nations

The United States has less than 5 percent of
the world's population. But it has almost a
quarter of the world's prisoners.
Criminologists and legal scholars in other
industrialized nations say they are mystified
and appalled by the number and length of
American prison sentences.

Rising Incarceration Despite Falling Crime Rates –
Despite falling crime rates since 1991, the rate of incarceration in prison has
increased by more than 50% since that time. These dynamics suggest that the
rise in imprisonment is due to changes in policy that have increased the amount
of time that offenders are serving in prison, and not crime rates.
An examination of the rise of imprisonment from 1992 to 2001 concluded that
the entire increase was a result of changes in sentencing policy and practice.1
These include such measures as “three strikes,” mandatory sentencing, and a
widespread abandonment of parole in the state and federal system. From 1995
to 2001, the average time served in prison rose by 30%.

5. Federal Prison System Leads Growth –
The federal prison system continues to grow at an unprecedented rate,
increasing 4% during 2005 to a total of 187,618 prisoners. The number of
federal prisoners in custody has doubled in the last decade.
One-quarter of the national growth in the prison population during 2005
is attributable to the federal prison system, contributing to an
overcrowding level of 134%.
This expansion has come about primarily as a result of the incarceration
of non-violent offenders.
More than half (55%) of federal prisoners are serving time for a drug
offense, while only 11% are incarcerated for a violent offense.

educational opportunities, an end to cruel
and unusual punishments, access to families,
decent living conditions, decent health care,
vocational and self-improvement
opportunities, and nutritious meals. Prisoners
point to the 13th Amendment, which outlaws COMPANION DOCUMENT
slavery, as a reason for the strike.

They should read a little further, because it outlaws slavery everywhere in
the United States except for the prison system, which is why they can treat
you like a slave -- deprive you of health care, make it impossible to access
your family, feed you whatever they want, house you in inhumane
conditions, and make you work literally like a field slave for no money
instead of using said money to help the families of the victims of crimes
committed by prisoners or their children. What's almost as interesting is the
limited news coverage given to the strike, which is the largest in the history
of the United States. That's something to make you go hmmmm.

13. Similar conditions exist nationwide. Two and
a half million adults are not allowed to vote
because they are in prison. Five times that
number — on parole, community supervision
or probation — can’t vote and are blocked
from employment and education
opportunities, healthcare service, special
housing, etc.
