ArcFUEL Life+ contract
         The EC Life+ programme (20 years in 2012)
         Concluded Life projects since 1990 (Medspa)
         Proposal submitted 2010; awarded 2011
         International Life+ with partners known to
         the JRC except EPSILON
         Duration: 1/10/11; 27 months/5 years, i.e.,
         (M9/M12/M27+)
         Endeavors & Delivery:
          Fuel map for the Med countries (Fire Management)
          Added value service for 5 years
         Contacted JRC prior to proposal submission:
          Asked for coop, after award
          Today’s meeting expectations (30/6/2012 & after)

Contractual approach
      ArcFUEL is an alternative FUELMAP, i.e.:
       Satellite data to vegetation map
       Vegetation map & ancillary data to fuel map
      Target 50X50 resolution
      Less than 20 vegetation types and database of
      fuel model parameters for fire modeling
      Linked to models for FF apps, i.e.:
       Booklet for fuel types, models & parameters
       5 years webservice
       Wide dissemination
       Life+ promotion

Evolution of approach
    Kick-off meeting (Oct/Ath), 1st Technical (4-5/11)
    We felt it appropriate not to re-invent the wheel to
    a large extent; rather to go “one step” further.
    On 4/11/11 we elaborated a revised approach to:
        Capitalize on FUELMAP
        Wisely send the EC/Life funding
        Produce ArcFUEL with added value/FUELMAP
        Mutual benefits and usage (in partnership)

FUELMAP (output and intermediate steps)
        downscaled from 52 to 20 (e.g., correlations,
        merging of types, new types).
        Classification with experience, use of
        classification rules, use of the new EEA report.
        First draft Booklet presenting Fuel Types
        characteristics. Database for 20 fuel types.
        "20" is indicative for communication at this
        stage. It can e.g. be 18 or 17.
        Reference year 2003 of FUELMAP.
        Basically reclassification of FUELMAP to “20”
        types; thus access to FUELMAP.

         Use of new 20 fuel types + CORINE +
         Ecoregions + F/NF db +…
         Not only use of the 52 output map, but also
         use of intermediary steps & procedures of
         FUELMAP.
         Apply GIS “rules” (e.g., h>200m ….),
         correlation to Booklet ❷
         Downscaling/reclassification of FUELMAP to
         50X50|20|2003
         JRC can do it; RTD? (INSPIRE,.., rules)
         Thus we need the JRC coop
         Production of the 1st basemap

Scope is to: (i) better (refined) mapping results by
      considering vegetation density, and (ii) get better
      classification of fuel types (e.g., tall vs. low vegetation &
      dense vs. non-dense vegetation).
      Target is: (i) better fuel-types parameterization, (ii)
      enhancement documentation of fuel types (booklet), (ii)
      Assistance to validation process.
      Aim: to use better fuels info for “ff propagation” (modeling)
      and not for vegetation info per se.
      Use of LANDSAT (30X30m no cost) or Spot if offered to us.
      Past example Hellenic Fire Brigade (Chalkidiki, GR)
      RTD effort involves; AUTH (Ioannis), better accuracy than
      CORINE
      Added value to FUELMAP work & workflow with INSPIRE,…

Density map (AUTH)
           Stratification based on delineated ArcFUEL types
           Calculation of various VIs (NDVI, PVI, SAVI etc)
           using LANDSAT or SPOT data
           Grouping of pixels with similar DN values
           Selection of training regions based on datasets
           resulted from previous AUTh work (e.g. field
           surveys)
           Identification of thresholds per strata based on
           forest expertise
           Three classes of vegetation density
           Estimation of density for each cell of the ArcFUEL
           Inspire Grid (50 x 50)

Summary issues
          A Life+ contractual technical approach
          adjustment is rational only under a JRC
          collaboration/support.
          FUELMAP added value and dynamic
          ArcFUEL workflow production is linked to
          a JRC endorsement.
          User Requirements: Web-Questionnaire
          sent in November 2011
          JRC benefit (in our view) receipt of
          ArcFUEL for in-house use, etc.
          ArcFUEL Consortium benefit (in our
          view) dynamics of updating & service.
          ArcFUEL schedule: M9 (30.6.12), M12
          (30.9.12), M27 (30.12.13).

        In case of coop, JRC to join
        ArcFUEL at formal Life+ prologue.
        This was a presentation made by
        an ArcFUEL concerted proposal.
        EPSILON has practice to conclude
        success story EC RTD projects and

        all applicable Life+ obligations.

  • 21. Summary issues A Life+ contractual technical approach adjustment is rational only under a JRC collaboration/support. FUELMAP added value and dynamic ArcFUEL workflow production is linked to a JRC endorsement. User Requirements: Web-Questionnaire sent in November 2011 JRC benefit (in our view) receipt of ArcFUEL for in-house use, etc. ArcFUEL Consortium benefit (in our view) dynamics of updating & service.
