities output. Several methods that can be used in the implementation of energy assessment include: 2.1. Goal Seek Method. Energy Consumption Intensity (ECI), is the main parameter that should be sought and determined, both in production process systems and utility equipment (boiler, chiller, compressor, pump, etc.). With the amount / value of ECI, it can be developed into a Page 5 of 30
  • 50. formulation and simulation analysis of energy saving opportunities. 2.2. Pareto Chart; This is a graph that can be used as a tool to determine the main issues or the identification of core issues. Mechanism approaches of the problem by using the pareto chart are as follows:  Determine characteristics of quality, for example the biggest energy user equipment as a key to be identified with the assumption that the percentage of savings to be obtained has a great energy value, although for a while yet known what percentage of potential energy saving which will be obtained. Although the percentage of the potency obtained is small, when multiplied by a large capacity, then the obtained value is significant.  To obtain the portion of the largest energy user, then the stratification of the equipment object is performed.  The stratification result will show the distribution of the energy using equipment, from the largest down to the smallest energy consuming equipment. 2.3. 5W + 1H Method. This method been use to find the root of the problem (the source of waste that can be converted Page 6 of 30
  • 51. into potential / energy-saving opportunities) at the energy user equipment which has been determined from the pareto chart. Approach mechanism of the problem using the method 5W + 1H, as follows:  Where, to find where is the potential source of energy wastage.  What, to identify what has led up to the waste of energy.  Why, to identify the causes of it happened;  Who: to identify who is the trigger (main actor) of potential waste of energy on equipment that being investigated. Analysis is based 5M (Man / Manpower, Machine, Material, Method, Mother Nature / Work Environment).  When; to identify the time of when the problem occurs, can be discussed with the operator whether the incidence is cyclical, erratic or influence from the operation of other equipment  How: to find the way of how to solve the root problem (the source of waste that can be converted into potential / energy –saving opportunities). 2.4. Methods of observation and measurement; To see the effectiveness, and operating performance of existing equipment, Page 7 of 30
  • 52. primary data (direct observation and measurement results) and secondary data (log- sheets and interview results) are needed to assist in the analysis of Mass and Energy Balance (Mass & Heat Balance). The results of measurements taken under consideration to increase the effectiveness and efficiency of equipment (avoid any loss in performance due to the effects of energy efficiency activities).   • 53. CHAPTER III PROCEDURE AND TECHNICAL IMPLEMENTATION 3.1 Procedure Implementation of energy audit is combined of interaction between the audit team and audit object. In order that the interaction is going well and effectively, the steps that need to be addressed: - Initiation of audit activities; - Preparation of audit; - Conducting an audit; - Evaluation and Reporting Figure 1 is a flow chart illustrating the implementation of audit beginning from implementing various candidate activities until the energy audit activities end. Step 1 and Step 2 are steps that being taken by the prospective auditors until the audit can be done as whole or only done in some part based on initial evaluation. After getting conclusion that the audit will be conducted, it is necessary to determine the various steps or procedures to be performed. The procedures that been used will be vary according to the proposed scope of audit as well as by size and type of facility.   • 55. Step 1: Planning the overall audit activities that to be performed. This includes determining the audit objectives, division of plant facilities to be part of execution or cost center. The selection of audit team members and giving responsibilities, and the selection of the necessary instruments. Step 2: Initiation of meetings and technical discussions with the assistancy team of industry object. Step 3: Brief observation of the field (walk through surveys) that at once can be done also in-house training to assistancy team of industry object. Step 4: Data collection of energy consumption and production data are taken from a part or a particular cost center (data sheet form, historical data, etc.). If necessary, conduct testing system / equipment to obtain additional data of performance from the specific equipment and the units or a specific cost center. Step 5: Data processing and initial evaluation to obtain the energy balance, mass balance, energy intensity and to identify energy saving opportunities (ESO). ESO identification results is then analyzed to produce a list of energy saving opportunities (ESO) based on the amount of savings that might be obtained. Page 11 of 30
  • 56. Step 6: Presentation and discussion with the assistancy team of industry object on the initial ESO lists for findings and the results obtained. Those steps are done at the same time to clarify the various data and information so that at the time of execution of a detailed analysis is conducted on the correct data basis and information and also it can be accepted by both parties. Step 7: Conduct detailed evaluation and analysis on the provided ESO. Step 8: Develop energy audit report includes a numbers of recommendation of ESO and management of energy that delivered to industrial objects. 3.2 Activity Implementation Techniques Energy audit is a systematic activity / technical activities, aimed to explore the potential / energy saving opportunities in the energy consuming facilities (machinery / equipment contained in a plant). Energy audit output is energy saving opportunities in the form of reports on a cost center (centers of energy costs) that can be achieved after the observation, measurement, and analysis of energy (energy calculation and consideration). Focus of energy audits is to identify, measure and calculate the deviations / anomalies of energy use, Page 12 of 30
  • 57. which generally occurs when the energy is interacting with machines (equipment that uses energy), human, and methods that are in a process system (production processes, etc.). Thus the focus of energy audits operations include;  Machinaries, take measurements and assessment of the engine operating performance.  Man, make observations and evaluation of human characteristics that are interacting in a production process.  Methods, make observations and evaluation of optimization methods  used in a production system.  Materials, observation and evaluation of materials in the production system (productivity)  Mother Nature, observe the conditions of work environment (whether support or not to the operator performance). In the implementation, the steps being taken are adjusted with technical approach, where data and information are the input (data driven) that will be processed with the methods, tools / equipment, as well as problem-solving techniques to obtain an accurate energy audit results.   • 59. In general, the technical implementation of energy audit activities in the industral sector are as follows: 3.2.1. Industrial Initial Survey This survey aims to obtain preliminary data, delivery of technical message and work plan to the industry is being audited. The expectation from this visit is established communication, work coordination and synergy between the industry with the auditors. 3.2.2. Training (in-house training) Before performing an energy audit, the auditor should provide training (in-house training) on energy conservation techniques to the staff / personnel proposed by the industry. Training activities (in- house training) are intended to provide guidance to the Industrial Human Resources in energy management in conducting energy audits and energy conservation techniques. The training activities (in-house training) consists of: a. Provide materials on energy management and energy conservation techniques b. Provide the evaluation to the workshop participants to determine who (human resources) that will participate follow energy audits in conjunction with consultant c.   • 60. 3.2.3. Carry out Energy Assessment After conducting the training (in-house training), the next step is to conduct an assessment of energy. Steps that need to be done in the implementation of this energy assessment are as follows: a. Identification of energy-saving culture and energy conservation efforts In the implementation of energy audits, identification of energy-saving culture and energy conservation efforts are carried out by interviewing in order to evaluate the energy savings that have been done by industry. b. Data collection The collection of data on the implementation of energy audit aimed to obtain information about the condition of the performance of energy- consuming equipment and technology used and the process operating conditions in each of energy-consuming equipment. The data collected in the form of secondary and primary data. Secondary data are needed to obtain information on design specifications and energy- consuming equipment operating conditions in each unit, which will be used to support the primary data analysis and further evaluation. i. Collecting of Secondary data Secondary data that collected at each industry that conducted energy assessment include the following: Page 16 of 30
  • 61.  General information of industry, process description, plot plan, plant layout  Design data of major equipment ;  Information on the data modification activity ever undertaken, both in order to increase efficiency, reliability, capacity and energy conservation;  Supply and distribution of energy use (Energy Reference and Energy Balance) for the whole plant and each process / major equipment.  Energy consumption profile. Historical data of energy use (daily, monthly and yearly) for the whole plant and each process / major equipment.  Material consumption, production and waste profile. Historical data of process material used, products and waste generated production (daily, monthly and yearly) for the whole plant and each process / major equipment. ii. Primary Data Collection The primary data is collected through surveys and field measurements in order to obtain information and technical data and specifications of the actual operation of equipment related to the operation of energy user equipment in industry. Primary data collection has started with a walk- trough the pitch, knowing energy user equipment Page 17 of 30
  • 62. operating conditions and determination the measurement points that are required. Actual operating data on each unit includes: input & output, specification of equipment, energy consumption, operating conditions (temperature, pressure, flowrate) and other factor or parameters that contribute in determining the operations that to be compiled based on data logsheet energy user equipment. In primary data collection was carried out also interview with management, operators and or persons who responsible in the energy sector related to activity patterns of plant operations, modifications or retrofitting / revamping has ever done, both in order to increase efficiency, reliability, capacity and energy conservation. To facilitate the collection of primary data, the field survey was conducted using the questionnaire in which filling will be guided by the consultant so that all applicable questions on the questionnaire can be answered by respondents. Data and process parameters on the actual operating conditions that are not recorded from logsheet plant or control room but required in the evaluation, can be obtained by direct measurement (load survey) and operating parameters such as pressure, temperature, flow rate were measured using a portable measuring instrument. Measurements were taken at normal operating load conditions due to the operating/running procedures, including: Page 18 of 30

The measurement of temperature, humidity, pressure, flow rate, electrical conditions (voltage, current, power, power factor, etc.), as well as other parameters that required for analysis. 3.2.4. Data Analysis and Energy Savings Opportunities From the results of data collection, data analysis is then performed. The analysis was intended to find out in detail the amount of potential energy savings that can be done and make recommendation steps for energy savings based on the criteria, no cost, low-cost, medium cost and high cost that can be performed upon by the industry. Data analysis activities include: i. Analyze energy sources and energy consumption in energy consuming equipment; ii. Mass and Heat Balance; to calculate how much the utility of energy use and energy losses in a system of processes and each energy- consuming equipment; Energy Losses is then analyzed to consider how much it costs (the special character of the medium and high cost of implementation) to be issued to convert losses into potential energy saving. iii. Analyze / inventory of energy consumption of products produced or the intensity of energy on process flow and process energy user equipment as a parameter to determine the level of effectiveness and efficiency of energy use; Page 19 of 30
  • 64. iv. Analyze performance and efficiency of energy user equipment and energy producer equipment; v. Determine benchmark of energy intensity; vi. Identify the energy conservation potency in order to determine the level of energy efficiency from energy user equipment; vii. Analyze the technical and economic feasibility to determine the potency of energy conservation; viii. Recommended implementation of potency / energy conservation opportunities that have been prepared on the priority scale of implementation costs (no cost / low cost, medium cost, and high cost). 3.2.5. Feasibility Study Various energy saving opportunities were then discussed with the industry. Of the various energy saving opportunities are then selected a few opportunities to analyze its feasibility. Feasibility Study implementation Guideline can be found in Technical Guideline of Feasibility Study, Ministry of Industry - ICCTF, 2011. 3.2.6. Discussion. Executing of discussion was conducted to describe and study the result of energy audits and its recommendations to the industry and interested parties on the energy audit activities. Page 20 of 30

  • 66. CHAPTER IV BASELINE DEVELOPMENT Energy baseline is a simple linear equation that describes the correlation between level production and energy needed. CHAPTER V ENERGY MEASUREMENT DEVICES Some energy consumption measurement tools that are often used in the implementation of energy assessment include:  Power Analyzer In general, power analysis is used to explain kVA fluctuations load which connected with the actual load.  Clamp On Tester Power Clamp on tester power is a meter of electrical devices that use for dtermining the voltage, current, voltage/current peak, effective /reactive / apparent power (single-phase or 3-phase), Power Factor, reactivity, phase angle, frequency, phase detection (3 -phase), voltage / current harmonic levels (up to 20)  Lux meter Lux meter is used to measure the level of illumination / strong level of light illumination.  Humidity Measurement Moisture meter is a type of energy audit instruments used to measure the humidity level.  Anemometers Anemometers are the type of energy audit instruments used to measure air flow velocity. Manometer is used in the distribution pipes (air, water and gas), equipment such as compressors and pumps.  Sound meter Sound meter is a tool used to measure the noise level in decibels (dB). Sound meters are used in almost all industrial equipment, such as rotating machinery and pipe distribution. Sound meters can help to provide early diagnosis and determine the level of leakage occupational health.  Rotation Measurement The used speed of measurement for measuring the rotation speed of the object is the rotation of units per minute (RPM).  Flue Gas Analyzer Energy audit instrument is used to measure the exhaust gas for fuel combustion efficiency.  Water Flow Meter Energy audit instrument used to measure water flow.  Leak Detector Energy audit instrument used to detect the location of leaks from gas distribution system.
