2. SOUTH AFRICAN CSP MARKET POTENTIAL
2014: a landmark year for the
CSP industry in South Africa?
The potential for CSP power plants in South
Africa is huge. The country has excellent solar
resources which can reach over 2800 kWh/
m2/annum, combined with the most recent
commitment shown by the government
towards concentrated solar power. Together
with the strong manufacturing industry and
land availability, South Africa is ranked number
one in the CSP Today 2014 Markets Scorecard.
South Africa has three CSP projects under
construction (totalling 200 MW) and two under
development (200 MW). Storage capacities
built so far range from 2 hours (Khi) and 3
hours (KaXu) to 9 hours (Bokpoort).
With a better solar resource than Europe
and industries where CSP applications can
be developed like mining, desalination and
process heat, CSP is ready to boom.
In relation to the electric grid, CSP with storage
matches perfectly the demand curve. For a
country with high dependency on fossil fuels,
a technology that can meet peak times, can
stabilise the grid and is clean, is priceless.
When cost price concerns arise, it’s also
important to consider the large hybridization
potential of CSP as it has been proved to
operate with Biomass and combined cycle gas
applications.

Uncertainty regarding future
MW allocations
For a technology to develop, it needs time, but
also investment and support from government
bodies. Changes in the bidding structure of the
REIPPPP attempt to favour CSP with storage.
CSP is seen as cost-competitive with current
peaking power stations, but the South African
authorities have to raise the amount of MW
awarded per round.
Currently, South Africa has a target of
deploying 1,200 MW of CSP by 2030. So, one
of the biggest barriers for CSP development in
the country is the uncertainty regarding future
MW allocations.
CSP is heavy in manufacturing and job creation
and with South Africa’s unemployment around
25%, it’s the perfect industry to develop
qualified local content. But in order for this to
happen, companies and investors’ expectations
about the future development of the market,
the size of the market and its stability
have to be clear.
In terms of local content, the most
important barriers to enter the market
as determined from stakeholders are the
following:
• Uncertainty of MW capacity allocated
to CSP
• Market size for CSP is too small
• Inability to compete with experienced
international manufacturers
• Raw material costs are too high
Financing structures and bankability
of projects are hugely important and
have significant impact on price levels,
which means that projects with the best
locations might be outranked by projects
with a better financing structure, but a
lower energy-generation potential.
