Fellowship Programmes: objectives
reinforcing employment skills of high qualified researchers
boosting long‐lasting international cooperation between the regional scientific
centres and foreign high level institutions
creating synergies between Regional Research Policies and European priorities
avoiding the fragmentation of financial resources and initiatives and adopting a
systemic approach for the benefit of the entire regional scientific system
4. The first pilot COFUND Project
Talents for an International House ‐TALENTS
FP7 People Programme,
COFUND Action 2008
10 fellowships according to 2 mobility schemes:
Incoming mobility fellowships, addressed to experienced researchers of any
nationality intentioned to develop a project in one of the Scientific Institutions of the
FVG Coordination Network or in one of the companies hosted at the regional scientific
parks (18 months duration)
Outgoing mobility fellowships, addressed to experienced researchers of any
nationality, operating in one of the scientific institutions of the FVG Coordination
Network or in one of the companies hosted in the regional scientific parks, for a stay (12
months) in another EU Member State, Associated or Third Country, with a return phase
to the origin institution (6 months).

7. The new COFUND Project "Talents Up for an International
House ‐TALENTS UP"
A call for proposals is published in order to assign 7 fellowships addressed to
experienced researchers, nationals of EU, Associated Countries or Third Countries,
intentioned to implement a 12‐month‐duration research and training project in one
of the Scientific Institutions of the Coordination Network of Friuli Venezia Giulia region
or in one of the companies hosted in the regional scientific parks.

Each fellowship will have a duration of 12 months.
8. TALENTS UP Fellowship programme: 7 new incoming fellowships
AREA will appoint a “collaboration contract for research activity” to the awarded
researchers, complying with the Italian Law n. 240/2010
Salary: € 44.000 over the 12 months, in total, inclusive of any charges
mobility allowance will be assigned, consisting of a monthly payment; 2 reference
amounts depending on the researcher’s family obligations (€ 800/500)
travel allowance as a reimbursement for travel expenses (up to € 1.000 over the 12
months)
Specific budget line under the “Contribution to research costs” category, up to €
3.800,00 over the 12 months, to freely use for additional training or for specific
research tools
TALENTS UP Fellows will therefore be granted contribution to Italian Pension National
funds, health and accident insurance
9. Minimum entry requirements/Eligibility criteria
at the time call deadline, researchers must not have resided or carried out their main activity (work,
studies, etc) in Italy for more than 12 months in the 3 years immediately prior to the application date,
taking into consideration the call deadline (prerequisite of “international mobility”)
at the time of the call deadline, researchers must: (a) be in possession of a doctoral degree,
independently of the time taken to acquire it; or (b) have at least 4 years of full‐time equivalent
research experience ; (c) be nationals of Member States, Associated Countries andThird Countries
candidates must provide 3 reference letters, even belonging to different scientific areas. Referees
cannot coincide with the supervisors in the host organisations
good written and spoken command in English and/or Italian
Moreover:
‐ origin organisations have to be different from host organisations;
‐ the same organisation can be present in different proposals, but these proposals have to be
submitted by different candidates;
‐ every researcher can submit only one research proposal.

10. Evaluation criteria and thresholds

*An overall threshold of 70% will be applied to all proposals. Proposals failing to meet the
overall threshold or any of the individual thresholds will not be placed on the ranking list.
12. The Scientific Selection Committee (SSC)
Selection procedures complying with the European Charter for
Researchers and the Code of Conduct for the Recruitment of
Researchers principles, as well as with the main procedures
adopted by the European Commission in the evaluation of the FP7
projects
Independent evaluators registered in the database of FP7
(available on‐line on CORDIS website)
selected at an international level, expert in different sectors

corresponding to one of TALENTS scientific areas
13. Transparent and international selection procedures
3 main steps:
1. Remote evaluation: each proposal will be evaluated by 3 experts, each of them
completing an individual assessment report
2. Consensus meeting (in Trieste): the experts will discuss the scores awarded to
each proposal and reach a common view
3. Final decision (in Trieste): approval of the ranking list of all the applications
received and evaluated and assignment of the fellowships
For every eligible proposal, the candidate will receive the Evaluation Summary Report
with the results of the evaluation process.
The report will include the marks given for each evaluation criterion and a description of
the strengths and weaknesses of the proposal.
14. Submission of research proposals
Each application thus consists in:
• form A (administrative information: sections A1, A2, A3, A4, A5, A6)
• form B (the proposal and the Ethical Issues Table)
• 3 letter of reference
• the scientific and professional cv in European format.
