  4. In 1962 the initial idea of an uniform air traffic control system made France, Germany, Great Britain, Belgium & Netherland to start Eurocontrol. The new organization needed investments, created workplaces and consuming power that had to be shared. Today, each country´s government allocates an percentage of its yearly GDP to Eurocontrol.
  5. Employees and managers were asked to participate in an internal survey in 2003 in order to re-define the values of ECC. Its results were presented in the interview with Mr. Humphreys and Ms. Thiébaux: Comfort and work were by fare the most important values perceived by employees. The company values that are most desired are professionalism, honesty, respect and trust. Management added only one additional point: Public Service ! This is extremely remarkable since Public Service has dramatically improved in France over the last 10 years and seams to be one of the most improving values in France!
  6. Centers of Expertise ATM and CNS System Engineering (ACE) provides ATM System Engineering and CNS expertise. Development and Integration (DAI) provides expertise in the areas of Information System Management, i.e. staff dealing with the management of the ERC Information System and the provision of the administrative tools, and Software System i.e. staff dedicated to the provision of software systems and tools, required to support the ATM research activities of the ERC. Finance, Infrastructure, Information and People OPS Operational Services (OPS) ensures the provision of professional operational staff holding an ATCO licence and staff dealing with the preparation of environmental and traffic data for real-time simulations. Safety Analysis and Scientific (SAS) provides expertise corresponding mainly to skills and knowledge for the design and evaluation, mathematical modeling, safety and the social environment. Simulation Facility Management (SFM) provides expertise to the Core Business projects (and to the Support activities), corresponding mainly to ATM System Engineering, System Administration and Software System skills used in the management of the software tools for the maintenance, support, installation and technical support to the operation of the Fast Time and Real Time simulation tools. Research areas The Airport Throughput (APT) Research Area will concentrate on the capacity issues facing Airports and their immediate environments, divided into two separate challenges, creating the capacity by the introduction of new technology and related procedures, and solving the environmental problem around airports, which is not limited to noise alone. EATM Reference Industry-based ATM Simulation and Trials Platform (ERIS) is a activity, or rather a re-grouping of competences and tools, aiming to develop and exploit industry based simulation and trials facilities for the validation of new ATM concepts whilst supporting system interoperability and standardization initiatives. ERIS involves industry early in the development process in order to shorten the path to actual implementation. Innovative research (INO) Research Area, has the triple responsibility to investigate and coordinate the initial feasibility studies on embryonic topics suggested in the ACARE Strategic Research Agenda, to establish a innovative research management framework and to develop a culture of creative thinking, skills and techniques amongst ERC staff. The Network Capacity and Demand Management (NCD) Consistent with the ATFM action plan and the European Single Sky initiative, this Research Area covers research on airspace management, demand and capacity management and traffic management issues. It also covers all aspects pertinent to modifications of the airspace structure, ranging from the institutional and socio-economic aspects to implications on the operational concept. The Society-Environment-Economics (SEE) Research Area will address the public perceptions and expectations concerning the major challenges identified by ACARE, providing insight and understanding of the drivers for Transport demand evolution; expertise, methods and tools to address the ATM contribution to Air Transport impact on Environment; an economical perspective at macroscopic level on the Air Transport industrial sector. The Sector Safety and Productivity (SSP) Research Area is concerned with all aspects of air traffic control related to controller-centered sector-level planning and separation management functions. This constant renewal and upgrade of ATC systems and airspace organizations has led to significant investment at the EEC, both for R&D and for ATC simulations and the demand has usually exceeded the EEC’s work capacity. Competition for the EEC was virtually non-existent since both ATC service provision and national R&D centers were government activities. Co-operation and collaboration did take place but the absence of an overall view and management of R&D in Europe, led to duplication and overlap of activities and wasted investment. During the last few years, several states have privatized or corporative their ATS providers and/or their R&D centers. This together with recent event in September 2001 means that the EEC now finds itself in a new environment where competition and the need to demonstrate cost effectiveness must be carefully married with collaboration to ensure the most efficient use of overall European investment in ATM R&D.

  10. No-discriminatory-policy means that the nationality is not regarded as important in the recruitment process. Candidates are selected because of their qualification and ECC needs. Due to numerous French applicants without advertising new vacancies are not advertised in France. Immigration help means help for incoming employees with French formalities, to find a place to life for the families, schools for children, language training etc. ECC has internal mobility rule: Upto 18 months an employee has to agree to work in an other Eurocontrol facility.
