Diffusion is "the process
by which an innovation is
communicated through
certain channels over time
among the members of a
social system" (Rogers,
2003, p. 10).

Purpose of Institutionalization
The purpose of institutionalization
and its process is “for a successful
innovation is that it is routinely used
in settings for which it was designed.
It has become integral to the
organization or the social system and
is no longer considered to be an
innovation” (Surry and Ely, n.d.).

6 Indicators of Institutionalization
1. Acceptance by relevant participants--a perception
that the innovation legitimately belongs
2. The innovation is stable and routinized
3. Widespread use of the innovation throughout the
institution or organization
4. Firm expectation that use of the practice and/or
product will continue within the institution or
organization
5. Continuation does not depend upon the actions of
specific individuals but upon the organizational
culture, structure or procedures
6. Routine allocations of time and money.

Innovation Decision Process
Five stages:
1. Knowledge
2. Persuasion
3. Decision
4. Implementation
5. Confirmation

Stages of the Diffusion Process
1) Knowledge – person becomes aware of an
innovation and has some idea of how it functions.
2)      Persuasion – person forms a favorable or
unfavorable attitude toward the innovation.
3)      Decision – person engages in activities that lead
to a choice to adopt or reject the innovation.
4)      Implementation – person puts an innovation
into use.
5)     Confirmation – person evaluates the results of
an innovation-decision already made.

One Instructional Technologist for the
entire district (focus on Primary,
Elementary and Intermediate
Campuses; Grades P-6).
Meets monthly for 10-15 minutes
during team meetings to give
information and see what the teachers
need.
Works one on one by request of

Comes into the classroom to help with
projects, and the use of media during
lessons and instruction

Innovations at Bullard Elementary
Bullard Elementary School is
dedicated to helping its teachers to
feel comfortable in the presence of
students using technology and seeks to
have its teachers be able to streamline
technology into the curriculum. The
goal is to do this while implementing
and Institutionalizing innovations and
trends in the education field that can
best impact student learning and
support 21st century skills.

Strengths
State exemplary campus.
Wide variety of technology available (Smart Boards,
iPads, document cameras, projectors, Mac labs etc.).
Just in time support from the technical support team
Some required staff development.
Clear Expectations from Elementary campus
administration.

Lack of teacher buy-in.
Lack of year round technology staff development.
Lack of a variety of technology training available.
Only one instructional technology specialist for all
five campuses.
Inconsistent technology expectations from campus to

Unused technology due to lack of teacher buy-in.

Alternatives and Strategies
IDT to Develop alternative and Strategies that meet the AECT
Standards for Implementation and Institutionalization:
3.3.1 Use appropriate instructional materials and strategies in various
learning contexts.
Develop a 21st Century team of teachers to drive technology from the ground
level.
Develop and implement an online Moodle course for the district where
teachers can go for tutorials, lesson ideas, and resources that contains
strategies and appropriate ways to use instructional technology in a 21st
century classroom.
Create an online forum to discuss new and upcoming innovations, classroom
strategies, and instructional ideas should be implemented.

Alternatives and Strategies
IDT to Develop alternative and Strategies that meet the AECT
Standards for Implementation and Institutionalization:
3.3.2 Identify and apply techniques for integrating ECIT innovations in
various learning contexts.

IDT to meet weekly or bi-weekly with each grade level to
answer questions and model techniques for integrating
innovations into the classroom.
Design a process for implementation and document the
process on paper or electronically for teachers.
Provide a weekly newsletter with tech tips on new
innovations and simple quick ideas for implementation.

3.3.3 Identify strategies to maintain use after initial adoption.

Develop a blueprint for growth and expectations.
Design a system of consistent and on-going staff
developments on use of the technology and classroom
integration.

Conclusion
Bullard Elementary needs to begin seamlessly integrating
technology into everyday curriculum by focusing on the the
five steps of the Diffusion of innovation model. The model
can also be used to help teachers become aware of new
innovations, attempt a personal trial with the innovation, in
the end adopt the innovation would be the goal. Only when
innovations are implemented and a system is in place to
support institutionalization can instruction can be
consistently innovative, resulting in teacher buy in and
seamless integration of technology in the classroom.

  • 6. Purpose of Institutionalization The purpose of institutionalization and its process is “for a successful innovation is that it is routinely used in settings for which it was designed. It has become integral to the organization or the social system and is no longer considered to be an innovation” (Surry and Ely, n.d.). Sunday, November 10, 13
  • 7. 6 Indicators of Institutionalization 1. Acceptance by relevant participants--a perception that the innovation legitimately belongs 2. The innovation is stable and routinized 3. Widespread use of the innovation throughout the institution or organization 4. Firm expectation that use of the practice and/or product will continue within the institution or organization 5. Continuation does not depend upon the actions of specific individuals but upon the organizational culture, structure or procedures 6. Routine allocations of time and money. Sunday, November 10, 13

Stages of the Diffusion Process 1) Knowledge – person becomes aware of an innovation and has some idea of how it functions. 2)      Persuasion – person forms a favorable or unfavorable attitude toward the innovation. 3)      Decision – person engages in activities that lead to a choice to adopt or reject the innovation. 4)      Implementation – person puts an innovation into use. 5)     Confirmation – person evaluates the results of an innovation-decision already made.    Sunday, November 10, 13

Current Strategies Various Teachers 2-4 teachers attend Texas Computer Educators Association (TCEA) state convention each year in Austin. 2 teachers attend the Tots in Technology summer conference each year in Galveston. 1-4 teachers attend the Area TCEA conference each year.   • 17. Instructional Technologist One Instructional Technologist for the entire district (focus on Primary, Elementary and Intermediate Campuses; Grades P-6). Meets monthly for 10-15 minutes during team meetings to give information and see what the teachers need. Works one on one by request of teachers. Implementation and Institutionalization of Innovations at Bullard Elementary Bullard Elementary School is dedicated to helping its teachers to feel comfortable in the presence of students using technology and seeks to have its teachers be able to streamline technology into the curriculum. The goal is to do this while implementing and Institutionalizing innovations and trends in the education field that can best impact student learning and support 21st century skills.   • 20. Bullard Elementary’s Strengths & Weaknesses Strengths State exemplary campus. Wide variety of technology available (Smart Boards, iPads, document cameras, projectors, Mac labs etc.).   • 21. Bullard Elementary’s Strengths & Weaknesses Weaknesses Lack of teacher buy-in. Lack of year round technology staff development. Lack of a variety of technology training available. Only one instructional technology specialist for all five campuses. Inconsistent technology expectations from campus to campus. Unused technology due to lack of teacher buy-in.   • 23. The Problem at Bullard Elementary The main problem at Bullard Elementary is the lack streamlined integration of technology into the curriculum. One major contributing factor is how technology is being implemented and institutionalized at the school which is resulting in the lack of teacher adoption or buy-in to the integration of technology and 21st century skills into the classroom. Alternatives and Strategies IDT to Develop alternative and Strategies that meet the AECT Standards for Implementation and Institutionalization: 3.3.1 Use appropriate instructional materials and strategies in various learning contexts. Develop a 21st Century team of teachers to drive technology from the ground level. Develop and implement an online Moodle course for the district where teachers can go for tutorials, lesson ideas, and resources that contains strategies and appropriate ways to use instructional technology in a 21st century classroom. Create an online forum to discuss new and upcoming innovations, classroom strategies, and instructional ideas should be implemented. Sunday, November 10, 13

Alternatives and Strategies IDT to Develop alternative and Strategies that meet the AECT Standards for Implementation and Institutionalization: 3.3.2 Identify and apply techniques for integrating ECIT innovations in various learning contexts. IDT to meet weekly or bi-weekly with each grade level to answer questions and model techniques for integrating innovations into the classroom. Design a process for implementation and document the process on paper or electronically for teachers. Provide a weekly newsletter with tech tips on new innovations and simple quick ideas for implementation. Sunday, November 10, 13

Alternatives and Strategies IDT to Develop alternative and Strategies that meet the AECT Standards for Implementation and Institutionalization: 3.3.3 Identify strategies to maintain use after initial adoption.   • 28. Conclusion Bullard Elementary needs to begin seamlessly integrating technology into everyday curriculum by focusing on the the five steps of the Diffusion of innovation model. The model can also be used to help teachers become aware of new innovations, attempt a personal trial with the innovation, in the end adopt the innovation would be the goal. Only when innovations are implemented and a system is in place to support institutionalization can instruction can be consistently innovative, resulting in teacher buy in and seamless integration of technology in the classroom.
