Proposal to BSEEP Project to adopt GreenPASS
(Operation) as EE Building Rating System in Malaysia
(Proposal by SEDA Malaysia to BSEEP-JKR on 22 October 2013)
Low Carbon Building System in Malaysia
This proposal has been presented to the Building Services
Energy Efficiency Programme (BSEEP) during the BSEEPUNDP Project Review Committee - PRC) Bil 2/2013 at JKR
CAST on 22 October 2013.
SEDA Malaysia proposed BSEEP to adopt GreenPASS (Operation)
as EE Building Rating System in Malaysia since the project
have;

Objective to reduce GHG emission in building sector in
Malaysia.
BSEEP is looking for Energy Efficient Building Rating System.
Recognized the energy & carbon reduction initiatives.
As tool to facilitate ESCOs on the performance on Energy
Performance Contracting (EPC) especially in government
buildings.
To facilitate government afford to reduce 40% CO2
intensity in 2020.
Low Carbon Building System in Malaysia

Green Performance Assessment System
(GreenPASS) by Construction Industry
Development Board (CIDB) – CIS 20 (draft)
Criteria - Objective
Meet BSEEP Objective – To reduce GHG in Building
Sector.
Direct support Government target on CO2 emission.
Align with the National Green Technology Policy.
Support ‘back to back’ the Low Carbon Cities
Framework.
Support affordable development of EE Buildings (cost
efficient RM$$/kWh reduction).
Developed from past EE in Building projects
experiences.
Had undergo industry and international review.
Ready to be used for pilot.

  • 1. Proposal to BSEEP Project to adopt GreenPASS (Operation) as EE Building Rating System in Malaysia (Proposal by SEDA Malaysia to BSEEP-JKR on 22 October 2013)

Low Carbon Building System in Malaysia This proposal has been presented to the Building Services Energy Efficiency Programme (BSEEP) during the BSEEPUNDP Project Review Committee - PRC) Bil 2/2013 at JKR CAST on 22 October 2013. SEDA Malaysia proposed BSEEP to adopt GreenPASS (Operation) as EE Building Rating System in Malaysia since the project have; a) b) c) d) e) Objective to reduce GHG emission in building sector in Malaysia. BSEEP is looking for Energy Efficient Building Rating System. Recognized the energy & carbon reduction initiatives. As tool to facilitate ESCOs on the performance on Energy Performance Contracting (EPC) especially in government buildings. To facilitate government afford to reduce 40% CO2 intensity in 2020.

  • 4. Criteria - Objective Meet BSEEP Objective – To reduce GHG in Building Sector. Direct support Government target on CO2 emission. Align with the National Green Technology Policy. Support ‘back to back’ the Low Carbon Cities Framework. Support affordable development of EE Buildings (cost efficient RM$$/kWh reduction). Developed from past EE in Building projects experiences. Had undergo industry and international review. Ready to be used for pilot.

Low Carbon System - GreenPASS by CIDB - Green PASS is an assessment tool that able measure and rate the building performance - Green PASS estimate the carbon emission from building construction works and building operations The application of Green PASS is for: 1) Building Construction; and 2) Building Operations

  • 29. WHY GreenPASS IS RECOMMENDED? Easy to evaluate the actual performance through its life cycle. Straight forward and transparent of accounting emissions through energy consumption / carbon footprint. Has potential to support carbon trading purposes (if applicable) or NAMA mechnisme (in future). Complement to the existing conventional GB system by helping to narrow the gap and maturing the green building industry. Supporting government efforts for reaching national climate reduction target for 2020 Provide flexibility for designers to achieve the design target. Economical and affordable by all stakeholders
