China
 In 1921, kindergarten was established.
 In China the growth of childcare outside the home has occurred first in
1949.
 In 1971, in effort to control the expanding population the state instituted
a One Child Policy.
 In 1989, the state of education commission published a working
document called “Kindergarten Management Regulations”.
 In the 90’s the state issued a 10 year plan designed to enhance the care
and protection of children.
