creating changes in processes, products etc innovation is only valid when it has reached the market. Society needs people who are able to do this in a complex context In this presentation I will show you that the Aeronautics sector does have a vision and is working on a new vision for 2050 The challenges we see in aviation and aerospace will certainly have great impact on the requirements for education
In this presentation I will address briefly NLR. Then the European Vision on aeronautics followed by the NL vsion recently laid down in the KIAL (KIA Luchtvaart) Finally I will address the key impact on the educational system to be able to meet the goals laid down in these vision documents
NLR is the key center for aerospace expertise in the Netherlands, pursuing the following objectives: To support and enhance the innovational and decision-making capabilities of government and industry To develop and apply high-grade technology
NLR is located in Amsterdam and Flevoland. Approx. 680 employees are working at both sites. (51 % academici, 27 % HBO)
NLR is market oriented. Briefly mentioning major stakeholders
NLR operates a variety of facilities for verification and validation, from simulation to testing.
I want to be clear. The aerospace market would not work without a proper vision.
Mention briefly the flow: from vision to implementation steps as conducted in the FP7 projects. The Strategic Research Agenda sets the topics to be covered by the workprogramme and the associated projects.
The vision has 2 pillars: society needs and global leadership. This can only be achieved by working together (collaboration)
the vision guides the needs to be worked on later
From Vision 2020 to SRA-1 Then SRA-2 with High Level Target Concepts
And Clean Sky as an example of a SUPRA project, (1.6 billion, 800 million grant and 800 million own money of industry). The ultimate research challenge with a focus on Greening the Air Transport of the future. Where are we now? NLR is active in a number of Integrated Technology Development Platforms
there is a clear distinction between pre-competitive Research and Technology Development and Industrial Product development. The EC funds part of the RTD. Note that this takes many years! See also the position of universities, Research Establishments and INdustry. In the projects they all work together thus creating an environment for collaboration at various levels. Possibly explain the TRL concept, was also shown on slide 6
NL has a tradition and a track record
the NL approach contains a need from the government a government policy document a co-operation of sector partners to deliver a KIAL that will have to resulat in some sort of innovation plan or programme. Note that the current government is not able to accept and implement this policy until a new gov’t has been installed. It is a unique historic event, so many organisations in NL working together.
discuss only sustainable, seamless and synergy Spin off means bringing the innovations to the market, using government support
So given all these visions and plans, how to they impact the education system?
Everything is connected, also in AIr Transport. As seen before in seamless, many improvements are expected by improving the interfaces between the system elements. Think of CDM. That requires understanding of each other’s systems, protocols and habits. By nature systems tend to grow more complex, and it is a real challenge to be able to create oversight, as well as insight.
traditionally domains were not overlapping
In the future people need to be able to cross domain borders to nurture the interface
In the past disciplines were aiming mostly at technology. 30% Math, physics and natural sciences 30% Technical/engineering basics 20% interdisciplinary qualification 20% applied engineering and its methodology In the future we will need a better understanding of the context.
Each type of organisation has its place in the RTD chain. Minimise overlap or competition. Some form of control or harmonisation will be needed to avoid overlap, and to make our system efficient
ACARE is Advisory Council for Aeronautics Research in Europe (ACARE) whose aim is to develop and maintain a Strategic Research Agenda (SRA) for aeronautics in Europe. The new vision will also impact eduction. We need good people, with the right skills for the future. That is more than technology!
Analogy between EU en NL approach NL approach has to create a level playing field.
